National City, California, December 5, 1944. Regular meeting of the City Council called to order by the Mayor. Councilmen present: Thatcher, Fritz Moved by of the minutes dispensed with. Christman, Cordingly, Newberry, Christman, seconded by Newberry, that the reading of the adjourned meeting of November 28, 1944, be Carried, all Councilmen present voting aye. Bills audited by the Finance Committee presented: General Fund $2,450.89 Street Imp. Fund 272.21 Ocd if 5.17 Licht. Dist. #1 32.65 Park Maint. Fund 87.78 FWA " 102.98 Unapp. Tax n 1.56 TOTAL $2,953.24 Moved by Cordingly, seconded by Newberry, that the bills be allowed and warrants ordered drawn for same. Carried, all Council- men present voting aye. ✓COMMUNICATION FROM WALTER H. BARBER, contractor for the Paradise Valley Sewer Project, was read which requested a twenty day extension of time. Moved by Cordingly, seconded by Thatcher, that the extention of time be granted. Carried, all Councilmen present votingaye. / RESOLUTION NO. 2745 was read, appointing Rufus Yandell as an employee in the Street Dept. at a salary of $160.00 per month, effective December 1, 1944. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Council- men present voting aye. RESOLUTION NO. 2746 was read, authorizing the City Clerk and Treasurer to accept payments from the War Recreation Committee for a percentage of the profits derived from the Federal Recreation Building canteen. The purpose being to eliminate the necessity of presenting the checitafor acceptance at the time of each payment. Moved by Newberry, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. ,r-M �COIithfllCATION FROM SOUTHERN TITLE & TRUST COMPANY was read in Q, 723. CITY CLERK REPORTED that a communication had been received from the Federal Housing Authority and that the City will re- ceive approximately $12,801.67 in lieu taxes from the Govern- ment./ COMMUNICATION FROM THE HIGHLAND PARENTSTEACHER ASSOC. was read in regard to the City purchasing uniforms for the Junior Patrol Boys. Mayor Fritz referred the matter to Councilman New- berry. 'X JAMES A. RUSK WAS PRESEiT IDT REGARD TO THE WAR MEMORIAL FUND. After some discussion the matter was laid over until the next regular meeting. v/RESOLUTION NO. 2747 was read, authorizing the distribution from the Unapp. Tax Fund to the following funds: General Fund $14,386.15 Library ° 3,021.09 Park Maint.° 2,589.51 Sink. Fund No. 4 1,438.62 Sink. Fund No. 6 1,726.34 Sink. Fund No. 7 431.58 Planning Commission Fund 2,014.06 TOTAL $25,607.35 Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION N0. 2748 was read, whereby the City of National City enters into an agreement with the County of San Diego to purch,se certain tax deeded lands for $1,000.00 and Mayor Gilbert E. Fritz be authorized to sign for the City. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓" RESOLUTION N0. 2749 was read, appointing Mrs. Joy Gabe as part time recreational leader at 4)82.50 per month; and Mrs. Betty A nn Kronenberg as full time recreational leader at $165.00 per month, to the staff of the Federal Recreation Building, effect- ive December 5, 1944. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓ RESOLUTION N0. 2750 was read, authorizing Mayor Gilbert E. Fritz to sign a contract between the City of National City and the San Diego Gas & Electric Co. for furnishing electric current at 8th-Street & M Avenue for a period of three years at $16.75 A 724. per month, minimum charge. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Council- men present voting aye. '"- RESOLUTION •rO. 2751 was read, authorizing the City Clerk to arrange for the printing of new City Ordinances in booklet form. Idoved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓ COMMUNICATI_ON FROM A. ZITNIK IN REGARD TO THE SCRAPING OF UNIMPROVED STREETS, was read and referred to St. Supt. Finnerty. ✓APPLICATION OF THE SAN FRANCISCO BRIDGE CO. for the con- tinuation of the present lease, was discussed. Moved by New- berry, seconded by Christman, that the matter be referred to Attorney Ratelle. Carried, all Councilmen present voting aye. v/ RESOLUTION NO. 2752 was read, accepting the opening bid of $150.00 made by Mrs. John Gonzales for public auction on tax deeded City property described as follows: Lot 381, Lincoln Acres Annex No. 2, * Section 107, Rancho dela Nacion. Moved by Cord- ingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. /bOMMUNICATION FROM THE STATE COMPENSATION INSURANCE FUND, notifying the City of an increase in the basic rates, was read and referred to the City Clerk. rr RESOLUTION NO. 2753 was read, accepting the insurance policy from Pacific National Fire Insurance Co. on the 1941 Plymouth Coupe, used by the Fire Chief. Moved by Newberry, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2754 was read, authorizing the payment of $444.25 to Harry E. Bonnell& Associates as per contract and for extra -ordinary service rendered between June 27th and August 11, 1944. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2755 was read, accepting a check for $1,064.35 from the Federal Works Agency, providing application will be made for the balance of $1,540.49. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Council- men present voting aye. 725. RESOLUTION NO. 2756 was read, instructing the City Clerk to send a Resolution to the City of San Diego, expressing regret at the passing of City Manager Walter Cooper, a copy to be sent to the City Manager's Widow. Moved by Thatcher, seconded by Newberry, that the Resolution be adopted. Carried, all Council- men present voting aye. v / Moved by Christman, seconded by Thatcher, that the City Clerk be instructed to write a letter of regret to Mayor Harley Knox of San Diego,fror his unfortunate accident. Carried, all Councilmen present voting aye. Moved by Cordingly, seconded by Thatcher, that the meeting adjourn. Carried, all Councilmen.present voting aye.
