National City, California, June 6, 1944.
Regular meeting of the City Council called to order by the
Mayor. Councilmen present --Christman, Cordingly, Newberry,
Thatcher, Fritz.
Mayor Fritz requested that everybody present stand for a
minute in silence in reverence of D--Day.
Minutes of regular meeting of May 17, 1944, read and approved.
Administrative officials present: Vansant, Finnerty, Ratelle,
Bates, Gautereaux, Campbell, Harbison, Ireland, Rogers.
Bills audited by the Finance Committee, presented:

Moved by Cordingly, seconded by Newberry, that the bills be
allowed and warrants ordered drawn for same. Carried, all
Councilmen present voting aye.
Communication from James B. Abbey, regarding offer of sale
of property consisting of 70 acres, to the City, was read and
ordered filed.
-Appeal to the Council from ruling of City Planning Commission
regarding the Twin Palms REst Home, owned by Ewell and Jewell E.
Patterson, was presented by James B. Abbey, attorney. Several
witnesses testified and a lengthy discussion followed.
RESOLUTION NO. 2634, allowing a temporary agreement for one
year, between the City of National City and Ewell F. and Jewell E.
Patterson, was read. Moved by Christman, seconded by Cordingly,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
✓ RESOLUTION NO. 2635, giving C. M. Fazier permission to operate
a trailer camp on Lots 3-4-5, Block 2, National Avenue Terrace, for
duration of the war and six months thereafter, was read. Moved
by Newberry, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
• Myron L. Smull was present and requested the City to approp-
riated $200.00 to be used for assistant playground supervision

during July and August. Mr. Smull also requested the lights in
the Park be turned on five nights a week during July and August.
Mayor Fritz referred the light situation to the Park Committee.
'RESOLUTION NO. 2636, appropriating $200.00 for assistant
playground supervision during July -August, was read. Moved by
Thatcher, seconded by Newberry, that the Resolution by adopted.
Carried, all Councilmen present voting aye.
Park Supt. Gautereaux reported the electric coin meter in
the ball park had been molested, and that he is attempting to
procure repairs for same.
Moved by Christman, seconded by Cordingly, that Park Supt.
Gautereaux use the Park lights sparingly until budget time.
✓Communication from Office of Civilian Defense, requesting
the City Council to appoint a representative to the committee
which is being formed to plan suitable recognition honoring
men and women of National City who are and who will become
members of the 'United States Armed Forces, was read, and ordered
filed.
✓RESOLUTION NO. 2637, appointment of Edward C. Purkhiser as
probationary police officer at a salary of $160.00 per month,effective
May 15 1944,
was read. Moved by Newberry, seconded by Christman, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
✓ Communication and print from Division of Highways, regarding
the proposed lay -out of Bay Blvd. in National City, covering the
vicinity from 13th to 15th Streets, was read. Moved by Thatcher,
seconded by Cordingly, that the communication and print be re-
ferred to the Traffic Commission.
. RESOLUTION NO. 2638, increasing pay of regular police officers,
William H. Harville, Clyde W. Yandell, James R. Crowell, Frank A.
Clark, to a80.00 per month, effective June 1, 1944, was read.
Moved by Thatcher, seconded by Cordingly, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
JCommnnication from War Recreation Committee, regarding the
resignation of Mr. H. Mikkelson and Mrs. Raymond Eller, was read
ordered filed.

_Communication from War RScreation Council, regarding pay-
ment of bills, was read. Moved by Thatcher, seconded by Cord-
ingly, tnat the bills be allowed. Carried, all Councilmen
present voting aye.
'Report from U. S. Treasury Dept. Internal Revenue Service
on the National City Swimming Pool, was read and ordered filed.
Communication from Auditor Harry E. Bonnell regarding bud-
get report submitted by Helen Lamb, was read and ordered filed.
J City Clerk reported that property acquired through quiet
title by Frank Faust last year, January 1943, had never been
put on the tax rol]s. Mr. Faust is willing to pay the back
taxes without penalities and interest. Moved by Newberry, sec-
onded by Cordingly, that Mr. Faust be allowed to pay the taxes
without penalities and interest.
City Clerk requested authorization for extra help to put
the Frank Faust property back on the tax rolls. Moved by New-
berry, seconded by Cordinffly, that the'City Clerk be authorized
OUT
to hire extra help at $.75 (75 cents) pexfor this particular
work.
•Communication from the Department of Finance, State of
California, regarding the allocation of State aid to local
agencies for Civilian Defense purposes, was read and ordered
laid over until the next regular Council meeting.
RESOLUTION NO. 2639, contract bewteen City of National City
and U. S. Navy, for Sewer Services for the period July 1, 1944
to June 1945, on 75 Housing Units at $1.00 per unit, Naval
Repair B ase, was read. Moved by Thatcher, seconded by Chris-
tman, that the Resolution be adopted. Carried, all Council-
men present voting aye.
—Applications for beverage permits to Wilbur I. Clark and
Thomas E. Neary of onsale beer; Gildardo V. and Oscar F.
Escalante of off -sale dist. spirits and beer, was read. Moved
by Christman, seconded by Newberry, that the applications be
turned over to the Chief of Police for investigation.
RESOLUTION OF INTENTION NO. 2640, for National City Light-
ing District No. 1, was read. Moved by Christman, seconded by
Newberry, that the Resolution be adopted. Carried, all Council_

Request by U. S. Naval Purchasing Office for a contract bet-
ween U. S. Navy and City of National City, for street cleaning
services at Navy Defense Housing Project Unit #1 , Naval Repair
Base, was read. Supt. of Streets Finnerty reported the City
was not in a position to contract this work at the present time,
due to the increase of housing units in National City. Moved by
Christman, seconded by Newberry, that the City contract the
sweeping from month to month on the sane service charge as the
previous contract. Carried, all Councilmen present voting aye.
,C. B. Ireland, City Engineer, reported on the re -surfacing
of 8th Street and 18th Street. Moved by Christman, seconded by
Cordingly, that Engineer Ireland include these projects in his
budget. Carried, all Councilmen present voting aye.
' RESOLUTION NO. 2641, transferring $500.00 from the General
Fund to the Civilian Defense Fund, was read. Moved by Newberry,
seconded by Christman, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
„,RESOLUTION NO. 2642, appropriating $500.00 to purchase
certain tax deeded property by the City of National City, was
read. Moved by Newberry, seconded by Christman, that the RES2
olution be adopted. Carried, all Councilmen present voting aye.
Attorney RAtelle reported a condemnation suit against Lots
7-10 inclusive, Block 3, Hayes Highland Addition, 10 Acre Lot 11,
* Section 153. Moved by Thatcher, seconded by Cordingly, that
Mr. Ratelle be authorized to act in behalf of the City. Carried,
all Councilmen present voting aye.
' City Attorney Ratelle reported on sewer assessment fees.
Councilman Newberry requested the City Clerk to contact the San
and
Diego Gas & Electric Co./ascertain if arrangements can be made
with them to collect the sewer fees with the gas and electric
bills.
The trailer ordinance was discussed but no action taken.
' Mayor Fritz reported that San Diego is host to the League
of Municipalities dinner June 16, 1944.
Moved by Cordingly, seconded by Christman, that the Council
adjourn. Carried, all Councilmen present voting aye.
