Regular meeting of the City Council called to order by the
Mayor. Councilmen present --Christman, Cordingly, Newberry, Fritz.
Councilman Thatcher absent.
Minutes of regular meeting of June 6, 1944, read and approved.
Administrative officials present: Finnerty, Ireland, Ratelle,
Campbell, Bates, Vansant, and Rogers.
Bills audited by the Finance Committee, presented:

Moved by Christman, seconded by Cordingly, that the bills be
allowed and warrants ordered drawn for same. Carried, all Coun-
cilmen present voting aye.
/Communication from Senator Ed Fletcher in regard to Senate
Bill No. 48 on postwar allocation to cities and counties, was
read and ordered filed.
'Communication from Department of Public Works notifying
the City of the completion of the Naval industrial access
roads serving the Concrete Shin Constructors Yard, was read
and ordered filed.
RESOLUTION N0. 2643, appointing E. E. Codding to the Street
Department at a salary of $180.00 per month effective July 1,
1944, was read. Moved by Christman, seconded by Cordingly, that
the Resolution be adopted. Carried, all Councilmen present voting
aye.
Counilman Thatcher now present.
-'RESOLUTION NO. 2644, requesting cancellation of the follow-
ing duplicate tax assessments: assessment #460 to Homer W.
Brown, covering N 150' of E 90', Si of WI, 20 Acre Lot 2, * Sec.
131, tax $11.23 plus penalties; assessment #3198 to W. E. Stark,
covering portion lying west of West Avenue including portion of
vacated alley adjoining Lot 18, Blk. 18, Plat, tax $1.24 plus
penalties/ assessment #1921 to Hazel D. Layer, covering Lots
9-10, Block 1, Parson's Sub. 10 Acre Lot 12, * Sec. 155, Rancho
de la Nacion, tax $31.20, was read. Moved by Newberry, seconded

Communication from the War Recreation Committee requesting
the appointment of Joseph Hegel and Mrs. Margie Laing to the War
Recreation Committee, was read. Moved by Thatcher, seconded by
Cordingly, that the appointments be made. Carried, all Council-
men present voting aye.
' Communication from Ernest R. Childs accepting report from
the City regarding the expenditure of funds for the maidenance
of various streets, was read and ordered filed.
/ Communication from C. B. Ireland, Secretary of the Traffic
Committee, accepting the proposed map of Harbor Drive crossing
of 13th Street and McKinley Avenue, was read and ordered filed.
✓Application from Allen B. Connell and Ellis B. Davies to
operate a card room at 18 W. 8th Street, was read and referred
to the Chief of Police for recommendation.
"Report of the Planning Commission recommending that a
permit be given to Albert Bordwell to operate a commercial

chicken house on Lot 301 Lincoln Acres Anner; denial of a
permit to Leslie E. Knapp to use the dwelling at 637 E. 2nd
Street for a nursing home for convalescents, was read. -Moved
by Newberry, seconded by Christman, that the report be accepted.
Carried, all Councilmen present voting aye.
'Moved by Newberry, seconded by Cordingly, that a permit be
issued to Albert Bordwell to operate a commercial chicken house
on Lot 301 Lincoln Acres Annex No. 2. Carried, all Councilmen
present voting aye.
RESOLUTION NO. 2645, appointing George V. Johnson to re-
present the City of National City on the County Water Authority
Act, was read. Moved by Newberry, seconded by Christman, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
'RESOLUTION NO. 2646, authorizing Mayor Gilbert E. Fritz
as a representative of the City of National City, to sign and
present a financial application on behalf of the City to the
Director of Finance, State of California: and Charles W. Vansant
City Treasurer, as representative to negotiate an agreement with

the Director of Finance, was read. Moved by Christman, seconded
by Newberry, that the Resolution be adopted. Carried, all
Councilmen present voting aye.

RESOLUTION NO. 2647,/payment by Ellen Slattery of delinquent
taxes to the amount of $43.88 without cancellation fee and 7%
interest on Lot 15 and South 20feet of Lot 16, Block 113, City
Plat, was read. Moved by Cordingly, seconded by Newberry, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
Application of George F. Young for on -sale beer license
at the White Palace Grill No. 4, 640 W. 13th Street, was read
and referred to the Chief of Police.
City Clerk reported that the Sunshine Girls were holding
a State convention in National City July 6-7 and requested the
street decorations. Moved by Newberry, seconded by Cordingly,
that National Avenue be decorated from 7th Street to 9th Street
and 8th Street from National Avenue to A Avenue, July 3 to 7th
inclusive. Carried, all Councilmen present voting aye.
City Clerk presented bill for fire trucks insurance. After
discussion the matter was laid over until the next meeting.

Moved by Christman, seconded by Newberry, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
The matter of auditing the City books was discussed and
upon Motion by Newberry, seconded by Thatcher, the City Clerk
was authorized to set up a simplified system of bookkeeping on
the City budgets. Carried, all Councilmen present voting aye.
E. J. Arthur was present and requested the storm drains at
5th Street and D Avenue be made larger in order to take care of
the heavy run-off at that section during the rainy season. Moved
by Newberry, seconded by Christman, that the matter be referred
to the City Engineer. Carried, all Councilmen present voting aye.

).„, RESOLUTION NO. 2649, appointing fohn H. Fuson as City
Garage Mechanic at a salary of $250.00 per month, effective
July 1, 1944, also Mr. Fuson is to use his own equipment,
was read. Moved by Christman, seconded by Thatcher, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
,- Report'of-City Engineer on Lighting District No. 1, was
read and ordered filed.
RESOLUTION NO. 2650, setting and fixing the hearing of

protests and directing the Clerk to give notice of hearing
and designating a weekly newspaper to publish the notice, was
read. Moved by Thatcher, seconded by Christman, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
✓ There being no portests, the applications of Clark & Neary
for on -sale beer license and G. V. Jr. and Oscar F. Escalante
for off -sale license of beer -wine -spirits, were ordered filed.
,/ Attorney Ratelle reported that Homer Brown and James Abbey
had a certified copy of tax sale No. 2029 to the amount of $924.00
on Lots 221-222-224-225, Lincoln Acres Annex No. 2, Lot 223 not
being mentioned, He also stated that the County had a sum of
money which had been collected for the tax sale on this property,
a portion of which was being held for the City. His suggestion
was that the City apply for their share of the monies on this
tax sale, the Council concurring.
✓ Attorney Ratelle reported he had contacted Fred Mitchell of
the San Diego Electric Ry. regarding the buses running over the
curbs at 8th Street and Highland Avenue, and that Mr. Mitchell
is investigating the case.
Moved by Christman, seconded by Newberry, that the meeting
adjourn until June 27, 1944 at 7:30 P. M. Carried, all Council-.
men present voting aye.
