Councilmen present: Christman, Cordingly, Fritz, N ewberry and Thatcher. Councilmen absent: none. Administrative officials present: Ireland, Finnerty, Bird, Bates, Ratelle, Smith, Gautereaux, DeHaven and Lamb. adjourned Minutes of the regular/meeting of February 15, 1944 read and approved. Councilmen absent: none. Don Feller, Attorney at law, present in beh*Lf of Niro Driller who applied for a license for fortune tellinc and was refused by the Chief of rolice. Chief Rates stated his reasons for refusal. Moved by Newberry, seconded by Christman, that the decision of the Chief of Police be upheld. Carried, all Councilmen preseht toting aye. Moved by Fritz, seconded Ear Newberry, that RESOLUTION NO. 2588 be adopted, approving the tax sale. Carried, all Councilmen present voting aye on roll -call. "/Request of Chief Pates for the appointment of Henry Gardner Bolen to the regular force at $ 170. effective as of February 15, 1944 as he has completed his probationary period at that date. Moved by Newberry, seconded by Cordingly, that RESOLUTION NO. 2589 be adopted, appointing Henry Gardner Bolen to the -regular police force as of February 15, 1944 at the monthly salary of $ 170.00. AfJar Recreation Council program for City wide recreation project as submitted by the Plar Recreational Council read and discussed. 1 Moved by Fritz, seconded by Newberry, that RESOLIITIfN NO. 2590 be adopted, authorizing the Mayor to apply for additional Lanham Funds to assist in the proposed recreational project. Recommendation of the Building Committee by James A. Fird that Mrs. Dupuy's request be granted subject to compliance with existing ordinance, read. Moved by Fritz, seconded by Christman, that the moving permit be granted. Carried, all Councilmen present voting aye. Councilmen absent: none. 620 ✓Communication from L.T.Seckels, District Engineer, F.W.A. re- questing a statement from the City Council as to whether or not the sewer project is revenue producing, and if not, a statement that the City could or could not make rental payments thereon without increasing the tax rate. Moved by Crristnan, seconded by Newberry, that the Mayor be authorized to sign a statement from the City Council that the sewer project is not revenue producing and the City is operating up to the limit of the dollar and any additional payments could nbt be made without increasing the taxes. Carried, all Councilmen nresent voting aye. Councilmen absent: none. Moved by Fritz, seconded by Newberry, that a resolution of record be adopted, supnnrting the request of the Ssr Diego Cou my Division of the League of California Cities to the State officials requesting a four lane divided highway north of Oceanside. Request from Nelson -Smith by L. Smith for information as to why it is necessary to rn outside of the City for the purchase of 'Mazda lamps. Purchasing department and City ieaaffi department heads responsible for the purchase of lights for the City stated that in buying in quantitif purchases are made direct from wholesalers and that price quotations will be obtained through Mr. L. Smith to compare with prices obtained from wholesalers. 621 Request of the Roosevelt Avenue R,aptist Church by Charles Hill, Treasurer, for permission to erect three directional signs for the Church. Moved by Newberry, seconded by Cnrdingl--, that the request be granted under the supervision of the Sup't of Streets. Carried, all Councilmen present voting aye. Councilman absent: none. Communication from Chas. C. Morris, District Errineer, Federal Works Agency, Public Roads Administration relative to an access road project to connect with Harbor Drive Sotth at 8th Street and requesting information as to whether or not the City will assume responsibility for maintenance upon completion of the portion of the project within National City and if the City can contribute tvwardc the cost of additional right-of-way and construction. ritoved by Newberry, seconded by Cordingly, that a letter be sent to the Public Roads Administration obligating the City to maintain the portion within the City limits but that the costs of the right-of-way and construction must be obtained by the State. Moved by Christman, seconded by Cordingly. that RESOLUTICN NO. 2591 he adapted, nromoting Walter R. 622 Towsley to the position of Engineer at the month salary of 8 185. effective March 1, 1944. Councilmen absent: none. `City Attorney Ratelle reported that a letter has been sent to the Leraal department of the F.H.A. by the request of Aubrey Davis, Area Housing Manager relative to the annexation of the portion of the Bahia S/ista Subdivision outside of National City limits bntincluded in the Federal Housing project. 'councilman Christman reported that txxxikma with Councilman Fritz, he had looked over the land recommended by the Planning Commission for future park development and that they recommend the City acquire title to the 70 acres. Moved by Fritz, seconded by Cordingly, that the City acquire an option from the Ccrnty on this property. Carried, all Council- men present voting aye. Councilmen absent: none. ✓Councilman_ Cordingly reported that with the Chief of Po3ice, he checked the Davis yard and that ticketswill he given to any trucks dropping glass in the street. Roved by Christman, seconded by Fevberry and Cordingly, that S RESOLD'PION NO. 2595 be adopted, designating the City Treasurer as the proper person to appear in all small claims suits for the City. Carried, all Councilmen present voting aye oli roll -call. Councilmen absent: none. Councilman Fritz brought up the natter of the Consideration of the annexation of Paradise Hills. Councilman Newberry reported that the Concrete Ship Constructors have been contacted on the matter of the dumping of rubbish on the City tidelands and that the Company will cooperate in cleaning up the wire and concrete. Councilman Newberry recommended the appointment of a full time Court cleft and that the present Police secretary be employed full time in the police derartnent instead of the present arran_vement. Moved by Newberry, seconded by Christman, that the City Judge find a competent clerk for the Court and bring in his recommendation at the next meeting. Carried, all Councilmen present voting aye. Councilmen absent: none. 624 Moved by Fritz, seconded by Newberry, that the following transfer of funds be authoriz^d: 5 2,000,f rom the General Fund to the St Imp Fund- as e reco-rerah1e'loan. 43, 1,000 from the fleneral Fund to the Civilian Defense Fund- not a recoverable loan.
