Councilmen present: Christman, Cordingl y, Fritz, Newberry and Thatcher. Counc ilnen absent: none. Administrative officials present: Lamb, DeHaven, Finnerty, Bird, Campbell, Knapp, Ratelle, Ireland and Gautereaux. Minutes of the regular meeting of December 7, 1943, read and approved. Bills audited by the Finance "ommittee presented: General $ 726.84 Street Imp 319.89 Park M & I 16.14 0.C.D. Fund 3.59 Total ' 1,066.46 Moved by Christman, seconded by Newberry, that the bills be al bred a nd warrants drawn for same. Carried, all councilmen present voting aye. Councilmen absent: none. ommunicati on from Geo. E. Irey, District Manager, San Diego Gas and Electric Company submitting information on tlr street lighting on East 8th Street between A Avenue and Highland, stating that to improve the lighting on this street, an increase to either a 250 C.P. or 400 C.P. from the present 100 C.P.lamps could be made. Moved by Newberry, seconded by Bordingly, that the lights be increased from 100 C.P. to 400 C.P.Lamps. Carried, all Councilmen present toting aye on roll -call. Councilmen Absent: none. `Application for County Sale No. 2978 for $ 10.00 on lot 11, block 4, 10 Acre lot 8, Sec. 154, N ational Rancho.. presented. After discussion of bonded indebtedness and tax liens against the property, it was moved by Fritz, seconded by Christman, that RESOLUTION NO. 2556 be adopted, protesting the sale at $ 10, and setting the minimum bid acceptable by the City at $ 25.00. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Sealed bids dor the furnishing of electric current for the lighting of District vo. 1 and the maintenance of poles, conduits and etc submitted, and opened. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2557 be adopted, accepting the bid of the San Diego Gas .nd Electric Company and authorizing the Mayor and the City Clerk to enter into a contract. Carried, all Councilmen present voting aye on roll -call. Moved by Christman, seconded by Fritz, thst the petition be referred to tir Federal Rousing Authority by City Engineer Ireland. Carried, all Councilmen present voting aye. Councilmen absent: none. Notification of application for transfer of on -sale beer and wine and on -sale distilled spirits from Wilbur I. Clark and Thomas E. Neary to E. Friednash dba Tahiti Cafe, read and ordered filed. ✓Communication from the Division of Highways to City Engineer Ireland relative tc the traffic signals and requesting the City to procure letter of sipport from the Commandant of the Destroyer Base, the Rohr Aircraft, Solar Aircraft and the Ship Constructors. City Clerk reported that the request had been sent to the Solar Aircraft, Rohr, Ship Constructors and the Commandant of the U.S.Naval Repair Base. / `Written request of the Chief of Police for the revocation of a Pool room and Card room license issued to Mr. Walter Mark at 1804 McKinley Avenue due to violations of the City Ordinance. Moved by Newberry, seconded by Cordingly, that the license be revoked. Carried, all Councilmen present voting age. Councilmen absent: none. ✓.Annual subscription for the San Diego -California Club of ? 30. submitted. Moved by Fritz, seconded by Cordingly, that the subscription be paid. Carried, all Councilmen present voting aye. Councilmen absent: none. 0 555 4/Report of the Traffic Commission recommending that the traffic ordinance as redrawn be adopted, also stating that of the two parking meters presented so far, the Mark -time meter is the better meter. Moved by Newberry, seconded by Fritz, that the report of the Traffic Committee be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. Moved by Christman, seconded by Fritz, that the ordinance be introduced and laid over, under the rules and according to law. Carried, by the following vote to -wit: Ayes: Councilmen Christman, Cordingly, Fritz, Thatcher. Nayes: Councilman Newberry Absent: none. `1City Clerk submitted an offer of the United States of America relative to recreation facilities pro iect 4-M-181 extending the period of opetations to November 30, 1943. Moved by Newberry, seconded by V 7 Fritz, that RESOLUTION NO. 2560 be adopted, authorizing the proper officers to sign the necessary papers accepting the offer. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none Communication from the Federal Works Agency relative to the sewer facilities lease, submitted. Moved by Fritz, seconded by Cording' the matter be laid over until the next meeting. Carried, all Councilmen present voting aye. Councilmen absent: none. Completed survey of Olivewood No. 1 housing unit by the National Housing Agency, Federal Public Housing Authority on the assessed values of the project and submitting the final figure of 222,654. Concurrenc in this value reeuested unless not found to be satisfactory. Moved by Fritz, seconded by Christman, that the F.H.A. figures be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. ✓Resolution of the San Diego Water authority laid over. City Attorney Retells presented a resolution designating boulevaa stops in National City. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2561 be adopted, designating certain_ boulevard stops and loading zones in National City. Carried, all Councilmen present voting 556 on roll -call. Councilmen absent: none. /Cit y Attorney Batelle reported that Benny Gray's attorney will file a quiet title suit. Being no further business, it was moved by Cordingly, seconded by Fritz, the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
