Regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Thatcher,
Fritz. Councilmen absent: Newberry.
Moved by Cordingly, seconded by Christman, that the minutes
of the adjourned meeting be dispensed with. Carried, all Council-
men present voting re.
Administrative Officials present: Bates, Bird, Vansant,
Ratelle, Finnerty, Ireland, Gautereaux, Rogers.
Bills audited by the Finance Committee, presented:

Moved by Cordingly, seconded by Christman, that the bills be
allowed and warrants ordered drawn for same. Carried, all
Councilmen present voting aye.
APPEAL OF LESLIE E. KNAPP, for special license to operate
a rest home at 637 E 2nd Street, National City, from the ruling
of the Planning Commission, was presented by the defendant's
attorney, Alfred Einstein. Mr. Einstein presentd Miss Frances
McCulloch and Mrs. MacArthur, a neighbor of Miss McCullough's.
Also letters from G. C. Thomas, Rear Admiral (MC), USN; 0. R.
Goss, Capt. (MC), USN; Dr. B. J. O'Neill, were produced in behalf
of the defendant. Letters of protest from Mark J. Gornick; G. A.
Hartwell; Lloyd T. Pilister, were read by the City Clerk. Raymond
Hill was present in protest of the appeal. A lengthy discussion
followed.
,/ RESOLUTION NO. 2657, granting a special license to onerate
a rest home at 637 E 2nd Street, National City, for a period of
six months and at the end of the six months period, the applicant
must re -apply for another license, was read. Moved by Christman,
seconded by Cordingly, that the Resolution be adopted. Carried,
Councilmen Christman, Cordingly, Thatcher, voting aye; Nay:
Mayor Fritz. Councilmen absent: Newberry.

✓ PUBLIC LIERARY COPI7VIUNICATION requesting the reappointment
of Mrs. Henry Wilson to the Library Board for another term of
office, was read. Moved by Cordingly, seconded by Thatcher,
that Mrs. Henry Wilson be appointed. Carried, all Councilmen
present voting aye.
WAR RECREATION COUNCIL communication requesting the City
to loan $150.00 for one month, or longer if necessary, if the
Government funds are not available at that time, was read.
The War Recreation Council enclosed a check for $720.00 to
balance the remainder of the salaries.
,./ RESOLUTION NO. 2658, authorizing a loan of $150.00 for one
month or until the Government funds are available to take care
of the salaries of the War Recreation Bldg., to be paid out of
the Park M. & I. Fund, was read. Moved by Christman, seconded by
Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting ave.
✓ REQUEST OF S. Z. GREENBERG for permission to move the house
from 30051 National Avenue, County of San Diego, to Lot 17, Block
2, Austin Heights, National City, was read and referred to the
Building Dept.
✓ BEER LICENSE APPLICATION of James Story wasread and referred
to the Chief of Police.
STATE COMPENSATION INSURANCE POLICY for another year was
presented by the City Clerk. Moved by Christman, seconded by
Thatcher, that the policy be accepted. Carried, all Councilmen
present voting aye.
U. S. NAVY REQUEST for contract with City for cleaning streets
of Navy Housing Unit, Destroyer 3 ase, was presented by Engineer
Ireland. Moved by Cordingly, seconded by Christman, that if agree-
able with the Navy, that a contract be entered into with the Navy
for street cleaning, at the rate of 050.00 per sweeping, contract
to be teminated upon request from either party. Carried, all
Councilmen present voting aye. Councilmen absent: Newberry.
ENGINEER IRELAND REPORTED TEE ABSENSE OF HOSE CONNECTION
on water hydrant at the Sewage Treatment Plant, at the time of
Completion. It will be necessary to install 15 or 20 feet of

water pipe. Mr. Ireland suggested that the City of San Diego
be instructed to make the installations and bill the City for
the expense. Moved by CordinFly, seconded by Thatcher, that the
City of San Diego be instructed to make the installations and
bill the City of National City. Carried, all Councilmen present
voting aye.
ADOPTION OF NEW FOOD AND PLUMPING ORDINANCES were proposed
by Fire Chief Bird. Mr. Bird presented copies of the County Food
and Plumbing Ordinances for review. Mayor Fritz referred the
Food Ordinance to Councilman Thatcher, and the Plumbing Ordinance
to Councilman Christman, with Chief Bird assisting them. Chief
Bird also suggested that County Food Inspector Walsh and the
County Plumbing Inspector be invited to the conferences.
✓ ADOPTION OF AN ELECTRICAL APPLIANCE ORDINANCE was proposed
by Fire Chief Bird. Mr. Bird reported that second grade electrical
appliances were appearing on the retail markets in National City
and advised the adoption of an ordinate, stating' he would present
a suitable ordinance at the next Council meeting.
PARADISE VALTEY APPLICATION FOR SEWER CONNEPTION to their
new building was presented by Fire Chief Bird. After discussion
City Engineer Ireland was instructed to contact officials of the
Sanitarium, relative to working out a feasible plan for providing
sewer facilities for the institution. Carried, all Councilmen
voting aye.
,/ SAN DIEGO ELECTIRC RAILWAY was contacted by Attorney Ratelle
regarding the broken curbs at 8th Street and Highland Avenue.
Fred Mitchell of the Railway Co. stated that investigation had
been made and admitted the fault of the bus drivers.
Moved by Thatcher, seconded by Christman, that the City Clerk
write to the State League of Municipalities in regard to possible
legislation enacted which would permit Municipalities to collect
Franchise Tnx from Companies which operated buses within their
boundries.
Moved by Cordirt ly, seconded by Thatcher, that the meeting
adjourn. Carried, all Councilmen preset voting aye.
