National City, California, November 21, 1944.
Regular meeting of the City Council called to order by
the Mayor. Councilmen present: Christman, Cordingly, Newberry,
Thatcher, Fritz.
Moved by Christman, seconded by Cordingly, that the
minutes of the regular meeting of November 8, 1944, be dis-
pensed with. Carried, all Councilmen present voting aye.
Administrative Officials present: Ireland, Batelle,
Bird, Bates, Finnerty, Fuson, Gautereaux, Vansant, Campbell,
Rogers.
Bills audited by the Finance Committee presented:
General Fund $ 756.05
Street Imp. Fund 170.30
Park Maint. " 95.31

FWA " 154.47
TOTAL $1,195.83
Moved by Newberry, seconded by Cordingly, that the bills be
allowed and warrants ordered drawn for same. Carried, all
Councilmen present voting aye.
REPORT FROM THE PLANNING COMMISSION was read, recommend-
ing the granting of the following petitions for special permits:
Mr. M. E. Donavon for a special permit to construct a modern
dry cleaning, plant on E. 120' of W 160' of S 100' of N 140' of
WI of 20 Acre Lot 1, * S ection 133, being the SE corner of 16th
Street and Highland Avenue; and that he be allowed to build
out to the property line on Highland Avenue, if he keeps back 20'
from the property line on l6th Street. Also allows D. J. Bates
a yard variance so he can remodel existing barn into sleeping
and recreation quarters on Lo13 7-8, Block 3, 20 Acre Lot 4, i
Section 131. Said petition be granted provided the building
is covered by stucco. Moved Newberry, seconded by Cordingly,
that the report be accepted. Carried, all Councilmen present
voting aye.
Moved by Christman, seconded by Cordingly, that the zone
variances be granted to D. J. Bates and M. E. Donavon, providing
they comply with the Planning Commission's recommendations.
Carried, all Councilmen present voting aye.

RESOLUTION NO. 2738 was read, authorizing the advance-
ment of Delbert L. Cronk and Edward C. Purkhiser, to regular
officers at a salary of $185.00 per month, effective November
15, 1944. Moved by Christman, seconded by Cordingly, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
/The Money and Securities Policy for the City was discussed.
Moved by Cordingly, seconded by Christman, that the City purchase
the policy. Carried, all Councilmen present voting aye.
RESOLUTION NO. 2739 was read, appointing Lee Patrick Hart
as part time recreational leader on the National City Recreation
Project at a salary of $82.50 per month to be paid from the
FWA Fund, effective November 22, 1944. Moved by Newberry, sec-
onded by Cordingly, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
REPORT FROM SAN DIEGO COUNTY HEALTH DEPARTMET?T was read,
stating the condition of the water sample was negative. Moved
by Cordingly, seconded by Christman, that the report be accepted.
Carried, all Councilmen present voting aye.
PETITION signed by 31 residents, requesting street lights
be installed at 21st Street and B Avenue, and 21st Street and
D Avenue, was read. Mayor Fritz referred the petition to Fire
Chief James A. Bird.
'-COMPREHENSIVE INSURANCE POLICY renewal on the 1941 Ply-
mouth Coupe waspresented. Mayor Fritz requested that the policy
be held over until the next regular meeting and that the City
Clerk check on the liability covered by the policy.

Lots 15-16-S 5' of 17, Block 278, City Plat, Bid of °$20.00 was
offered but the Council set the opening bid of $55.00; E 701
of Lots 18-19-20, Block 1, * Section 154, 10 Acre Lot 1, Kim-
ball's Sub., bid $35.00 per lot, Council set the opening bid
of $192.00 for the three lots; Lots 9-107 Block 3, San Diego
Land & Town Sub., bid of 050.00 per lot, was accepted. Moved
by Newberry, seconded by Cordingly, that the above amounts be
set as opening bids. Carried, all Councilmen present voting aye. '

APPLICATION for on sale beer license was made by
Abie J. Bard & Luis A. Del Rio & Simon M. Gonzalez at 1734
McKinley Avenue, was read and referred to the Chief of Police.
✓RESOLUTION NO. 2740 vas read, accepting a check of
$67.95 from the Federal Recreation Bldg., the amount which is
50% of the October concessions profit. Moved by Thatcher,
seconded by Cordingly, that the Res4utioncbeuadopted:irCarlied,
all Councilmen present voting aye.
RESOLUTION NO. 2741 was read, establishing the Planning
Commission Fund for Post War Planning. Moved by Christman,
seconded by Newberry, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
/CONTRACT FROM TEE NAVY FOR STREET CT,R&NIIIG SERVICES was
presented. Attorney Ratelle ruled that the contract be returned
for reconsideration.
✓RESOLUTION NO. 2742 was read, accepting checks Nos. 5580
for $131.82 and No. 5582 for$465.90, in settlernt of judgment
and tax liens on Parcels 2, 6, 9 and 10, No. 279-SD Civil, the
property being located in Smith & Plante's Sub., 10 Acre Lotl,
Section 152. Moved by Newberry, seconded by Cordingly, that
the Resolution be adopted. Carried, all Councilmen present vot-
ing aye.
✓ BONDS FROM WALTER H. BARBER in the amount of $8,916.00
for performance and $4,458.00 for material, were received.
Moved by Christman, seconded by Cordingly, that the Bonds be
accepted. Carried, all Councilman present voting aye.
L RESOLUTION NO. 2743 was read, cancellation of the per-
sonal property tax in the amount of $2.14 assessed to Mrs.
Martha M. Clark which had been paid separately last spring.
Moved by Newberry, seconded by Christman, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 2744 was read, granting veteran's exemption
to Harry L. Horner on Lots 23-24-25-26, Block 1, 40 Acre Lot 1,
* Section 133 in the amount of $14.24 which had been claimed.
Moved by Christman, seconded by Cordingly, that the Resolution

be adopted. Carried, all Councilmen present voting aye.

NrAJL— C0MMUNICATION FROM STATE EMPLOYEES' RETIREMENT SYSTEM
stating that the cost of a survey would be $241.25 and could
be completed by July 1, 1945. Moved by Thatcher, seconded by
Newberry, that the survey be made. Carried, all Councilmen
present voting aye.
The question of vacation pay for Mary Lesh was brought
up. Moved by Newberry, seconded by Christman, that Mrs. Lesh
be granted one weeks vacation pay due to the fact that Mrs.
Lesh has had one week vacation. Carried, all Councilmen pres-
ent voting aye.
✓Tax Collector Vansant reported that 05,830.00 had
been collected in taxes.
/Garage Mechanic Fuson reported that he had been unable
to find any hoist or compressor which would be suitable. Moved
by Newberry, seconed by Christman, that the purchase order by
cancelled. Carried, all Councilmen present voting aye.
Moved by Newberry, seconded by Christman, that the meet-
ing adjourn until November 28, 1944 at 7:30 otclock. Carried,•
all Councilmen present voting aye.
