Regular meeting of the City Council called to order by the Mayor.
Councilmen present: Christman, Cordingly, Thatcher, Fritz. Council-
men absent: Newberry.
Moved b7 Cordingly, seconded by Christman, that the reading of the
minutes of the regular meeting of September 18, 1945, be dispensed
with. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OvrICIALS present: Bates, Vansant, Gautereaux,
Finnerty, Ireland, Bird, Ratelle, Rogers.

Moved by Cordingly, seconded by Thatcher, that the bills be
allowed and warrants ordered drawn for same. Carried, all Council-
men present voting aye.
MR. S. CHAPMAN was present relative to a building permit for a
stable at his pony ride ring. Attorney Ratelle ruled that the Zone
Variance which Mr. Chapman obtained in December 1943, did not permit
the building of stables, and that Mr. Chapman will have to submit
his request to the Planning Commission for another Zone Variance.
RESOLUTION NO. 2984 was read, accepting the subdivision map of
also accepting J Avenue as a street.

Resolution be adopted. Carried, all Councilmen present voting aye.
OPENING OF BIDS for the oiling of Sth Street from K Avenue to the
East City limits are as follows: Griffith Co. .$,`8,612.25; R. E.
Hazard & Sons Contracting Co. $;8,415.90; V. R. Dennis Construction
Co. $8,913.60.
RESOLUTION Ii0. 2985 was read, accepting the bid of R. E. Hazard &
Sons Contracting Co. of $3,415.90 for the re -surfacing of 8th

Street from K Avenue to the east city limits. Moved by Christman,
seconded by Cordingly, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
COMMUNICATION FROM RUSSELL T. LEWIS was read, relative to opening
of a taxi company. Chief of Police Bates stated the quota which
is governed by a City Ordinance, 1s now filled. Mayor Fritz re-
quested the City Clerk to notify Hr. Lewis of sane.
RESOLUTION iO. 2986 was read, authorizing the Employees Association
exemption of any license fee as set forth in Section 51, Ordinance
No. 708, for a benefit

COMMUNICATION FROM FLOYD FINNERTY, ST. SUPT. announcing that Roy
Stewart left the employ of the City September 30, 1945, was read
and ordered filed.
RESOLUTION NO. 2987 was read, authorizing the appointment of Charles
Johnson to the Street Dept., salary $160.00 effective September 18,
1945. Moved by Cordingly, seconded by Christman, that the Resolution
be adopted. Carried, all Councilmen present voting aye.

COMMUNICATION FROLI C. A. NOBLE was read, requesting a six weeks
leave of absence, effective October 1, 1945. Chief of Police Bates
did not make any recommendations and qualified his statement, stating
he had offered Mr. Noble light duty for a period of time, which he
refused and had left on his leave. Moved by Cordingly, seconded by
Christman, that the matter be laid over until the next :meeting.

COMMUNICATION FROM DIVISION 0? HIGHWAYS WAS read relative to the
diagrams of the traffic- signals and the "turn right on red after
stop" signs. Moved by Christman, seconded by Cordingly, that the
City Clerk inform the Division of Highways that the City Electrician
will be custodian of the traffic signals diagrams, and the City
would like "after stop turn right on red" signs on the traffic sig-
nals. Carried, all Councilmen present voting aye.
COMMUNICATION FROM A. J. BARRY, MGR. NATURE'S MISTAKES was read
relative to an exhitition in National City. Moved by Christman,
seconded by Cordingly, that the request be denied. Carried, all
Councilmen present voting aye.
COMMUNICATION FROM L. C. ANDERSON CO. was readirelative to a charge
of y$34.36 for tightening trusses in the USO building. Park Supt.
Gautereaux stated this work was a follow up of the contract on the
IA building, was not authorized by the City, and felt it was the Comp-
any's obligation for the completion of the building. Moved by
Christman, seconded by Thatcher, that the City Clerk write the Comp-
any, informing them of the facts. Carried, all Councilmen present
voting aye.
APPLICATION FRCM CAFE LA MAZE to transfer the on sale beer, wine,
distilled spirits license from E. F. Weerts & L. B. Lucore to
L. B. Lucore, was read and referred to chief of Police Bates.
C012.1 NICATION FROM NATIOFAL CITY COORDINATING COUNCIL was read,
expressing their interest in the acquisition by the City, of the
Federal Recreation Building. Mayor Fritz requested the City Clerk
to inform the Coordinating Council that the City hopes to make this
acquisition.
RESOLUTION NO. 2989 was read, accepting a check for A259.19 from
the Luberco Ltd. on quiet title suit No. 125936. Moved by Thatccer,
seconded by Christman, that the Resolution be adopted. Carried, all
Councilmen present voting aye.
PETITION SIGNED by eight residents in the vicinity of 27th Street

And Hoover Avenue requestingthe installation of a fire hydrant,
was read and referred to Fire Chief Bird.

RESOLUTION NO. 2990 was read, accepting the bid of $2,243.30 of
the Mission Pipe & Supply Co. for the installation of a sewer
pump, without sane constitutes a public nuisance, is detrimental to
public health and is a public hazard. Moved by Christman, seconded
by Cordiagly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
COMMUNICATION FROM FEDERAL WORKS AGENCY was read relative to the
extension of the USO through October. Moved by Thatcher, seconded
by Cordingly, that application for the requisition of Federal aid
from November through January be made, and if granted, that one
recreational leader be eliminated and the salary of the supervisor
be reduced to $200.00 per month and travel expense be eliminated.
Carried, all Councilmen present voting aye.
RESOLUTT_ON NO. 2991 was read, underwriting the salaries for the
month of October of the employees of the USO, if Federal money did
not arrive in time to meet the payroll. Moved by Christman, seconded
by Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
ENGINEER IRELAND was present and stated he had contacted Mr. Monroe
relative to a sewer district. 1r. Monroe informed him that the
district could be split up in two or three pieces in a bond issue.
On a truck line, in two districts for construction of sewers, and to
follow through on new sewer revisions, section 1 for maintenance
and construction. Loved by Christman, seconded by Thatcher, that
the Attorney be instructed to explore the new sewer bill relative
to procedure and advislbility. Carried, all Councilmen present vot-
ing aye.
INSPECTOR BIRD was present relative to sewer collections taken from
parties connecting on to the City sewer in the Government area.
Moved by Thatcher, seconded by Cordingly, that the Attorney draw up
an agreement to take care of same. Carried, all Councilmen present
voting aye.
COUNCILMAN CIL?vIAN CORDI :,iGLY brought up the request of zone variance by

Harry Tikkenan for a serve yourself laundry 2604 National Avenue.
No action was taken.
ST. SUPT. FIiNNERTY was present relative to the bad condition of
the sidewalk on the Forth side of 12th Street from Highland to
J Avenue. As the sidewalk is not used in that particular spot
the Attorney suggested that Mr. Finnerty contact the property
owner and get permission to remove the sidewalk.
RESOLUTION NO. 2992 was read, authorizing the appointnentof Kenneth
J. Gautereaux for temporaty work in the Park Dept. at $.80 per hour,
Moved by Christman, seconded by Cordingly, that the Resolution be
\dopted. Carried, all Councilmen present voting aye.
CHIEF OF POLICE BATES was present relative to the lack of water for
Jack Owen and other residents living at 23rd and Grove Sts. No
action was taken.

COUNCILMAN CHRISTMAN brought he condition existing at 8th Street
and "I" Avenue, relative to animals, stating that he had received
several complaints on sane. Attbrney Ratelle ruled that complaints
must be signed individuals, before much action can be taken.
MAYOR FRITZ brought up the question of easements for sewer into the
property along East 8th Street before re -surfacing of 8th Street is
started. The matter was referred to Attorney Ratelle.
MAYOR FRITZ also brought the question of appointing a Civil Service
Commission as the Ordinance goes into effect October 4th. Several
names were suggested, but no action taken. After a lengthy dis-
cussion, it was moved by Christman, seconded by Cordinzly, that the
meeting adjourn until 7:15 P. M. Tuesday October 9, 1945. Carried,
all Councilmen present voting aye.
