Councilmen present: Christman, Cordingly, Newberry, Thatcher, Fritz. Minutes of regular meeting of July 5, 1944, read and approved. Administrative officials present: Bates, Bird, Finnerty, Vansant, Retells, Campbell, Gautereaux, Ireland, Rogers. Bills audited by the Finance Committee, presented; General Fund $1,505.87 Street " 921.69 Park " 215.20 0. C. D. " 8.96 TOTAL $2,651.72 Moved by CordinFly, seconded by Christman, that the bills be allowed and warrants ordered drawn for same. Carried, all Councilmen present voting aye. Mr. Arthur was present in regard to drainage at 5th Street and )3 Avenue. Engineer Ireland presented some dia- grams on the drainage conditions at this location. After a lengthy discussion, Mr. Arthur was advised to contact the owners property/affected by this condition and determine if they would be willing to stand the expense of installing adequate drainage facilities. Communication from Mary Ellis Haggard in regard to drainage conditions at 5th Street and D Avenue; also the parking of cars on the sidewalk by the National Motor Sales, was read. The matter of parking of cars on the sidewalk by the National Motor Sales, Wes referred to the Chief of Police, and the communication ordered filed. /Mayor Fritz announced that the Council was sitting as a Board of Equalization. / REPORT OF PLANNING COMMISSION denying the request of Mr. Geo. H. Bradly to make door and window frames, and cabinets in the used lumber yard at 32 E 1st Street, was read. Moved by Newberry, seconded by Cordingly, that the report be accepted. Carried, all Councilman present voting aye. 671. FEDERAL WORKS AGENCY COMMUNICATION informing the City that requisition No. 8 for the payment of $536.25 was en- closed and that requisition No. 9 for .'$2,000.00 had been recommended for extension, was read, and ordered filed. CITY TREASURER'S REQUEST FOR INCREASE IN SALARY OF_LBIS DEPUTY, was read and ordered filed. Mr. rlansant was advised to include the Deputy's shlary increase in his budget. Communication from C. W. Vansar_t, Tax Collector, inquir- ing if the City could record sone instrument that would clear title to Blocks 260 and 317, City Plat, was read and ordered filed. REg^LUTION NO 2659, appointing James Neff Webb, Walter P. Young, to act as probationary officers, effective July 10, 1944 at $160.00 per month; Charles A. Jones, probationary officer, effective July 16, 1944, at $160.00 per month, with the Police Department, was read. Moved by Newberry, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2660, appointing Edward C. Purkhiser to regular police officer, effective July 16, 1944, at $170.00 per month, was read. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLul'ION NO. 2661, accepting County Warrant No. 2994 for $58.29, County tax sale against the E 257 feet of the N 420.1 feet of the NW%qof NW,Xpin a Section 107; County Warrant 8119 for $31.55, County tax sale against Lots 1-2, B lock 212, City Plat; was read. Moved by Cordingly, Seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. City Clerk reported that membership to the Municipal Finance Officer's Association of Southern California_, should be renewed. Moved by Christian, seconded by Thatcher, that the City renew the membership. Carried, all Councilmenppresent voting aye. 672. Fire Chief Bipd recommended that the fire insurance on the fire trucks be laid over until the next meeting. /LIBRARY ANNUAL REPORT was read and ordered filed. ----RESOLUTION NO. 2662, contract with Federal Works Agency on Cal ifornia Application 4-M-1B1, Recreational Facilities, National City, the Federal Works Agency Allotment of $2,000.00 to August 31, 1944, was read. Moved by Cordiftgly, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present «otina aye. George V. Johnson, National City's representative on the County Water Authority Committee, was present and spoke briefly. Mr. Johnson Stated that Fred Heilbron was elected Chairman, and he, Mr. Johnson had accepted the Vice Chairmanship. The meet- ings are held in the Lemon Grove -La Mesa Irri g ation District Office. At present there are no available funds and the City maybe called upon to subscribe until funds are available. I14R. ARTHUR M. BOWERS was present in regard to the removal of the telephone listed to the Yellow Cab Co., from the National Hotel to the curb (City property) at 8th Street & National Avenue. The matter was referred to the Chief of Police. Fire Chief Bird was present in regard to the possession by the 0. C. D. of 20 units of blood plasma. Moved by Christman, seconded by Cordinaly, that it be surveyed and turned over to the Coordinator. Carried, all Councilmen present voting aye. Chief Bird reported that James Walsh, County Health Dept. had been contacted to serve on the Plumbing Ordinance Committee, and William Pratt, Keith's Incorp. is to serve on the Food Ordinance Committee. DIAGRAMS FOR THE CURB AT STH STREET & HIGHLAND AVENUE, were presented by Engineer Ireland. Moved by Newberry, seconded by Thatcher, that the alterations be made atthe expense of the San Diego Electric Railway Co., who have agreed to same. V RESOLUTION NO. 2663, relinement of Palm Avenue, near Division Street with monies from the Special County Gas Tax Fund, was read. Moved by Cordlnvly, seconded by Thatcher, that the Resolution beadopted. Carried, all Councilmen present voting aye. /• 673. Moved by Newberry, seconded by Cordingly, that the City Attorney and Engineer, study and rake recommendations on a Sewer Project for National City. Carried, all Councilmen present voting aye. Mr. Edgar Levi and his attorney Mr. Rubin were present in regard to the transfer of certain Levi properties to the City in exchange for tax clearance on his other property, and first option to re -purchase the property proposed to be deeded to the City, if the City did not have further use for it. No action was taken. Mayor Fritz instructed the City @lark to give the Council a statement of all delinquent taxes against the Levi property. *TEED OF A STPEET LIGHT IN TFE ALLEY BETW'FEN TEE HOMELAND BLDG. CO. AND VOGEL'S, was reported by the Mayor and referred to Fire Chief Bird. Mayor Fritz announced that this was the time set for the hearing of protests on National City Lighting District !To. 1. No protests were presented. RESOLUTION NO. 2664, accepting proposed assessment on Lighting District No. 1 and ordering said proposed improvement as per diagram filed by City Engineer. Said report and assess- ment shall be final and conclusive on all persons, and the assessment shall he thereby levied unon the respective sub- divisions of land in the assessment district, was read. Moved by Thatcher, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. Moved by Cordingly, seconded by Christman, that the meeting adjourn.
