Councilmen present: Christman, Cordingly, Fritz. Councilmen absent: Newberry, Thatcher. Moved by Christman, seconded by Cordingly, that the minutes of the regular meeting of October 17, adjourned meeting of October 24, and regular meeting of November 7, 1944, be dispensed with, due to the fact each Councilman has received a copy of the minutes. Carried, all Councilmen present voting aye. Administrative Officials present: Ireland, Batelle, Bird, Finnerty, Fuson, Gautereaux, Rogers. Bills audited by the Finance Committee presented: General Fund $3,645.20 Street Imp': 1,203.64 Park Maint." 63.97 OCD " 19.21 Light. Dist. #1 32.65 TOTAL $4,964.67 Moved by Cordingly, seconded by Christman, that the bills be allowed and warrants ordered drawn for same. Carried, all Councilmen present voting aye. ✓ Councilmen Newberry and Thatcher present. ✓ PETITON SIGNED BY PROPERTY OWNERS in the vicinity of Olivewood Square, was read, in regard to the parking of school busses at 28th Street and Highland Avenue, blocking pedestrian and road traffic. Mayor Fritz referred the petition to St. Supt. Finnerty. 'RESOLUTION NO. 2730 was read, accepting grant deeds from S. Z. and Winifred E. Morgan; William L. and Mabel C. Knapp; Charles F. Harbison; Sadie Miller; Lawrence R. Robinson and Louise Robinson; for property in 10 Acre Lots 12 and 13, Section 153, to be used for street purposes only. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. KMONEY AND SECURITIES POLICY from Richard A. Mills Co. was presented and laid over until the next regular meeting. ✓ RESOLUTION NO. 2731 was read, accepting a check from the State of California, State Highway Special Gas Tax Street Imp. Fund for $23,552.28, the period from October 1941 to July 713 1944. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION N0. 2732 was -read, authorizing the following corrections on the assessment roll: #3401 to Frank M. Tattersall, tax $32.04 on the S 50' of N 330' of E 140' of W 160' of Ni of W *, 40 Acre Lot 2, * Section 131; #2085 to D. E. Lozier et al, tax $17.80 on the E 40' of Lot 6, Bik. 4, E 40' of Si of Lot 7, Blk. 4, Parson's Sub. 10 Acre Lot 8, * Section 155e #1270 to Carl H. Geissert, tax $2.67 on personal property only; #191 to E. L. Bartlett, tax $3.56 for improvements only; the above are duplicate assessments and are to be removed from the current roll. #3417 to Leon J. & A. L. Tetlow to be changed to #3416 to Chas. Tenwolde, $200.00 improvement only, to be charged against Lot 2, Block 2, 10 Acre Lot 2, * Section 155; to re- move from 1942 delinquent roll #1926 to E. W. H. McCormick, tax $2.97 which was paid but not credited; �ex6mption in the amount of $1,815.00 be granted the First Baptist Church on Lots 13-14-Si of 15, Block 3, 10 Acre Lot 10, * Section 155, which was claimed but not entered on the current assessment roll. RESOLUTION N0. 2733 was read, authorizing the transfer of $13,116.60 from the Unapp. Tax Fund to the following funds: General Fund $7,368.87 Library " 1,547.46• Park Maint. Fund 1,326.40 Sink. Fund No. 4 736.89. Sink. Fund No. 6 884.27. Sink. Fund No. 7 221.07, Planning Commission Fund 1,031.64 Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. 17 COMMUNICATION FROM STATE DIRECTOR OF CIVILIAN DEFENSE was read, which enclosed a check for $24.00 as a refund for the Civilian Defense Telephone. Moved by Newberry, seconded Christman, that the check be accepted. Carried, all Council- men present voting aye. 714. 'L 'REPORT from the S an Diego County Health Dept. was read and reported favorable on the condition of the samples taken on Sweetwater water. The report was ordered filed. ----COMMUNICATION FROM Leonard A. Fans was read in regard to the obstruction of view caused by billboards. In view of the fact the billboards are on private property, the communication was ordered filed. RESOLUTION NO. 2734 was read, authorizing Mayor Gilbert E. Fritz to sign a contract between the City of National City and the San Diego Gas & Electric Co. for furnishing current at 1421 D Avenue, the minimum charge to be $9.40 for a period of three years commencing November 10, 1944. Moved by New- berry, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. COMMUNICATION FROM R. LOWELL DAVIES, CHAIRMAN OF THE VETERANS SERVICE COMMITTEE was read in regard to the "G. I. Bill of Rights". Mayor Fritz instructed the City Clerk to contact Mr. Davies and ascertain the setup in other Sixth Class Cities. 'RESOLUTION NO. 2735 was read, appointing the San Diego County Board of Health to serve as the Board of Health mentioned in Plumbing Ordinance No. 706, and Food Ordinance No. 707. Moved by Thatcher, Seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓RESOLUTION NO. 2736 was read, authorizing the installation of a fire hydrant at 12th Street and D Avenue; and changing the location from 15th Street and E Avenue to 14th Street and E Avenue of a fire hydrant which had been authorized by Res- olution No. 2705. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. 1/Chief Bird requested that some official be appointed to collect fees on the new Food Ordinance which will become effective November 25th. The matter was laid over until the next regular meeting. in regard `Garage Mechanic Fuson was present/to the most of the 715. electricity used at the City Garage. Moved by Christman, seconded by Cordingly, that St. Supt. Finnerty ascertain the cost of commercial rates. Carried, all Councilmen present vot- ing aye. 'Councilman Christman reported that he turned over $72.85 from the last paper drive to the War Memorial Fund. ✓Moved by Thatcher, seconded by Cordingly, that we have the first reading of the Business License Ordinance. Carried, all Councilmen present voting aye. Moved by Newberry, seconded by Thatcher, that only the heading of the Ordinance be read. Carried, all Councilmen present voting aye. ORDINANCE Nu. Moved by Newberry, seconded by Thatcher, that the City Clerk be authorized to install the heater. Carried, all Councilmen present voting aye. RESOLUTION NO. 2737 was read, appointing Irene C4esla to the staff of the Federal Recreation Building for part-time employment at 682.50 per month, effective November 7, 1944. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. Moved by Cordingly, seconded by Newberry, that the meeting adjourn.
