A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Smith, Ratelle, Finnerty, Bird,
Kanpp, Campbell, Gautereaux and Lamb.

Moved by Newberry, seconded by Cordingly, that the bills be allowed and
warrants drawn for same. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
Minutes of the regular meeting of August 3, 1943, read and
approved.
/ Notice from the Atchison, Topeka and Santa Fe Railway Company
by R.D.Pierson, Regional Engineer, returning the lease agreements and
franchise for the wye track and mole pier, stating that the description:
in the documents do not conform with the outline of the area leased as
shown on their maps and requesting additional footage. Moved by Newberry
seconded by Cordingly, that the communication be referred to the City

Engineer for a report at the next meeting. Carried, all Councilmen
present voting aye. Councilmen absent: none.
i Communication from Al Graf regarding the lease forothe lots for
Sector Post # 8 read. Moved by Fritz, seconded by Newberry, that the
matter be referred to the City Attorney and the Civilian Defense
Coordinator. Carried, all Councilmen present voting aye. Councilman
absent: none.
Any Clerk Dale Smith submitted $ 143.12 in delinquent taxes to
be accepted without the seven percent interest and the cancellation fee.

accepted and the proper officers be authorized to make the necessary

Eller, secretary, regarding the City Council filing an application for
the new Federal allottn nt for the financing of the U. S.O Building
and submitting the budget for same. Moved by Fritz, seconded by
Cordingly, that the Mayor be authorized to s ign the new applications.
Carried, all Councilmen present voting aye. Councilmen absent: none.
kiStatment of the City Clerk to the Board of Equalisation of the
assessed values for 1943 submitted. Moved by Newberry, seconded by
Fritz, that the report be accepted and filed. Carried, all Councilmen
present voting aye. Councilmen 9bsent: none.
j�Duly executed copy of the agreement with the San Diego Gas and
Electric Company for the installation of three lights on 19th Street
at Cleveland, Harrison and Arthur Streets submitted and ordered filed.
-Off Sale Beer and Wine license application of Georgia Stolebarger
2140 National Avenue, submitted. No objections by Chief Snapp.
Application ordered filed.
.k,Report of the County Health Department on the -water sample taken
from the Municipal Pool, read and ordered -filed.
%/Upon the application of R.B.Gannon for permission to have a shoe
shine stand on the side walk in front of 808 National Avenue, it was
moved by Newberry, seconded by Fritz, to rescind the action taken on
August 3, 1943 and grant a revocable permit under the direct super-
vision of the police department. Carried, all Councilmen present
voting aye. Councilmen absent: none.

2505 be adopted, granting a permit to Concrete Ship Constructors

1'RESOLUTION NO. 2506 submitted by the City Attorney accepting the
sewage pumping plant and outfall line designated as the National City
Sewage Pumping Plant and Outfall Line from the Federal Works Agency,
Defense Public Works Division, read. Moved by Newberry, seconded by
Cordingly, that the resolution be adopted. Carried, all Councilmen
present voting aye on roll -call. Cound lmen absent: none.
Ordinance prohibiting parking in alley between National Avenue
and A Avenue from 7th to 9th Streets submitted by the City Attorney
for the first reading. City Clerk Dale Smith read the ordinance. Moved
by Fritz, seconded by Cordingly, that the ordinance be introduced and
laid over, under the rules and according to law. Carried, all Council-
men present voting aye on roll -call. Councilmen absent: none.
Ordinance prohibiting jay -walking withhthe City of National City
submitted by the City Attorney. Moved by Newberry, seconded by Christen;
that the ordinance be referred to the Traffic Commission for designa-
tion of the streets to be affected. Carried, all Councilmen present"
voting aye. Councilmen absent: none.
question of a title search on the property purchased from the
Masonic Temple Association discussed. Moved by Fritz, seconded by
Newberry, that the City order a title search and pay for same. Carriedl
all Councilmen present voting aye. Councilmen absent: none.
In the matter of the annexation of portion of Bahia Vista so that
itr,may be served by the City sewers under the same agreement as the
rest of the Housing project, it was moved by Fritz, seconded by
Newberry, that the proper authorities be notified that the City is in
favor of taking in a portion of the Bahia Vista Subdivision and that -
the City Attorney be instructed to draft the communication. Carried,
all Councilmen present votingaye. Councilmen absent: none.
/ City Attorney Ratelle reported on the two comprehensive insurance
policies and explained the differences. Action laid over until the neat
regular meeting.

authorized to sign the applications for the war risk insurance. Carries

Shier Knapp requested the Sim appointment of Henry Bolen as

✓ Civilian Defense Coordinator Bird requested that the Mutual Fire
Aid Agreement as outlined by the State War Council be signed by the
City. Moved by Newberry, seconded by Fritz, that the Mayor, the
Fire Commissioner and tree Fire Chief be authorized to sign the Mutual
Fire Aid Agreement for the City of National City. Carried, a 11 Council.
