Councilmen present: Christman, Cordingly, Fritz, Newberry and Thatcher. Councilmen absent: none. Administrative officials present: Campbell, Burch, Smith, Lamb, Ireland, Finnerty and Knapp. and Gautereaux. Minutes of the regular meeting of January 19, 1943, read and approved. Bills audited by the City Council presented: General Fund $ 2,166.71 Street Imp 206.00 Park M A I 39.66 0.C.D. 3.09 Light Dist # 1 32.65 total $ 2,448.11 Moved by Newberry, seconded by Newberry, seconded by Cordingly, that the bills be allowed and warrants drawn for same. Carried, all Council- men present voting aye. Councilmen absent: none. !(Notification of Alcoholic Beverage license application of Anthony T. Procopio dba 66 Cafe, transfer from Burton T. Moores, read. No objections by the Chief of Police. Ordered filed. 1, '(Acknowledgement of receipt of application submitted by the City of National City requesting Federal funds in the amount of $ 11,340 to assist in the Maintenance and operation of recereation facilities under provisions of the Lanham Act, being Project California 4-M-181, read and ordered filed. Request of Robert 0. Bates, fireman, for a leave of absence due to military call, read and laid over for recommendation of the Fire Chief. 'Communication from the llth Naval District requesting a permit for right-of-way across 4th Street. City Engineer Ireland recommended grating of same. Moved by Fritz, seoonded by Christman, that the matter be referred to the City Attorney for checking. Carried, all Councilmen present voting aye. Councilmen absent: none. 'Moved by Newberry, seconded by Cordingly, that the following delinquent taxes be accepted without the seven percent interest and the canwellation fee: second half of the McAllister Realty Co., the/1941 taxes on lots 8, 9, and 10, Block 53, City Plat $ 8.08 451 Carried, all Councilmen present voting aye. Councilmen absent: none. Two communications from the Federal Public Housing Authority in response to a letter from C.B.Ireland City Engineer, requesting plans and specifications of the sewer disposal system for the two housing projects in National City, as well as an agreement as to the operation and compensation for the use of the present system, stating that the plans and specifications would_be furnithed,salsoathat the Tax Analyst for the Federal Housing Authority would meet with the City Council to advise as to what payments will be made to the City. Letters referred to Mr. Ireland. /City Clerk Dale Smith submitted County of San Diego Warrant No. 4 117833 for $ 736.09 covering tax sale no. 1791 and County Warrant No. n� eRe 117834 for $ 47.79 covering tax sale no. 2070. Moved by Fritz, seconded by Cordingly, that RESOLUTION NO. 2447 be adopted, accepting the warrants as the pro-rata share of the above numbered tax sales. Carried, all Councilmen present voting aye on roll -call. Councilmenabsent: none. /Dale Smith, City Assessor, reported that in block 287 of the City Plat, four tax -deeded lots were placed on the current roll and 9- requested permission to have same cancelled. Moved by Cordingly, seconded by Newberry, that RESOLUTION NO. 2448 be adopted, authorizing the cancellation of the current taxes against the four lots in Block 287, City Plat. Carried, all Councilmen present voting aye on roll -mall Councilmen absent: none. 'Bond and Contract with the San Diego Gas and Electric Company for the operation of the National City Lighting District No. 1, presented. Moved by Fritz, seconded by Christman, that the contract be accepted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'city Attorney Burch presented the bonds on the propergy south of the City Park which he was authorized to purchase from Frank Faust, „ City Council ordered them filed with the City Clerk. Mayor Thatcher reported that the Casa de salud is still requestini the use of the second ftbor of the old City Hall for recreational ,purposes. Councilman Christman stated that it should be of a temporary nature in case=theeCity could rent the space. Moved by Newberry, seconded by Fritz, that the Casa de Salud be allowed thernse of the second floor of the old City Hall for recreational purposes but that they must vacate on a 30 day notice from the City, and that all activities in there must be supervised. Carried, all Councilmen present 452 voting aye. Councilmen absent: none. '/Chief of Police Knapp requested the adjustment of the salaries of Patrolmen Kenneth Jones and Howard Harvey as they have completed their probation period. Moved by Christman, seconded by Cordingly, D �45 that RESOLUTION NO. 2450 be adopted, increasing the salary of Patrolman Kenneth Jones and Patrolman Howard Harvey $ 5.00 per month as of Feb. 1, 1943. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'Moved by Christman, seconded by Cordingly, that the department heads be at each regular City Council-- meeting or an authorized representative. Carried, all Councilmen present voting aye. Council- men absent: -none. Mr. Gautereaux, Supit of the Federal Recreation Building, asked the Council as to the policy to be followed in requesting U.S.O. aid for the building, Council decision that temporary aid should be asked until the application for Lanham Act funds is acted upon. Being no futher business, it, was moved by Cordingly,seconded by Fritz, that the meeting adjourn. Carried, all Councilmen present votin1 aye. 'ouncilmen absent: none.
