Councilmen present: Christman, Cordingly, Newberry, Thatcher, Fritz. Moved by Cordingly, seconded by Newberry, that the reading of the minutes of the regular meeting of August 21, 1945, be dis- pensed with. Carried, all Councilmen present voting aye: ADMINISTRATIVE OFFICIALS present: Ratelle, Finnerty, Bird, Bates, Vansant, Ireland, Gautereaux. BILLS AUDITED by the Finance Committee presented: General Fund $1,353.63 St. Imp. ° 282.50 Park M & I" 120.27 Licht. Dist. #1 Fund 32.65 Unapp. Tax Fund 81.69 Plan. Com. COMMUNICATION FROM SAN DIEGO COUNTY WATER AUTHORITY relative to the special meeting called to negotiate a contract with the City of San Diego to bring in and distribute Colorado River water to its member agencies, was read and ordered filed. RESOLUTION NO. 2963 was read, authorizing the continuation of the money and securities insurance policy with the Richard A. Mills Co. at $40.36, the second year premium, for the City Treasurer. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. COMMUNICATION NICATIO?I FROM THE PARADISE VALLEY SANITARIUM AND HOSPITAL requesting the Cityts acceptance of the sewer pumping plant at 8th Street and M Avenue, was read. Attorney Ratelle ruled that the City not accept the plant until the suit filed by Ed New- 827 brougltagainst the City and the Sanitarium is settled. Mayor Fritz ordered the communication filed. PETITION signed by 15 residents requesting the installation of a fire hydrant at the end of the 2100 Block of East llth Street, was read and referred to Fire Chief Bird. RESOLUTION NO. 2964 was read, accepting $19.58 from Elsie H. Krinke, Census Supervisor, refund on the special census con- ducted in May of this year. Moved by Christman, seconded by Thatcher, that the Resolution be adopted. Carried, all Coun- cilmen present voting aye. COMMUNICATION FROM DONALD R. WARREN CO., engineers, offering to serve on post war projects, was read and ordered filed. PETITION SIGNED by four property owners was read, requesting the City to make 25th Street east of National Avenue a 60 foot Street instead of the present 80 foot Street. Mayor Fritz referred the matter to Engineer Ireland. COMMUNICATION 1'ROiM! RICHARD G. HAAS was read relative to the removal of trees from the parking at the corner of 12th Street and National Avenue as the property is to be used as a business corner. Moved by Christman, seconded by Cordingly, that Mr. Haas be allowed to remove these trees without making the usual deposit. Carried, all Councilmen present voting aye. RESOLUTION N0. 2966 was read, notifying the title companies that certain parcels of City property have been cleared by the following; tax sales: #352'‘, #3494, #3533, #3493. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen °resent voting, aye. CIVIL SERVICE ORDINANCE NO. was presented for the second reading. Moved by Newberry, seconded by Thatcher, that only the heading be read. Carried, all Councilmen present voting aye. 828 ORDINANCE NC. 712 was read, AN ORDINANCE OF THE CITY OF NATIONAL CITY CREATINC AND ESTABLISHING A CIVIL SERVICE SYSTEM FOR SAID CITY. Moved by Thatcher, seconded by Cordingly, that srLe Ord- inance be adopted. Carried, by the following vote to -wit: Ayes: Christman, Cordingly, Newberry, Thatcher. Nays: Fritz. COEM_UNICATION FROM BEN H. DIFFENBAUGH, Pres. City Employee's Assn, thanking the Council on behalf of the Employee's Assn, for pass- ing the Civil Service Ordinance, was read and ordered filed. COMMUNICATION FROM NATIONAL HOUSING AGENCY was read relative to the appointment of a committee to confer with the Agency in re- gard to the public housing to be disposed of in National City. , Mayor Fritz appointed Councilmen Christman, Thatcher, and member• of the Planning Commission as the committee and suggested they call in any other person they may desire. ENGINEER IRELAND presented specifications for the resurfacing of a portion of the width of 8th Street. RESOLUTION NO. 2966 was read, adopting the prevailing wage scale, on the 8th Street project, in accordance with the provisions of ' Section 1770 of the Labor Code as follows: SKILLED LABOR RATE PER HOUR Asphalt plant mixer operator Asphalt spreading machine operator Heavy duty repairman Motor grader operator Roller operator Tractor driver Truck driver (pay load in excess of 20 tons) Truck driver (pay load between 15 and 20 tons) Truck driver (pay load between 6 and 15 tons) INTE711EDIATE GRADE LABOR Asphalt plant dryerman or fireman Asphalt raker and ironer Truck driver (pay load of less than 6 tons) Unskilled Labor Flagman Laborer 1.25 1.375 1.50 1.625 1.375 1.50 1.375 1.175 1.00 1.375 1.125 .95 .95 .95 The minimum wage paid to all skilled labor, for which rates are 829. not shown above, shall be not less than p1.00 per hour. The minimum wage paid to all intermediate labor, for which rates are not shown above, shall be not less than $.95 per hour. The minimum wage paid to all unskilled labor, for which rates are not shown above, shall be not less than ,,$.95 per hour. Overtime --one and one-half (1*) times the above rates. Sundays and holidays (except watchmen, guards and flagmen) one and one-half (12) times the above rates. Moved by Thatcher, seconded by Cordinaly, that the Resolution be adopted. Carried, all Councilmen present voting aye. Chief Bird was present relative to equipment of the OCD. He stated the City could use a pump and 1000 feet of hose at $75.00. It was agreed by the Council to keep these two pieces of equipment. COILTCUNICATION FROM FEDERAL WORKS AGENCY was read relative to the termination of funds for civilian recreation programs by Sept. 30, 1945. Mr. Gautereaux stated that the personnel on the civil- ian projects had been notified of the termination date. COUNCILMAN NEWBERRY requested permission to leave the state for sixty days. Moved by Christman, seconded by Cordingly, that the request be granted. Carried, all Councilmen present voting aye. ATTORNEY RATELLE presented the franchise from the San Diego Elec- tric Ry. Co. It was agreed by the Council to send a copy of the franchise to the State League of Municipalities for approval be- fore the City accepts the franchise. HENRY TORRES 2130 Harrison Avenue, San Diego, was present and and protested against the $3.00 license fee for penny vending machines. Mayor Fritz stated that a study will be made of the situation. RESOLUTION NO. 2967 was read, closing and vacating a public Alley in Block 169, City Plat. Moved by Newberry, seconded by Christman, that the Resolution be adopted. Carried, all Council- 830 men present voting aye. RESOLUTION NO. 2968 was read, adjourning this meeting until Sept. 11, 1945, 7:30 P. M. to set the tax rate for the fiscal year 1945- 1946. Moved by Thatcher, seconded by Newberry, that the Resolut- ion be adopted. Carried, all Councilmen present voting aye. Mayor Fritz adjourned the meeting until September 11, 1945, at 7:30 o'clock P.
