Councilmen present: Christman, Cordingly, Fritz, New- berry and Thatcher. Councilmen absent: none. Administrative Officials present: Smith, Lemb, Ratelle, Leah, Ireland, Geutereaux, Bates and Bailey. Minutes of the regular meeting of February 1, 1944 read and epnroved. Minutes of the Special Meeting of February 8, 1944 read and approved. Bills audited by the Finance Committee presented: General Street Imp. 0.C.D. Park M & I Unapp. Tex $ 835.25 728.08 168.84 91.77 16.45 1840.39 Moved by Cordingly seconded by Fritz that the bills be allowed and warrants drawn for same. Carried. All Councilmen present voting aye. rouneilmen absent: none. /Mr. Guilio Martinelli, who is interested in eequtringgverious pieces of tex-deeded property situated in the City Plat, for the purpose of maintaining e Riding Academy, wee present. Matter wes lead over. City Engineer and City Clerk to check over the tax - deeded lots that the City irinterested in, property located in the rity Plat. Notion by Newberry end seconded by Fritz that the City Attorney be authorized to have a Title Search made on this property, end the Mayor to appoint a Committee to meet with the City Engineer to discuss this property. Committee: Christman, Fritz end City Attorney Retelle. 1b!otion by Newberry end seconded by Christman that RESOLUTION NO. 2578 be adopted, declaring that public convenience end necessity demands the creation end maintenance of a county water authority, to 4 be known es "SAN DIEGO COUNTY WATER AUTHORITY" naming the public agencies to be included therein and requesting the Board of Super- visors of San Diego County to call en Election for determining whether such authority shall be created and orgehltedc`- Carried. Communication from the State Board of Equalization: notification of the transfer of two li$'censes ( alcoholic beverage). Transfer from D.N. Shepley to V.E. Tripp and Mrs. Jesus H. Gutierrez to Josefa A. Del Rio. No Objections. ,,Communication from Planning Commission: the following recom- mendetions: Mr. H.L. Austin, to convert present garage into a be.droam end to add two additional bedrooms to the garage on his property at 225 E 1st St. Permit be granted for sleeping quarters only and for the duration of the war and six months thereafter. 1 Mr. Duilio Martinelli, to operate a Riding Stable on his property --Lots 5 to 10, Block 109, City Plat. Stable to be built over the bank end that he comply with all health end police requirements. The following names are submitted for your consideration from which to fill a vacancy on the Commission: Clyde Price Leurence Southwick, Raleigh Stratton end Benjamin Tisdale, Motion by Fritz end seconded by Christman that the report of the Planning Commission be accepted. Austin to convert garage into e bedroom end edd two additional bedrooms to the garage on his property at 225 E 1st St. Carried. P11 Councilmen voting eye on the Roll - call. Motion by Fritz end seconded by Newberry appointing Mr. Benjamin Tisdale es a member of the Planning Commission end that RESOLUTION NO. 2581 be adopted/regarding same. Carried. All Councilmen present voting eye on the Roll -cell. Councilmen absent: none. (Communication from Mr. H.P. Scheuerman requesting permission to move two houses into National City. To be located on Lots 32-33- and 34, Block 1, Flemings Subdivision, lOsc-Lot 6, Quarter Section 155, Rancho de le Nacion. Moved by Fritz and seconded by Dewberry granting the request. Carried. Communication from Mr. H.L. Austin requesting permission to-- move.entwo-story building from San Diego to Lots 6 to 10, Block 1 Reels Sub of lOsc Lot 4, Quer Sec 155, City of Nationel City. Moved by Newberry seconded by Fritz granting the request. Carried. Statement of Electric and Gas Revenue for the City of Netionel City from the San Diego Gas & Electric ''ompany in the amount of It 9,288.28 received. ui(Assisstent Fire Chief Bailey submitted a reouest for the • appointment of Ivan Hill as probationary Fireman, retroactive as of February 15, 1944. Motion by Christman seconded by Fritz that RESOLUTION NO. 2582, be adopted, appointing Ivan Hill, probationary Fireman, atrth9 monthly salary of $ 160.00 per month. Carried. City Clerk Dale Smith reed the heeding of the ORDINANCE NO. 704, entitled A AN ORDINANCE OF INTENTION TO VACATE AND CLOSE INTER0 SECTION AND ALLEYS IN THE CITY OF NATIONAL CITY, CALIFORNIA? Moved by Newberry end seconded by Fritz that the heading only/be read. 615 Moved by Newberry end seconded by Christman that the ORDINANCE be: adopted end that the time for hearing is hereby set for 7:30 PM on the 7th day of March, 1944,-1tCarried.,PAll Councilmen voting aye on the Roll -call. Councilmen absent: none. /C ommunication from Mrs. Eller of the War Recreation Council, relative to the need of extended recreationel facilities, for the Olivewood Housing projects and toc hendle athletics at the City Perk. Lanham Act Funds could be obtained. Motion by Fritz seconded by Newberry advising Mr. Geutereaux, Perk Superintendent, to prepare data on a definite plan end submit his conclusions at the next regular meeting of the City Board. Graff, District TVarden, OCD, requesting the City to install a sewer system at Post No. 8. Motion by Christman seconded by Fritz that the matter be held over until e recommendation could be obtained from Chief of the Office of Civilian Defense. Carried. All Councilmen present voting eye. Councilmen absent: none. City Clerk, D^le Smith submitted the delinouent taxes on the property of Bele Molnar: Lot 10 of Homeland Park, in 10 Acre Lot 15 end 16 of Quarter Section 155,Rancho de le Necion, City of National city. Motion by Cordingly seconded by Newberry that the taxes be accepted and the seven percent pebalty and the cancellation fee be waived. Carried. All Councilmen present voting eye. Moved by Newberry seconded by Christman that the Police Department end Councilman Cordingly contact Mr. Davis, operator of a junk yard in that section end see if this condition can be remedied. Carried. All Councilmen present voting eye. Councilmen absent: none. /Letter from the Army Map Service, requesting three copies of the latest official map of National City. Councilmen absent: none. //Mr. Newberry,tOheirman of the Harbor Commission, to contact the Concrete Ship Construction Corp. in regards to the dumping of rubbish on 19th St. Suggestion by Fritz: To have the Olympic games again this year. Committee to meet on Monday, February 21, 1944. Motion by *Iewberry seconded by Christman, that a letter of Thanks be sent to the Traffic Manager of the Concrete Ship Construction Co. who hes been very helpful to the City. Carried. All Councilmen present voting —eye. Councilmen absent: none. /Mr. Bailey, Assisstant Fire Chief wishes to attend the meeting of the Southern Fire Chiefs, to be held in Los Angeles, February 18, 1944. Moved by Christman seconded by Cordingly, permission be given to Mr. Bailey to attend the meeting. Carried. All Councilmen present voting eye. Councilmen absent: none. 617 Motion by Newberry seconded by Christman the matter of reapor- tioning the Insurance of the City of National City, be referred to the Finance Committee. Carried. All Councilmen present voting aye. Councilmen absent: none. `tldoved by Newberry seconded by Fritz that RESOLUTION NO. 2586, be adopted; in reference to Sector Post of Sector 4 Building, and the ownership thereof. Carried. All Councilmen present voting aye on the Roll -call. Councilmen absent: none. Motion by Christman seconded by Cordingly that RESOLUTION NO. 2587, be adopted: to set-up $ 1,000 from the SttImprdvementlPund,for shop equipment for Rey Redding, City Mechanic, all purchases should have the approval of the Street Commission.
