Councilmen present: Christman, Cordingly, Newberry, Thatcher, Fritz. Minutes of the regular meeting of October 3, 1944, read and approved. Administrative Officals present: Finnerty, Ratelle, Van- sant, Campbell, Bird, Bates, Gautereaux, Ireland, Rogers. Bills audited by the Finance Committee presented: Moved by General Fund Street Imp. Carried, all Council- men present voting aye. v Bids on the Paradise Valley S anitarium Sewer Project were opened as follows: Edward Rohde Co. L. B. Butterfield W. D. Heaton J. S. Barrett Walter H. Mayor Fritz stated that the awarding of the contract would not be made at this time. Communication from S. Chapman was read in regard to a permit to operate a pony ring at 18th Stheet and West Avenue. Mayor Ftitz informed Mr. Chapman that the Council had granted him this request in December 1943, when a previous application had been submitted tothem, and for him to obtain his business license at the Police Department. 7-'Communication from War Recreation Council was read, request- ing the appointment of Mrs. Larry Jensen as amember of time Council. Moved by Newberry, seconded by Christman, that Mrs. Larry Jensen be appointed as a memeber of the War Recreation Council. Carried, all Councilmen present voting aye. the RESOLUTION NO. 2715 was read, appointing the following to staff of the Federal Recreation Building. 705. 'Mrs. EvelynMorrison, salary $165.00,per month, effective October 9, 1944; Charles E. Powell as Director of Recreation at the Olivewood Housing Project, salary $175.00 per month; Mrs. Jerrene Hodge as Recreation Leader at the Olivewood Housing Project, salary $165.00 per month, both effective October 12, 1944. All salaries to be paid from the FWA Fund. Moved by Thatcher, seconded by Newberry, that the Resolution be adopted. Carried, all Council- men present voting aye. ✓RESOLUTION NO. 2716 was read, appointing Kenneth Boulette to the position of Junior Park Gardner and Recreation Leader at a salary of $165.00 per month, effective October 16, 1944. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓ STATE BOARD OF EQUALIZATION NOTICE OF HEARING ON PROTEST of the transfer of off sale distilled spirits, beer and wine license to Melinda L. Fernberg, 728 E 8th Street, National City, was read. Moved by Newberry, seconded by Cordingly, that Chief of Police Bates represent the City at the hearing Friday October 20th at 2:PM in the City Court. Carried, all Councilmen present voting aye. XOOMMUNICATION FROM PHIL D. SWING was read, thanking Mayor Fritz for his prompt reply and assistance in preparing a case to present to the President's Committee when it meets in Washington next Monday on the critical water shortage of S an Diego County. The Communication was ordered filed. "REPORT OF THE PLANNING COMMISSION was read, recommending that the following requests be granted. Special permit to J. W. Faas, to install a trailer court on Lots 3-4-5, Block 1, National Avenue Terrace; Two foot set -back varience on First Street to Jesse W. Irby Jr. on the E 50' of W 60' of Lots 1 to 5, Block 4, Jordan's Sub. Moved by Newberry, seconded by Thatcher, that the report be accepted. Carried, all Councilmen present voting aye. `- RESOLUTION NO. 2717 was read, authorizing a two foot set- back varience on First Street to Jesse W. Irby Jr. on the E 50' of W 60' of Lots 1 to 5, Block 4, Jordan's Sub. Moved by Christ- man, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. 706. COMMUNICATION FROM THE ATCHISON, TOPEKA AND SANTA FE RY CO., announcing they had applied for authority to construct three rail crossings at grade on the main line and the Cleveland Avenue spur in the vicinity of 13th Street, was read and ordered filed. RESOLUTION NO. 2718 was read, authorizing a refund of $10.00 to Maxine Miller Cotton which had been deposited for zone varience but had not been followed through. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Council- men present voting_aye. ' Copy of the minutes of regular meeting of Board of Directors of San Diego County Water authority were read and ordered filed. ✓ COMMUNICATION FROM CITY CLERK was read, in regard to the resignation of Mrs.'N<ary Lesh, Deputy Clerk, to become effective on or about November loth; and the appointment of Mrs. Gladys Bulmer to fill the vacancy at a salary of $140.00 per month. The communication was ordered filed. `--RESOLU'1'10N NO. 2719 was read, appointing Mrs. Gladys Bulmer to the position of Deputy Clerk, at a salary of $140.00 per month, effective on or about November 10, 1944. Moved by Bordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION N0. 2720 was read, appointing John Martinson to the Street Department, salary $175.00 per month, effective Novem- ber 1, 1944. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2721 was read, authorizing an increase in salary from $135.00 to $145.00 per month to Elizabeth Tracy, Deputy Treasurer, effective October 16, 1944. Moved by Cordingly, seconded by Christman, that the Resolution beadopted. Carried, all Council- men present voting aye. RESOLUTION NO. 2722 was read, authorizing the advancement of Clyde Mandell and J. R. Crowell to First Class Patrolmen, at a salary of $200.00 per month, effective October 1, 1944. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. 707. RESOLUTION NO. 2723 was read, authorizing the removal from the 1943 delinquent tax roll and the 1944 roll, Lot 14, Block 144, City Plat, assessed valuation $175.00, tax $3.12 and $2.73 respectively. The property was assessed to Luberco, tax Limited, in error, as it was/deeded to the City of National City July 2, 1940. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ---00MMLIVICATION FROM E. E. WALLACE, DIVISION OF STATE HIGH= WAYS in regard to a Resolution of dedication, was read and laid over until the next meeting. Tax Collector Vansant reported,that the tax statements will be mailed October 24th. Chief of Police Bates announced the bi-weekly meeting of the Department to be held October 21st at B:AM in the City Court and invited the Councilmen and their wives, and the City employees. v Moved by Thatcher, seconded by Christman, that the City Clerk be instructed to write a letter a letter to the Eleventh Naval District, informing them the City must have a non -revocable easement to the City Sewer Plant. Carried, all Councilmen present voting aye. '--z Councilman Christman reported that the Red Cross now have enough money to purchase their Station Wagon and wanted opinions as to placing the money that will be collected from the paper drive which is to take place in the near future. After some discussion it was decided to turn the money over to the War Memorial Fund. ✓RESOLUTION NO. 2724 was read, accepting deed from James B. Abbey of 70 Acres to be used for Park purposes. Moved by Christ- man, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. Plans for Post War Projects in National City were submitted by Engineer Ireland and ordered filed Moved by Cordingly, seconded by Thatcher, that the meeting adjourn until October 24, 1944 at 7:30 P.M.
