Councilmen present: Christman, Cordingly, Fritz, Newberry, Thatcher. Councilmen absent: none. r Administrative officials present: Campbell, Burch, Smith, Ireland, Knapp, Bird, Finnerty, Gautereaux and Lamb. Minutes of the regular meeting of February 2, 1943, read and approved. Bills audited by the City Council presented: $ General Fund $ 1,275.64 Street Imp 90.74 Paark M & I 8.22 0.C.D.Fund 218.69 Total $ 1,593.29 Moved by Cordingly, seconded by Fritz, that the bills be allowed and warrants drawn for same. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'Mr. Vincent DeLucia, verbally protested to the City Council the tax of 50 cents per week &nhts—trailer that he is living in until he can build his home as the weekly tax amounts to $ 26.00 per year tax on the property. City Attorney Campbell and Burch advised that the City Council could make no exception to the ordinance levying the fee. No action taken by the Council. L Communication from the Commandant, "1eventh Naval Disbrict, informing the City that it is the intention of the United States Government to file a Declaration of Taking in fee simple on that area of land, indicated as Parcels C, D and E on the attached map and stating that permits will be granted for any necessary public utilities D within the bounds of the subject areas. C.B.Ireland, City Engineer, submitted a letter for approval of the City Council, requesting ease- ments or permits for the trunk sewer lines located under the area being taken. Moved by Christman, seconded by Fritz, the the Mayor be authors ized to sign the letter. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. J Request of the Chief of Police Knapp for the appointment of J.A. Blocker as a Special Policeman to serve without compensation. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2451 be adopted, authorizing the appointment of J.A.Blocker as special Policeman to 454 servelwithout compensation. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ,Statement of Electric and Gas Revenue fortheCity of National City for the calendar -year 1942 subject to the Franchise under Ordinance No. 607, read and ordered filed. 4Communication from Thomas Whelan, District Attorney, relative to a meeting of ity Attorneys and legal representatives bf ether public agencies in the County of San Diego with Mr. Phil Swing, Water Counsel for the City of San Diego. Moved by Newberry, seconded by Fritz; that the City Attorney attend this meeting, Carried, all Councilmen present voting aye. Councilmen absent: none. ✓Certified copy of resolution adopted by the Board of Supervisors regarding the establishment off the Industrial Farm in San Diego County. Moved by Newberrry,seconded by Christman, the communication be referred to the City Judge. Carried, all Councilmen present voting aye. Council- men absent: none. Communication from Congressman Ed V. Isaac acknowledging wire regarding the tidelands, and stating that a representative of the Maritime (commissions office in San Francisco would call on the City within the week or so. Mayor Thatcher authorized to answer Mr. Isaac. "Copy of aletter to the Commandant of the 'eleventh Nasal Dis�rict granting permission to the United Stqtes Government to construct a roadway over Fourth Street between Wilson add Taft Avenues, read. Moved by Christman, seconded by Fritz, that the Mayor's signature be ratified Carried, all Councilmen present voting aye. Councilmen absent: none. 'Request of R.O.Bates, fireman first class, for a leave of absence due to military call, presented. Moved by Christman, seconded by <, Cordingly, that his request be granted. Carried, all Councilmen present voting aye. Councilmen absent: none Civilian Defense Co-ordinator James Bird on the matter of air-raid warden posts stated that the City has a tax title to lote:12, Block 2 of Kimballs Sub of 10 Acre lot 5, a Sec. 155, Nat'l Ro.- the SW corner of of 4th and D Streets- and that the air raid wardens want to move a smal: structure onto this lot to house their equipment and to be used as the Warden post for Sectbrn4. City Attorney advised that an agreement could be entered into with the owner of the building allowing him to move this structure onto the lot for temporary use. Moved by Fritz, seconded by Christman,that RESOLUTION NO. 2452 be adopted, granting p , a permit to 455 place a building on lot 12, Block 2 of Kimballs Sub -of 10 Acre lot 5, a Sec. 155, Nat'l Ron for--tempvvary-usei and -that the structure may be moved off if title changes. Carried, all Councilmen present voting aye,on roll -call. Councilmen absent: none ✓On the matter of the quiet title proceedings brought by Frank Faust on approximately 60 lots in National City, the City Attorney was authorized to negotiate with `r. Faust. JMoved by Fritz, seconded by Christman, that $ 2,000 be transferred from the Street Improvement Fund to the Civilian Defense Fund. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none Being no further business, it was moved by Cordingly, seconded by Fritz, that the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
