Councilmen present: Christman, Cordingly, Thatcher, Fritz. Councilmen absent: Newberry. MR. C. E. HICKOK AKD CAPT. SPANGLER, USA, representatives of the FPHA, were present relative to the City accepting control of the sewer syster throughout the Federal Housing in National City. pay Mr. Rickok stated the Government would be ,filling to/$2.50 per foot, plus$500.00 for incidentals, the amount not to exceed $4000.00 to cover construction of an 8" sewer line for three Blocks on Wilson Avenue from 15th Street to 12th Street/ on i2th Street from Wilson to Taft Avenue, plans and specifications prepared by the Engineer, the City to replace the pavement etc torn by the construction. The City to assume the maintenance and operation after construction, including sewers on City Streets, disposal plant, pumping plant, excluding three blocks of sewer line on 24th Street until the Government can make further infil- tration tests during the rainy season. Attorney Ratelle inquired if the money held in trust by the City in the Special Sewer Trust Fund could be retained by the City to apply on the construction of the proposed 18" sewer line. Mr. Hickok suggested that the City present the request to Mr. Omer Mills, Ass't Regional Director for Management, Phelan Bldg., 760 Market Street, San Francisco. It was agreed by the Council for the City Clerk to notify Mr. Mills to prepare the agreement for acceptance. Also that Res- olution No. 2937 was passed August 7, 1945, relative to his letter of July 26, 1945. COMMUNICATION FROM FEDERAL WORKS AGENCY stating that a check for $1,813.03 had been approved for the Federal Bldg. for the month of October, was read and ordered filed. CO?MUNICATION FROM HERBERT A. BARNES, PARK_ SOCIAL CLUB was read. Councilman Christman stated he had taken inventory and that all 847 disks were accounted for the five courts of shuffleboard. Mr. Christman had also interviewed some of the players and they all preferred the red line markings. Mayor Fritz ordered the communication filed. COPY OF CON;UNICATICN FROLI BOARD OF SUPERVISORS to the Planning , Engineer relative to the existing traffic hazard on Sweetwater Road, was read and ordered filed. APPLICATIONS TO THE STATE LOARD OF EQUALIZATION are as follows: Off sale beer and wine to B. M. & J. T. Lewis Jr., Open Air Market, 2140 National Avenue; on slae beer to J. S. Alessio & Thomas E. Neary, Exchange Lunch, 720 National Avenue; off sale beer and wine to E. W. Knowles, Knowles, Food Market; re- tail package off sale general to Maurice Harris & A. T. Procopio, P & H Liquor Store, 740 National Avenue. Mayor Fritz referred the notices to the Chief of Police. RESOLUTION NO. 2993 was read, accepting the $1,000.00 surety bond of Judge Ira Harbison, rate $5.00 for one year. Moved by Christman, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2994 was read, entering into an agreement with the State of California, Division of Highways, for expenditure of the 4 cent gas tax 'for streets of maj:,r importance for the 1946 fiscal year, and authorizing Mayor Gilbert E. Fritz to sign on behalf of the City. Moved by Thatcher, seconded by Cordirgly that the Resolution_ be adopted. Carried, all Councilmen present voting aye. HARRY TIKEENAN was present in regard to zone variance.for a serve yourself laundry at 2604 National Avenue. After some discussion Mayor Fritz appointed Councilmen Christman and Thatcher as a com- mittee to investigate and report at the next regular meeting. TAV 848 RESOLUTION NO. 2995 was read, authorizing the appointment of John G. Malcolm to the Park Dept. for temporary work- at $.80 per hour for the first month and $160.00 per month for the next two months. Moved by Christman, seconded by Ccrdingly, that the Resolution be adopted. Carried, all Councilmen pres- ent voting aye. PARK SUPT. Gautereaux reported that the electric meter at the ball park had been stolen. COMMUNICATION FROM: CITY OF SAN DIEGO was read relative to the celebration of Navy Day, October 27, 1945, and requesting the City of National City to participate. MAYOR FRITZ requested that t he City Clerk contact the City of Chula Vista relative to Federal monies for plans and specifactions of sewers. RESOLUTION NO. 2996 was read, appointing the following as members of the Civil Service Commission: David W. Bird, one year; Ed Ingalls, 2 years; Milton Loeser, 3 years; Rev. Essingham, 4 years; Fred Peterman, 5 years. Moved by Thatcher, seconded by Christman, that the Resolution be adopted. Carried, all Council- men present voting aye. POSTIASTER TC_i COSEY was present relative to free rides on busses to Postmen, Firemen, Policemen. Mr. Cosby stated that the drivers of some of the busses refused fare from these men and others de- manded the fare. Mayor Fritz requested the City Attorney to con- tact the San Diego Electric Ry Co. in this regard. Moved by Cordingiy, seconded by Christman, that the meeting adjourn.
