Councilmen present: Christman, Cordingly, Newberry, Thatcher, Fritz. "'Mr. D. J. Bates was present in regard to a two story barn to be made into living quarters, located at 631 J Avenue, and was referred to the Planning Commission. Communication from Leo A. Ellez in regard to a tele- graph office in the up -town district, was read and ordered filed. ✓RESOLUTION NO. 2725 was read, appointing Mrs. Nelle M. Heiny to the staff of the National City Recreation Pro- ject at a salary of $165.00 per month, effective October 30, 1944. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. The following beverage license applications were read and referred to the Chief of Polices on sale beer to Ascension Bedoy & Frank Contreras, DBA Club Carioca, 1807 McKinley Ave.; on sale beer to Clyde Gannaway, Lon D. Kalapp, George F. Young, DBA The Kanak Inn, 640 W 13th Street; off sale beer, wine, and distilled spirits to A. J Kahn, 1740 McKinley Avenue, to be transferred from Ova H. Presher, DBA Fresher Liquor Store. COLIMUNICATION FROM STATE OF C4TTPORNIA, DEPARTMENT OF MOTOR VEHICLES, in regard to the apportionment of State Gas Tax Funds, was read and ordered filed. ✓Voucher from Federal Works Agency for $5,535.00 for the period of September, October, November 1944, to be used for the Federal Recreation Building, was received by the City. ✓COMi1IDNICATION FROM STATE OF CALIFORNIA, DEPARTMENT OF PUBLIC WORKS, in regard to the apportionment of State Gas Tax Funds, was read and ordered filed. CODM+NNICATION FROM WILSON & CO. was read, requesting per- mission to install a 280 gallon gasoline tank in the parkway between the sidewalk and curb, at 810 West 23rd Street. Moved by Thatcher, seconded by Cordingly, that the request be granted, 710. subject to the approval of the Fire Chief. Carried, all Councilmen present voting aye. RESOLUTION NO. 2725Awas read, authorizing the following transfers: $1,500.00 from the General Fund to the Library Fund; $100.00 from the General Fund to the Park Maint. Fund. Moved by Cordingly, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. COMMUNICATION FROM PARADISE VALLEY SANITARIUM & HOSPITAL was read, accepting the contract relative to installing the sewer line from their institution on in to National City, with the understanding that their financial obligation in the matter be $4,916.00, which they are prepared to meet any time. ✓RESOLUTION N0. 2726 was read, accepting the bid of Walter H. Barber for 08,916.00 for the construction of an eight inch diameter, gravity sewer and twelve manholes, on East 8th Street, as specified in the City's call for bids. All other bids were rejected as illegal. Mayor Fritz to be the author- ized officer to sign and the contract subject to the approval of City Engineer Ireland. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Council- men present voting aye. PROPOSED FOOD ORDINANCE was presented for the sedond read- ing. Moved by Newberry, seconded by Thatcher, that only the heading of the Ordinance be read. Carried, all Councilmen present voting aye. ORDINANCE N0. 707, an Ordinance regulating restaurants, hotel kitchens, lunch counters, cafes, cafeterias, sodd fountains, fruit stands, bakeries, groceries, candy factories, ice cream parlors, wineries, liquor establishments, fish markets, vehicles, and other establishments in the City of National City, California, where food or beverages are prepared for sale, sold, distributed, or displayed for sale, and providing for the reg- ulation of all persons handling food or engaging in the prepa- ration of food for sale or distribution. Moved by Thatcher, seconded by Christman, that the Ordinance be adopted. Carried, all Councilmen present voting aye. 711. RESOLUTION NO. 2727 was read; accepting the bond and entering into a contract with the San Diego Gas & Electric Co. for Lighting District No. 1 . Mayor Gilbert E. Fritz to be the authorized agent to sign on behalf of the City of National.City. Moved by Thatcher, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. ✓RESOLUTION NO. 2728 was read, authorizing C. W. Vansant, City Tax Collector to purchase burglary and robbery insurance to the amount of $2,500.00 per year and increased to $5,000.00 during the two tax collection periods, in the name of the City of National City.and C. W. Vansant, City Treasurer & Tax Co- llector. Moved by Thatcher, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present vot- ing aye. // RESOLUTION NO. 2729 was read, authorizing Street Supt. Floyd Finnerty to install sewer laterals on Taft Avenue between l6th Street and 23rd Street, at an approximate cost of $150.00. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. Moved by Cordingly, seconded by Newberry, that the meet- ing.adjourn.
