Councilmen absent: none. 4 City Tax Collector Bette Denaven, requested a refund of taxes paid by Andra Lindsay in the amount of $ 11.92 and by Mrs. Sam J. Huller in the amount of $ 14.40 as these amounts were paid in error. Moved by Newberry, seconded by Cordingly, that RESOLUTION N0. 2498 be adopted, authorizing the refunds. Carried, all Councilmen present voting ays on roll -call. Councilmen absent: none. %/Communication from Floyd Finnerty; Sup't of Streets, requesting -7%. the creation of a sewer department and the appointment of Runles Mosley as foreman of said department at the monthly salary of $ 180. per. Moved by Cordiggly, seconded by Christman, that RESOLUT ID N N0. 2499 be adopted, authorizing the increase of $ 10 per month to Runles Mosley / effective August 15, 1943. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. if Report of the Traffic Commission and submitted the following recommendations: / 1. That parallel parking be enforced on all streets in the City. ' 2. That a loading zone be established near center of the block on the west side of National Avenue between 8th and 9th streets. ✓ 8. That there be no parking in the alley between National and A Avenue from 7th to 9th Streets. 4. That adequate police protection be maintained at all times in the business district. ✓ 5. That no U turns be permitted on National Avenue from 7th to 9th streets inclusive. Upon recommendation No. 1- parallel parking- it was moved by Newberry, that all East and West Streets be parallel and all North and South Streets be diagan®1 parking. Motion lost for want of a second. Moved by Christman, seconded by Newberry, that RESOLUTION N0. 2500 be adopted, authorizing the employment of one man to the police department at the salary of $ 160 per month to enforce the one hour parking zone and that parallel parking be laid over until the next meeting. Carried, a 11 Councilmen present voting aye on roll -call. Councilmen absent: none. Upon recommendation no. 2- loading zone on west side of National Ave / bepween 8th and 9th streets- it was moved by Christman, seconded by Fritz, that tle street departmeht paid a 20 foot loading zone in center of block. Carried, all Councilmen present voting aye. Councilmenabsent: none. 505 I 01 Upon recommendati on-no.-3- no parking in•alley-between National Ave and A Avenue from 7th--to 9th Streets-, moved by -Newberry, seconded by Cordingly, that the -City -Attorney draw an-ordinance:prohibiting alley parking between-National--and-A Avenues from-7th-to•9th•streets, except for loading and unloading. -Carried, all Councilmen present voting -aye. Councilmen absent: none. Petition of Mrs. Catherine H. Jansen and Mr and Mrs! Sohn W. Shores to close the 101 alley in Irving Place read. Moved by Newberry, seconded by Christman, that the petition to referred to the Planning Commission. Carried, all Councilmen present voting aye. Councilmen absent: none. Grant Deed from the Masonicr,Temple Association on the lots in the Loziers Sub submitted. Moved by Christman, seconded by Fritz, that the grant deed be referred to the City Attorney. Carried, all Council- men present voting aye. Councilmen absent: none. Moved by Newberry, seconded by Christman, the heading only be read. Carried, all Councilman present v oting aye. Councilmen absent: none. - City Clerk Smith read the heading of Ordinance of Intention No.' 698. Moved by Fritz, seconded by Newberry, that ORDINANCE OF INTENTION NO. 698, declaring the intention to close anal vacate the alley in block 1 of Da.Loziers Sub of 10 Acre lot 11, * See. 154, Nat'l Ho and those portions of 4th, 5th and 6th streets lying between the westerly line of Wilson Avenue and the westerly right-of-way line of the S.D.84A E. Ry. Company right of way and calling a public hearing for 7:30 PM on the 7th day of September, 1943, be adopted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'Y ORDINANCE NO. 699 prohibiting parking on Harbor Drive from the northern City limits and southerly aide of 8th Streets, presented f or final passage. Moved by Newberry, seconded by Cordingly, that the Le heading only be read. Carried, all Councilmen present voting aye. City Clerk Dale Smith read the heading. Moved by Newberry, seconded by Cordingly, that ORDINANCE NO. 699 entitled, "An ordinance prohibiting stopping, parking, or loitering on certain portions of Harbor Drive , between the northern City Limits of National City and the so:therly side of 8th street produced westerly, in the City of National City, California, be adopted. -Carried, all dounciltien present voting aye. 506 1 1 Councilmen absent: none. Application of R.B.Gannon for a show shine stand in front of his place of business at 808 National Avenue, read. Moved by Newberry, seconded by Cordingly, th at a letter be sent to Mr. Gannon that permission cannot be granted to conduct a business on City sidewalks. Carried, all Councilmen present voting aye. Councilmen absent: none. / C.B.Ireland, City Engineer, submitted a letter from the Federal Works Agency regarding the completion of the Kemper contract, read. Moved by Newberry, seconded by Fritz, that the letter be referred to the City Attorney. Carried, all Councilmen present voting aye. Council- men absent: none. Communication from Mrs. Sadie Brothers regarding the weeds and trees en the 5 lots south of her property on Highland Avenue, read. Chief Bird stated that the trees will be trimmed and that no fire hazard exists. Moved by Christman, seconded by Fritz, that the letter be filed. Carried, all Councilmen present voting aye. Councilmen absent none. X Statement from Crowell Eddy, County Assessor, of the valuation on the Olivewood Terrace Housing Authority, read and ordered filed. Decision No. 36477/in the matter of the application of the A.T. & S.F.Ry Company to construct, maintain end operate a spur track at grade in and along Cleveland Avenue and across 13th and 14th Streets, in National City, granting permission by the Railroad Commission, read and ordered filed. Report of the Planning Commission on the hearing on the petition of Mr. J.W. Anderson for a zone exception on lots 13 to 17 inc., block 2 of Kimballs Subd and recommending a denial; alsa recommending that the petition of Mrs. Mar$orie M. Barrett, owner of the S 140' of the E 155' of 10 Acre lot 5, * Sec. 152, Nat'l Ro, for a set -back variance from 10 to 7 feet on 29th street, be granted. Moved by Fritz, seconded by Newberry, that the report be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. City Counoil opened the meeting for a discussion by interested parties on the Anderson petition. Appeal of: JAW. Anderson on the decision of the Planning Commission, read. Moved by Fritz, seconded by Newberry, that the petition of S.W. Anderson be referred back to the Planning Commission for a re -hearing. Carried, all Councilmen present voting aye. Council- men absent: none. 507. Upon the petition of Mrs. Marjorie M.-Barrett for a' set -back variance, it was moved- by -Fritz, seconded by-Cordingly, that her petition be granted. Carried, all "ouncilmen present voting aye. Councilmen absent: none. League of California Cities legislative bulletincregarding tax delinquent lands and jay -walking ordinance submitted. Moved by Newberry seconded by Christman, that the bulletin be referred to the City Attorney. Carried, all Councilmen present voting aye. Memorandum of RESOLUTION NO. 2502, approving the First Supplemental/Agreement for expenditure of the 4 Cent gas tax allocated for state highways and authorizing the Mayor of sign the same on behalf of the City, presentee Moved by Newberry, seconded by Cordingly, that the resolution be adopted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. r Councilman Cordingly excused. C.B.Ireland, City Engineer, reported on the matter of the drainage at the fbot of 13th Street at west side of Cleveland to 8th Street, and stating that the cost to the City will be around $ 5,000. Moved by Fritz, seconded by Christman, that the matter be referred back to the Santa.Fe stating that the City does not have $ 5,000 available to spend on the project. Carried, all Councilmen present voting aye. Councilmen absent: Cordingly. / City Attorney submitted a check from the U.S. Government in the amount of $ 2.00 in payment of the condemnation of the Park land for the Federal Recreation Building and recommmending the acceptance of same Moved by Newberry, seconded by Fritz, ih at the check be accepted. Moved by Newberry, seconded by Fritz, that the ordinance on non- conforming uses, presented by the City Attorney, be referred back to the City Attorney. Carried, all Councilmen present voting aye. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. c2504 be adopted, approving the employment of Eugene Brick as recreation � gs 1141 leader in the City Park from the lst of July, 1943 at the monthly compensation of $ 200. per. Moved by Newberry, seconded by Christman, that the City Attorney try to get the District Attorney's office to represent the people in the bus crash case which has been allowed a change of venue to San Diego. Carried, all Councilmen present voting aye. Councilmen Cordingly, absent. Councilman Newberry requested the City Council fbr an endorsement of the Navy Mothers Club to help in their plan to obtain a Hostess House. Moved by Newberry, seconded by Christman, that the Mayor be authorized to sign a proclamation endorsing the Navy Mothers Club of National City. Carried, all Councilmen present voting aye. Councilmen absent, Cordingly. Upon the request of the City Clerks department, it was moved by Christman, seconded by Newberry, that Mrs. Lilly Cairns be employed to August 15, 1943 at the monthly compensation of $ 100. per. Carried,all Councilmen present voting aye. Councilmen absent: Cordingl; Mayor Thatcher appointed the following committees: ' Finance and Accounts: Fritz, chairman, Newberry and Christman.
