Councilmen present --Christman, Cordingly, Newberry, Thatcher, Fritz. Minutes of regular meeting of May 2, 1944, read, corrected and approved. Administrative officials present: Finnerty, Bates, Bird, Ratelle, Ireland, Vansant, Gautereaux, Harbison, Rogers. Bills audited by the Finance Committee, presented: General Fund $1811.19 Street " 362.38 Park " 964.78 F. W. A. " 39.01 TOTAL... .. $3177.36 Moved by Cordingly, seconded by Newberry, that the bills be allowed and warrants ordered drawn for same. Carried, all Councilmen present voting aye. .It was sugge sted by C. W. Vansant, City Treasurer, that the minutes of the last meeting be corrected so that the tax refund be made to Frank F. Faust instead of Willa Warren Ambron. Carried, all Councilmen present voting aye. -The following delinquent tax was presented, to be paid without cancellation fee and 7% interest: Lot 3, Block 2, 20 Acre Lot 2, 4 Section 128, Homecrest Villas, $21.43 by W. E. Blake. Moved by Cordingly, seconded by Christman, that the taxes be accepted. Carried, all Councilmen present voting aye. tCommunication from Chief of Police, L. W. Bates, stating that the following men have left the employ of the City: Thomas C. McLain, Wilson Neil Action, Henry Gardner Bolen, Russell S. Payne, Forrest Lynn McDill, was read and ordered filed. • RESOLUTION NO. 2630, appointing Delbert La Verne Cronk as probationary police officer at a salary of $160.00 per month effective May 15, 1944, was read. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. 648 .Communication from First Methodist Church, thanking the City for renewing the lighting system on Eighth Street, was read and ordered filed. Communication from City Engineer and Supt. of Streets, reporting the conditon of the sewer line on east Eighth Street, was read. The Engineer stated that the coat to replace this line would be about $5500.00. The matter was referred to the Finance Committee to be included in the forth coming budget. ' City Clerk reported that the termination of Henry G. Bolen with the City had not been reported by the Police Dept., and requested the cancellation of pay warrant No. 1972 for $85.00. Moved by Newberry, seconded by Cordingly, that the Warrant be cancelled. Carried, all Councilmen present voting aye. -Communications from Herbert L. Barnes, were read and referred to the Park Committee. ' RESOLUTION NO. 2631, transferring $705.00 from F. W. A. Fund to the Park Maint. & Imp. Fund, ryas read. Moved by Newberry, Seconded by Cordingly, that the transfer be made. Carried, all Councilmen present voting aye. Audit report of the City of National City for the period of July 1 to December 31, 1943 by Harry E. Bonnell, also special audit report of April 18, 1944, were read. Moved by Cordingly, seconded by Thatcher, that the reports be accepted. Carried, all Councilmen present voting aye. Budget Statement as of April 30, 1944, by Helen G. Lamb, was presented. It was requested by Councilman Newberry tnat copies of the budget statement be made for each department head. L-City Treasurer Vansant reported the advisability of the City of National City to purchase burglary insurance. Moved by Cordingly, seconded by Newberry, that the matter be referred to the Finance Committee. Carried, all Councilmen present voting aye. Park Shpt. Gautereaux reported that the Federal tax on Pool tickets of children from twelve to fifteen years of age is four cents, whereas the City had figured three cents and making the price of the ticket eiphteen cents. Moved by Christman, seconded total by Cordingly, that the/price of the Pool tickets remain twelve, 649 eighteen and twenty five cents, but the admission on the junior ticket be reduced from fifteen to fourteen cents to compensate for the tax on same. Carried, all Councilmen present voting aye. "Park Supt. Gautereaux reported that several requests have been received to have the lights on in the Park two or three evenings a week. After a lengthy discussion it was moved by New- berry, seconded by Cordingly that the matter be referred to the Park Committee. Carried, all Councilmen present voting aye. Councilman Christman reported that the alteration work had been satisfactorily completed in the Clerk's office., Fire Chief Bird reported on the proposed installation of a Street light at 20th Street and Highland Avenue. Chief Bird also recommended the removal of a street light at 27th Street and Highland Avenue to 28th Street and Highland Avenue as there is a bus stop at 28th Street and none at 27th Street. Moved by Christman, seconded by Thatcher, the two street lights be in- stalled. Carried, all Councilmen present voting aye. Councilman Cordingly asked to be excused. St. Supt. Finnerty reported that Mr. Davis is clearing Sixteenth Street as per the request of the City. /St. Supt. Finnerty requested that John H. Fuson be appointed as garage mecrianic at a salary of $250.00 per month starting July 1, 1944 and in the meantime Mr. Fuson will service the Citv's vehicles. Mr. Fuson will also use his own equipment when the appointment becomes effective. Moved by Christman, seconded by Thatcher, that St. Supt. Finnerty and Chief of Police B ates contact Mr. Fuson and make the arrangements. Carried, all Councilmen present voting aye. Councilman Thatcher reported that several manufacturing plants in National City were going out business, from which the City has been receiving revenue. Councilman Thatcher also sug- gested that sewer assessments be levied against property in the City. Councilman Christman requested Attorney Ratelle to prepare the proceedings for the collection of same. Councilman Newberry reported the sidewalk at 8th Street and Highland Avenue was badly crushed by the buses cutting corners and 650 going on the sidewalk. The matter was referred to Attorney Ratelle. ' Communication from City of El Cajon inviting the City to attend the League of Municipalities dinner to be held at the La Mesa Country Club, was read and ordered filed. ity Clerk requested permission to pay the utilities from the different funds at the time of payment instead of the end of the fiscal year. So ordered. Attorney Ratelle reported the Government condemnation No. 279 on parcels 2-6-9-10. Moved by Newberry, seconded by Christman, that the authority be given Attorney Ratelle to act in behalf of the City. Carried, all Councilmen present voting aye. ' Attorney Ratelle presented the title search on properties to be acquired by the City. Moved by Christman, seconded by Newberry, that the City follow through. Carried, all Council- men present voting aye. / RESOLUTION NO. 2652, on/South Bay Dredging Project was read by City Attorney Ratelle, in which the City agrees to pay $10,000.00 to the Federal Government as a token payment. Moved by Christman, seconded by Newberry, that the Resolution be adopted and the Mayor be authorized to sign in behalf of the City. Carried, all Councilmen present voting aye. Councilmen absent; Cordingly. - City Clerk announced the resignation of Mrs. Helen G. Lamb, Deputy Clerk, effective May 17, 1944. ✓ RESOLUTION NO. 2633, authorizing the transfer of $3,500.00 from the General Fund to the Street Improvement Fund, was read. Moved by Christman, seconded by Thatcher, that the RESOLUTION be adopted. Carried, all Councilmen present voting aye. Councilmen absent: Cordingly.
