GENTLEMEN:
Please take notice that a special meeting of the City
Council of the City of National City, California, is hereby called
by the undersigned Mayor of the said City, and will be held in the
chambers of the said City Council in the City Hall in said City on
Tuesday, the 8th day of February, 1944, at 7:30 P.M. o'clock of said
day.
The purpose of said meeting will be the matter pertaining
to the resignation of the Chief of Police, the matter pertaining to
a lease of certain tide -lands, the matter of an increase in salary
of the City Clerk end City Treasurer and such other matters as may
be desired.

is and at all times hereinafter mentioned was a citizen of tba United
States of America, over the are of twenty-one years and City Clerk
of said City of National City, California; that on the 8th day of February,
1944, and more than three hours before the tithe desir ted in the fore-
roinE notice and call for . special meeting of saiAT City'.Co nc 1, for the
meeting therein referred to, affiant personally delivered to each member
of the said City Council, a notice whereof the foregoing is a true copy*.

A special meeting of the City Council called to order by the Mayor.
Affidavit attached.
Councilmen present: Christman, Corrlingly, Fritz, Newberry and
Thatcher. Councilmen absent: none.
Administrative officials present: Ratelle, Ireland and Lamb.
-iiritten communication from the Aero Contracting Company deleting
certain terms of former offer and proposing certain new terms for, the
lease of the south 30 acres of the tidelands, Mr. Ford requested a
resolution allowing for 60 dans in which to determine if anymore
tidelands can be leased and binding the City to lease the land if
available to the hero Contracting Company. Mr. Ford also stated the
lease may demand that permanent improvements to the value of S 100,000
be made within one year from the effective date of the lease. Agreed
that dredging, fills, sea walls and buildings, if paid for by the Aero
Contracting Company, will be considered within the meaning of permanent
improvements. moved by Newberry, seconded by Cordingly, that the City
Attorney draw a resolution for presentation at the next meeting
allowing 60 days to determine if land can be leased and binding the
City to Leese if land is available. Carried, all Councilmen present
voting aye. Councilmen absent: none.
/Communication from Lloyd W. Fates, Ass't Chief of Police, requesting
the appointment of Thomas C. McClain and Russell S. Payne as
probationary policeman to fill vacancies caused by P.N.Nielson and
Franklin Reed,who left for military service.
(Moved by Newberry, seconded by Christman, that RESOLUTION NO. 2575
be adopted, appointing Thomas Cleo McLain and Russell S. Payne es
probationary policeman at a; 160 per month. Carried, all Councilmen
present 'voting aye on roll -cell. Councilmen_ absent: none.
'pup ward Mi'rkelsnn, Planning 'ommission member, thanked the City
Council for —eking it possible for him to take the University Extension
Course in City Planning.
✓C.B.Ireland, Secretary of the Planning Commission, instructed to
submit the names to the City Council as recommended by the Planning
Commission to fill the vacancy on same.
Moved by Cordingly, seconded by Fritz, that Leslie E. Enapp's
resignation as Chief of Police be accepted as of March 1, 1944 and that
the City Clerk to direct a letter of appreciation for his loyal:.

Cou ncil that he feels it necessary to terminate his emnloyment.
Carried, all Councilmen present voting aye. Councilmen absent: none.
/Councilman Cordingly placed the name of Lloyd W. Bates for
nomination as Chief of Police. Seconded by Newberry.
11-Moved by Cordingly, seconded by Newberry, that RESOLU,'TION NO. 2576
be adopted, anpointin_g Lloyd W. Rates as Chief of Police at the salary
of 250. per month as of February 15, 1944 and granting to Leslie E.
Knapp a two week vacation with nay from February 15, 19d4 to February
29, 1944. Carried, all Councilmen present voting aye on roll -call.
Councilmen absent: none.
✓Councilman Cordingly proposed an increase in salary for the
election board members from 4.00 to ?+ 5.00, City Council agreed
and instructed the City Clerk to include this in the resolution
calling the election to be presented at the nerit meeting.
✓Discussion of the proposed increase in t}'e emolument of the City
Clerk_ and City Treasurer. Final decision laid over until the next
meeting.
'Matter of the proposed option and lease to the Aero Contracting
Corporation hrouEht up for discussion and reconsideration. Moved by
Fritz, seconded by Cordingly, that the motion instructing the City
Attorney to prepare nesolution for the next meeting covering the
60 day period in which to determine the status of the tidelands and
binding the City to a lease if the ]and is available)be rescinded and
the City Clerk instructed to direct a letter to the Aero Contracting
Company advisin-- them of the reconsideration and stating that the
City Council will not consider an option or lease on any portion of
the tidelands until such time as the availability of the land for
lease has been determined. Carried, all Councilmen present voting aye
Councilmen_ absent: none.
Being_ no further business, it was moved by Fritz, seconded by
Newberry, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilmen absent: none.
