A regular meeting of the City Council called to order by the Mayor.
Councilmen present: Christman, Cordingly, Fritz, Thatcher. Councilman
Newberry absent.
Administrative officials present: Knapp, Ireland, Finnerty,
Gsutereaux, Simpson, Bird, Campbell, DeHaven and Lamb.
Chairman of the Board of Supervisors David W. Bird, present.
Capt. Campbell introduced Mr. Gene Ratelle who is to be the Acting
City Attorney in the place of Mr. Robert Burch, Jr., who resigned.
Minutes of the previous meeting read and approved.

Moved by Cordingly, seconded by Christman, that the bills be allowed
and warrants drawn for same. Carried, all Councilman present voting aye
on roll -call. Councilmen absent: Newberry.
Mr. Cuniff present request&ng the City Council to have the ordinance
providing for the keeping of dogs off the streets except on lesh,
enforced to aid in the preservation of the Victory Gardens.
"Mr. A. Call present requesting a Veterans license for the peddling
of cards and pictures to the business houses only. After examination
of credentials, City Attorney advised the granting of the license. Moved
by Fritz,seconied by Christman, that the license collector be instructed
to issue Mr. Call a free license. Carried, all Councilmen present voting
aye. Councilmen absent: Newberry.
4ritten request from Mr. Ralph Ellis fcr a permit to run a card
room 18 West 8th Street, read. Chief of Police stated no objections by
the police department. Moved by Christman, seconded by Fritz, that the
matter be laid over until the next meeting. Carried, all Councilmen
present voting aye. Counci]men absent: Newberry.
/Written request of D.C.Neary for a refund of $ 6.40 on an improve-
ment erronously a=sassed to the S 65' of Lot 3, Thelen's Resub of 10
Acre Lot 1, * Sec. 155, Nat'l Ro, Moved by Cordingly, seconded by Fritz,
that RESOLUTION NO. 2467 be adopted, authorizing the refund to Mr. Neary.

?r. R.S.Seabrnok, Managing Partner, Concrete Ship Constructors,
present regarding the proposal of the City Council to lease the area
used as a perking lot for one cent per square foot. He asked the Council
to rescind their proposal as the Maritime @ommission does not favor the
paving of rental on this area and might result in the condemnation of
this area. Moved by Cordingly, seconded by Fritz, that the matter be
laid over until the next meeting. Carried, all Councilmen present v oting
aye. Councilmen absent: Newberry.
`tBond of City Treasurer Bette W. DeHaven, approved by the City
Attorney as to form, presented. Mimed by Fritz, seconded by Cordingly,
that the bond be accepted. Carrie d, a 11 Councilmen present voting aye.

4CoTmnunication from La Von H. Ward regarding the destruction of the
Victory Gardens by dogs running at large and asked that something be
done. Cheif of Police stated that the complaint has been checked by
the Pnundmaster.
Moved by Cordingly, seconded by Fritz,that the following delinquent
taxes be accepted without the seven percent interest and the dancellatioi
fee:

Resolution of t hs-Board-of Supervisors-0dopted April 12, 1943,
relative to persons committed to the Industrial Farm by City Courts
read and referred to the City Judge.
War Contract for the sweeping of the Destroyer Base read. Street
Sup't Finnerty recommended a raise in the price. Moved by Fritz,
seconded by Christman, that the contract be referred to the City Attorney
Carried, all Councilmen present voting aye. Councilmen absent: Newberry.
N✓Bonds and quit claim deed from Frank Faust on certain property
adjacent to the Park on the south filed by City Attorney. Moved by
Christman, seconded by Fritz, that these bonds be filed with the City
11 Clerk. Carried, all Councilmen present voting aye. Councilmen absent:
Newberry.
4/Request of City Treasurer Bette W. DeHaven for the appointment of
Miss Cleone Rasmussen as deputy City Treasurer and Tax Collector at the
monthly salary of $ 135.00 effective April 15, 1943. Moved by Christman,

the appointment of Miss Cleone Rasmussen as deputy City Treasurer and
Tax collector. Carried, all Councilmen present voting aye on roll -call.

Lesh as deputy City Clerk tt nd Assessor at the monthly compensation of
135.00 as of April 15, 1943. Moved by Cordingly, seconded by Fritz,
0 that RESOLUTION NO. 2470 be adopted, authorizing the appointment of Mrs.
Mary Lesh as deputy City Clerk and Assessor at 0 135. per month, as of
April 15, 1943. Carried, all Councilmen present voting aye on roll -call.

authorized to contact our representatives in Sac ramento on all legis-
lation as recommended by the League of California Cities. Carried, all
Councilmen present voting aye. Councilmen absent: Newberry.
/Moved by Frtiz, seconded by Christman, that the City Attorney be
instructed to -prepare the ordinance calling for the hearing on the
closing of portion of 24th Street at the National City Dehydrating
Plant. Carried, all Councilmen present voting aye. Councilmenabsent:
Newberry.
✓James Bird, Coordinator of 2ivilian Defense, requested the
permission of the City Council to purchase an used truck for 0 200 from

the Qualitee Dairy Company and tb-sell the old -Chevrolet as it is not
big enou -t to curry the fire- equipmeait. -Moved-by Cordingly, seconded by
Fritz, that Chief Bird be -authorized -to -purchase the truck and to s eau
the old one. Carried, all Councilmen present voting aye. Councilmen
absent: Newberry.
