Regular meeting of the City Council called to order by the Mayor.
Councilmen present: Christ:an, Cordingly, Fritz. Councilmen
absent: Newberry*, Thatcher.
Moved by Cordingly, seconded by Christman, that the reading of the
minutes of the regular meeting of October 16, 1945, be dispensed
with. Carried, all Councilme: present voting aye.

Moved by Christman, seconded by Cordingly, that that the bills be
allowed and warrants ordered drawn for sane. Carried, all Council-
men present voting aye.
MAGi'TF.S JC?NISON; 2304 G Avenue, was Present and stated he needed
50 feet of cast iron sewer pipe to co-:alete his house which had
been held up for this material for two months. Mr. Johnson
requested,that he be ,_iven Permission to use a subsLilute and
he -:could si&n an agreement to install tne cast iron pipe when_
available.
Attorney Ratelle ruled that tne Council could not
grant such a request as tne requirements are governed by a City
Ordinance.
COUNCILMAN THATCHER present.
CLAUDE PIERCE, 1427 E 3th Street, was present relative to the fire
hazard exhisting at a junk yard in the 1400 Bloch- on E 3th Street.
After a lengthy discussion, Mayor Fritz referred the matter to
Attorney Ratellc.
RESOLTJTIC:t ii0. 3013 was read, accepting 0129.17 as tne opening bid
on Lots 20-21-22, Block 21, City Plat, to hold a City tax sale,
isubmitteC by Ed Porter. Moved by Christman, seconded by Cordingly,

that the Resolution be adopted. Carried, all Coancllmen present
voting aye.
PETITION FOP SEWER on 7th Street between Palm and N Avenues,
signed by 7 residents of that area, was presented. Claude Pierce,
a signer, appeared on behalf of the other sinners. A lengthy
discussion followed but no actLon was taken at this time.
PETITION FOR STREET LICHT AT 13th & C Avenue, signed by 18 res-
idents, was presented. Mayor Fritz referred the petition to
Fire Chief Bird.
GEORGE A. JOEFSOII, 2415 National Avenue, was present relative to
putting in sidewalks and curb on his property. Mayor Fritz in-
formed ldr. Johnson there is a possibility tr_at the FHA will put
in these improvements in that locality and that the City should
know definitel,, in a short time. Inr. Johnson also presented a
communication requesting that the "Golden Eagle" sign be re-
moves from the right of way. Mayor Fritz referred the matter
to Engineer Ireland.
PWSOLUTIO'TNO. 3014 was read, accenting the resignation of David
W. Bird, as a member of the Civil Service Commission. Moved by
Christman, seconded by Cordin ly, that the Resolution be accepted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 3015 was read, authorizing the appointment of George
V. Roskings as a member of the Civil Service Commission. Moved
by Cordingly, seconded by Christman, that the Resolution be adopted.
Carried, all Coancil'nen present voting aye.
PETITION FO: FIRE HYDRANT AT 24th and Grove Streets, signed by
19 residents, was presented. Moved b: Christman, seconded by
Cora ugly, that the petition be referred to Fire Chief Bird.
Carried, all Councilem present votin& aye.
PETITION FOR FIPE HYDRANT AND STREET LIGHT in the May K. Marshall

tract, located between 8th and 9th Streets on Edgerton Way,
signed by 15 residents, was :resented. Mayor Fritz referred
the petition to Fire Chief Bird.
RESOTT IOET Fe. 3016 was read, acceptinr. crant deeds from Harry
M. and Dora M. Klinger; Laurence Y. and Clara 3. Neuman, in
40 Acre Lot 1, - Section 133, to be used for street parposes
only. Moved :,y Christman, seconded by Cordingly, that the
Resolution be adopted. Carrieyl, all Councilmen present voting
aye.
RESOLUTION NC. 3017 was read, authorizing the salary of Mildred
Dudacek, Deputy Treasurer and Tax Collector, to be increased to
'3135.00 per moat__, effective November 1, 1945. Moved by Christman,
seconded by Cordinc;1y, that tne Resolution be adonted. Carried,
all Councilmen present voting aye.
R_ESOLUT:0N NO. 3018 was read, authorizing the anpointment of
Harvey W. Gillespie, 1114 E 3th Street, to act as Special
Police Officer without compensation. Moved by Christman, seconded
by Thatc:er, that tie Resolution be adonted. Carried, all Council-
men present voting aye.
RESOLUTION NC. 3019 was read, authorizing E. S. Litchfield to
grade a portion 'of the alloyin Bloch 14, City Plat, at his
own expense. L:cved by Christman, seconded by Thatcher, that the

RESOLUTION 110. 3021 was read, accepting the/bonrr for ll04,207.95 each
from R. P. Hazard & Sons Controctinc; Co. for the re -surfacing,
of East 8th Street. Moved by Cordinzly, seconded by Christman,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
RESOLUTT_OIT NO. 3022 was read, accepting the insurance policy for
one year at $6'.00 from Guy & Guy on the 1941 Plymouth Coupe.
Moved by Christman, seconded by Thatcher, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
COMMUNICATION FROM F. KEvNFTH GOODMAN, FEPRESF•TTINC TILE CHAFFEE
LACHI_?E CO. was read, offering to lease 500 feet frontage of the
City's tidelands at one cent per square foot for a period of 20
years. Mayor Fritz instructed the City Clerk to contact Mr.
Ccodnfan for a better offer.

City that the budget has been approved for the period through
December 31 for the recreational °roLram for servicemen and civ-
ilians. Mayor Fritz ordered the communication filed.
RESOLUTIOY NO. 3023 was read, accepting a checl- for $1,357.50

from the State of California for license fees appropriation
from January 1 to June 30, 1945. Moved by Christman, seconded by
Thatcher, that the Resolution be adopted. Carried, all Council-

RESOLUTION I0. 3024 was read, authorizing the appointment of
Muriel W. Dacus at 165.00 per month effective November 7, 1945;
Armond Aalt at ,165.00 per no.:th effective November 6, 1945, to
the staff of the Federal Recreation Euilding, paid from the Fi1A_
Fund. Moved by Crhistman, seconded by Thatcher, that the Res-
olation be adopted.
COi,Ia TICATION FRONT UNION APPRAISAL CO. relative to the appraisal
of all physical properties owned by the City, was read and ordered
filed.
CIfl ASSESSCR ROGERS stated that Anton Zitnik and Harry I. Muus
didnot claim their veterans exemption and are very desirous of
obtaining sane. Attorney Ratelle ruled that the exemption must
have been claimed durins the designated period.

RESOLUTION NO. 3025 was read, authorizing the appointment of
Phil D. Swing for ?100.00 per day for actual time put in, plus
actual and necessary expenses incurred in connection with the

work in assistin; our City Attcrney with suits filed by Federal
Agencies adverse to our tidelands. Moved by Christian, seconded
by Thatcher, that the Resolution be adopted. Carried, all Council-
men present voting aye.
RESOLJTION NO. 3026 was read, accepting the subdivision map of
Shutte's Subdivision, SW* of 20 Acre Lot 4, * Section 132. Moved
• by Christman, seconded by Thatcher, that the Resolution be adopted.

RESOLUTION NO. 3027 was read, authorizing the appointment of G.
Millard Parks at `Tp80.00 per month effective November 17, 1945,
to carry on a survey and make recommendations for re -zoning the
City of National City and draw up a new zoning ordinance. Moved
by Thatcher, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
MAYOR FRITZ suggested that a special election be called for a
bond issue to install a trunk sewer line throughout the City.
I+Ioved by Thatcner, seconded by Ccrdingly, that Attorney Ratelle
present the procedure for the election at the next meeting.
Carried, all Councilmen present voting aye.
CLAIM ICLED av MR. ?CRAFT for the destruction of 50 fruit trees
during a grass fire several months ago, was presented. Moved
by Thatcher, seconded by Christman, that the claim be referred to
Attorney Ratelle. Carried, all Councilmen present voting aye.
ATTCRciEY RATEILE requested permission to cancel taxes on Suit/
No. 248-SD Civil. Moved by Christman, seconded by Cordingly,
that Attorney Ratel1E be authorized to sign the petition. Carried,
all Councilmen present voting aye.
