Councilmen present: Christman, Cordingly, Thatcher, Fritz. Councilman Newberry absent. Mayor Fritz requested that the minutes of the last ad- journed meeting be dispensed with until the next regular meet- ing. Administrative officials present: Bonnell, Vansant, Rogers. Auditor Harry Bonnell reported that he was unable to provide an audit and financial statemert and advised adjourn- ment until Wednesday July 5, 1944. Bonnell will stay here until statement and audit is complete and stated that it appeared the General Fund would have a balance of approximately $22,141.24 when all transfers were made. Mr. Bonnell stated the Council should pass an ordinance creating- a Post. Tar Fund, and if the Council so desired, should transfer $10,000.00 from the General Fuhd to this Post War Fund. He also stated the Council could set up a fund for capital out- lay, over and above the dollar rate. RESOLUTION NO. 2652, creating a Post War Reserve Fund, was read. Moved by Cordingly, Seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. Councilmen absent: Newberry. Auditor Bonnell mentioned the item of $4,000.00 in the Park M. & I. Fund and asked if intent of Council to transfer this to Post War Fund. Councilman Christman suggested it be earmarked for park development. RESOLUTION NO. 2653, creating a Park Reserve Fund, was read. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. Councilmen absent: Newberry. ✓ RESOLUTION FO. 2654, authorizing the transfer of $10,000.00 from the General Fund to the Post War Reserve Fund; and $4,000.00 from the General Fund to the Park Reserve Fund, was read. Moved Christian, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. Councilmen absent: Newberry. 663. PAYROLL DEMAND SYSTEM was outlined by Auditor Bonnell. Suggested that payroll be compiled for Finance Committee and new type of demands with account numbers be used. Moved by Christman, seconded by Cordingly, that the City Clerk be authorized to adopt a new type of demand. Carried, allCouncil- men present voting ave. Councilman Newberry absent. Auditor Bonnell suggested new bookkeeping plan on handling payrolls. Creation of a payroll fund to clear payroll checks each month. Moved by Cordinaly, seconded by Christman, that the meeting adjourn until July 5, 1944, at 7:20 P. M. Carried, all Councilmen present voting aye. ATTEST: 1
