Administrative Finnerty, Burch, Campbell, Christman, Cordingly, Fritz, Newberry, ThatchT officials present: Smith, Knapp, Lamb, Bird and Gautereaux. Minutes of the previous meeting read and approved. Bills audited by the City Council presented: General Fund Street Imp Fund District No. 1 Park M & I Fund Civ. Defense Total 1,030.81 277.25 32.65 19.00 19.42 1,379.13 Moved by Christman, seconded by Cordingly, that the bills be allowed and warrants drawn for same. Carried,all Councilmen roll -call. Councilmen absent: none. ✓ Mr. Ralph Ellis present regarding the transfer of card room license from Carl Foote to himself and requesting the approval present voting aye on of the City Council on a new location on West 8th Street. Moved by Christman seconded by Fritz, that the matter be referred to the Chief of Police for recommendation at the next meeting. Carried, all Councilmen present voting ave. Councilmen absent: none. ✓Representative of Rohr Aircraft Club regarding a private club for employees of Rohr Aircraft Plant only at 6th and Natimnal Avenue. No action taken by the City Council. 'Petition of the Southern Title and Trust Company for the ,ddition to the 1942-1943 roll of certain properties omitted therefrom 41 due to a delay in settlement of the tax claims with the County of San Diego, read. Moved by Christman, seconded by Newberry, that RESOLUTION NO 2459 be adopted, authoring the addition to the 1942-1943 roll. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'Application for permission to construct, maintain and operate a spur track in and along Cleveland Avenue and across 13th and 14th sts toe 1n National City by the Atchison, Topeka and Santa Fe Railway Company, presented. Moved by Cordingly, seconded by Newberry, that RESOLUTION NO. 2460 be adopted, granting the requested permission. Carried, all Council- men present voting aye on roll -call. Councilmen absent: none. A/Communication from the Office of Price Administration, District Mileage Rationing Representative, L.B.Cusick, directing to the attention of the City Council, the complaints of the Lynco 011 t'ompany and the Southern 0i1 Company regarding the debris being dropped into West 17th streets by dump trucks, read. Moved by Christman, seconded by Newberry, that the City trucks be notified to sweep out before leaving any dump and that Walter Cooper, City Manager, San Diego be contacted as to the City of San Die o trucks hauling to Davis's yard. Carried, a 11 Councilmen present voting aye. Councilmen absent: none. /City Clerk presented the verbal request of the Concrete Ship Constructors for the use of the area south of the present lease for narking purposes. Moved by Christman, seconded by Fritz, that any area needed will be leased at a rental fee of one sett per square foot. CarrieG all Councilmen present voting aye. Councilmen absent: none. '(Communication from the League of California Cities regarding 464 Assembly Bill 1777 amending the Health and Safety Code regarding the dispostion of raq sewage, read. Moved by Christman; seconded by Cordingly that the letter be filed. Carried, all Councilmen present voting aye. Councilmen absent: none. 'Communication from David C. Schurch, Attorney in Fact for Sarah E. Schurch regarding the settlement of a tax Jaen on Lot 225, Lincoln Acres Annex. Moved by Newberry, seconded by Cordingly, that the matter be referred to the City Clerk for more information and report at r^' the next meeting. Carried, all Councilmen present voting aye. Councilmen 6 absent: none. Roved by Fritz, seconded by Christman and Newberry, that the Superintendent of Streets be notified to extend the 30 days notice served on Mr. Haden to allow for further investigation as to the use of City Street for his retaining wall. Carried, all Councilmen present voting aye. Councilmen absent: none. A/Communication from the Committee of Juvenile Delinquency of the National C$ty Coordinating Council by Myron L. Smull, Chairman, opposing the granting of a permit to operate a public dance hall in National City, read. ✓Communication from Chief of Police Knapp stating that on the application of Mr. Greenberg and his associate at 4th and National Avenue and 6th and National Avenue, the Building Inspector has approved the buildings with a few alterations but recommending the denial of the license. Moved by Christman, seconded by Cordingly, that the decision of the Chief of Police be upheld. Mr. Lowenbein, associate of Mr. Greenberg asked for reconsideration by the City Council. Motion put to vote and carried, with all Councilmen present voting aye. Councilmen absent: none. 4R.esignation of Asa R. Webb City Treasurer and Tax Collector as of April 1, 1943 of the City of National City/, read. Moved by Cordingly, seconded by Newberry, that his resignation be accepted and that a letter be directed to Mr. Webb with regrets and commending him for his faithful service. Carried, all Councilmen present voting aye. Councilmen absent: none. XApplication of Mrs. Bette W. DeHaven, deputy City Treasurer ,spand Tax Collector for nine years, for the position of City Treasurer and 5- Tax Collector, said vacancy caused by the resignation of Mr. Asa R. Webb. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2461 be adopted (& appointing Mrs. Bette W. DeHaven as City Treasurer and Tax Collector for the unexpired term of Mr. Asa R. Webb. County Warrant No. 149590A,for tax sale No. 2385, warrant no. 149591A far tax sale no. 2390 and warrant no. 149592A for tax sale no. 4 -2409, submitted by City Clerk Dale Smith. Moved by Newberry, seconded by ehristman, that RESOLUTION NO. 2462 be adopted, accepting the county CI, warrants and authorizing the adjustment by the proper officers. 'Request of Concrete Ship Constructors for a street light at 19th St and McKinley Avenue read. Communication from San Diego Gas and Electric Company to Mr. James A. Bird regarding the request of the Concrel Ship Constructors for a light at 19th and McKinely, read. Moved by Cordingly, seconded by Fritz, that the matter be referred to Chief Bird to confer with Concrete Ship Constructors. Carried, all Courfoilmen present voting aye. B,J,3auteresux, Sup't of Recreation, reported that the County Council of the U.S.O. voted to extend financial assistance to National City until end of fiscal year or Oct. 1, 1943 for the Federal Recreation Buildi ng. /Upon the matter of the five fire hydrants in Housing Project # 1, Olivewood, it was moved by Fritz, seconded by Newberry, that the installation be authorized under the supervision of the Fire Chief. Carried, all Councilmen present voting aye. Councilmen absent: none. War Contract with the Eleventh Naval District for the sewer ab services for the Destroyer Base submitted. Moved by Christman, seconded b Cordingly, that RESOLD LON NO. 2464 be adopted, authorizing the contract en the same terms as previously. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 466 'Upon the request of City Clerk Dale Smith for the employment extra of Mrs. Mary Lesh as afdeputy in the Clerk's office at $ 5.00 per day, instead of It 4.50, it was moved by Cordingly, seconded by Fritz, that Mrs. Lesh be paid 5.00 per day. Carried, all Councilmen prevent voting aye. Councilmen absent: none. City Attorney Burch recommended the cancellation of the taxes yW f on the Housing Projects as requested by the Federal Government.
