Regular meeting of the Cit'- Council called tc order by the
Mayor. Councilmen present: Christman, Cordingly, Newberry, Fritz.
Councilman Thatcher absent.
Minutes of regular neetinm of August 15, 1944, and special
meeting of August 30, 1944, read and approved.
Councilman Thatcher present.
Administrative officials present: Bates, Ratelle, Vansant,
Fuson, Finnerty, Bird, Campbell, Ireland, Gautereaux, Rogers.

Forrest Raymond was present as a representative of the
War Memorial Committee, and requested the City to designate a
site in the City Park and submit plans for the proposed War
Memorial. Moved by Christman, seconded by Newberry, the City
Engineer be instructed to draw plans fcr an amphitheatre or
bowl to be constructed in the City Park. Carried, all Council-
men present voting aye. Mayor Fritz appointed Councilmen
Thatcher, Christman, and Cordin;-ly as a committee to work with
the Engineer.
Clarence Hardin from the Paradise Valley Sanitarium, was
present in regard to the proposed sewer line. After discussion,
/ RESOLTTION 1IO. 2681 was read, whereby the City was to advance
the sun of 534,000.00 toward the construction of the main Para-
dise Valley sewer trunk line. The remainder of the cost in-
cluding the punning plant and the line from the plant to connect
with the City sewer line at"8th Street and K Avenue, to be borne
by the Sanitarium.. The City to be reimbursed for their expenditure

of $4,000.00 through a charge of $50.00 for additional connections

over and above the regular $40.00 connection fee. Moved by
Cordingly, seconded by Christ^an, that the Resolution by adopted.

Engineer be instructed to approve n]ans and specifications sub-
mitted by the Paradise Valley Sanitarium on the sewer line.

questing the use of recreational facilities in the City Park
for two days, to hold a barbeq'.e picnic. fiesta and dance. In
view of the fact that it would be promoted by private interests
on a profit sharing basis, it was noved by Yewberry, seconded by

V RESOLUTION I0IT i'0. 2682 was read, an agreement between the County
of San Diego and the City of National City for the re -alignment
and improve'-ent of Palm Avenue fro`1 Division Street southerly
for a distance of apnrrxi;lately 700 feet within the City limits.

be adopted and tre work be done under the supervision of Engineer

RESOLUTION NO. 2633 accepting the contract with the State
Guard, after revision, and authorizing I4ayor GilbeztE. Fritz
to sign contract on behalf of the City, wan read. Moved by

✓City Clerk road copies of the minutes of August 4th and 18th
of the adjourned meetins of Board of Directors of San Diego County
Water Authority, submitted by George Johnson. The same were
ordered filed.
✓ RESOLITTION NO. 2634 vas read, accepting the bid of Andrew L.
Johnston, wno bid the sum of $50.00 on the tax sale of Lots 15-16,
Block 276, Cit-• Plat. Moved by Newberry, seconded by Cordingly,
that the ".esolrtion be adopted. Carried, all Councilmen present
voting ave.
✓ RESOLT°TION 70. 2685 was read, dedicating a portion of Lot
18, Block 244, City Plat, to the Division of Highways, as follows:
Beginning at the Southwest corner of said Lot 18; thence,
along the Southerly line of said Lot 13, i.71° 44' 20" E.,
2.97 feet; thence, from a tangent that bears N. 49° 09' 55" W.,
along a curve to the right with a radius of 1140 feet, through
an angle of 0° 17' 25" , a distance of 5.79 feet to a point
on the Westerly line of said Lot 18; thence, along said
Westerly line, S .18° 15' E., 4.96 feet to the point of
beginning.

V RESOLUTION N2. 2686 was read, accepting deeds from Eldon
C. Stalnaker and '"arjorie L. Stalnaker; Mary A. Copeland; Robert
K. and Mary L. Preen, deeding property in 10 Acre Lot 16, t Section
153, for street purposes to the City. Moved by Cordin:l7, seconded
by Christman. that the Resolution be adopted. Carried, all Council-
men present voting aye.
✓ RESOLTYTION 70. 2687 was read, a Resolution of San Diego
County Division of League of California Cities requesting the
Board of Directors of the League of California Cities to sponsor
legislation for the simplification of the Procedure in the pay-
ment of State funds to the individual cities. Moved by Thatcher,
seconded by Christman, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
COMMUITICATION F'.t^M WAR RECREATION COMMITTEE enclosing a check
for $84.83 from the canteen proceeds for the past month, was read.

- RESCLUTT_0N NO. 2688 was read, adopting budget and approving
memorandum of agreement for expenditure of cent gas tax allo-
cated for streets of maior importance, also authorizing Mayor
Gilbert E. Fritz to sign the ar_reement in behalf of the City.

RESOLUTIOii NC. 2689 was read, accepting County Warrant No.
23862 for $106.49 on tax sald No. 2029, (Abbey Court suit); also
County Warrant No. 23877 for $11.57 for rental of the following
tax deeded lands:

COMADIICATION FRO'. SAP DIEM HIGHWAY DEVEL0PMENT ASS'N was
read and laid over until the next regular meeting. which was in
regard to a resolution to adopt a plan for the development of a
modern main -highway sTstem for the San Diego metropolitan area.

Controller's Warrant 3 16330 in the sum of $337.71 was enclosed
to reimburse the City for Civilian Defense expenditures. Moved

which was in regard to permit to the San Diego and Coronado Ferry
Conpany for dredging.

the sum of $300.00 on the tax sale of Lots 15-22 inclusive, Block

RESOLUTION 70. 2692 was read, authorizing a refund of
$100.00, over char;,e on unsecurel property tax collected from
the Concrete S hip Constructors for the year of 1944. Moved
by Thatcher, seconded by Cordingly, that the Resolution be
adopted. Carried, all Councilmen present votinr aye.

''PLUMBING ORDINANCE, repealing all Ordinances and parts of
Ordinances in conflict herewith, was presented. Moved by
Cordingly, seconded by Thatcher, that the Plumbing Ordinance
be passed for first reading. Ayes: Christman, Cording lv,
Newberry, Thatcher, Nays: Fritz. Carried, by the majority
of the Councilmen. Moved by Newberry, seconded by Cordingly,
that only the heading of the Ordinance be read. Carried, all
Councilmen present voting aye.
Councilman Thatcher presented a copy to each member of the
Council of a new proposed food ordinance.
ATTORTTEY RATELLE PRESEi''TED A Co 2rICATION FROM THE NAVY
DEPARTMENT in regard to the $18,000.00 deposited with the court
in their condemnation suit on the property where the City's
sewer pumping plant is located. Moved by Christman, seconded by

Newberry, that the Attorney be instructed/make an agreement with
the Navy whereby the City retains title to the sewer pumping
plant, also a road right of way to the plant, in exchange for the
$18,000.00. Carried, all Councilmen present voting aye.
Attorney Ratelle presented a communication from the League
of California Cities in regard to the collection of Franchise
Tax, and was ordered filed.
✓ RESOLUT ON NO. 2694 was read, authorizing the purchase of
tax deeded lands which are more particularly described in Union

Title Insurance and Trust Company Policy No. 349002, excepting
Lots 13 to 19, and Lot 21 in Block 109 of said list, for the
sum of $500.00 and Mayor Gilbert E. Fritz is directed to execute
on and in behalf of the City of National City, for the pur-
chase of said premises and lands. Moved by Christman, seconded
by Newberry, that the Resolution be adopted. Carried, all
Councilmen present voting aye.

to negotiate and purchase a 70 acre tract of land owned by
James S. Abbey, fcr Park purposes. The purchase price to be
$1,500.00 for Mr. Abbey's interest. Said expenditure to be
made from the Park Reserve Fund. Moved by Christman, seconded
by Yewberry, that the Resolution be adonted. Carried, all
Councilen present voting -aye.
Councilman Newberry requested that a copy of Resolution
No. 2676 be sent to t^e Casa de Salud.
