A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Smith, Campbell, Burch, Bates,
Ireland, Knapp, Finnerty, Gautereaux and Lamb.
Minutes of the regular meeting of December 15, 1942, read and
approved.

Moved by Cordingly, seconded by Fritz, that the bills be allowed and
warrants drawn for same. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
iRequest of 0.D.Riddle, 3511 Main Street, San Diego, for permissi
to move his house from 3511 Main Street, San Diego to 2106 E. llth
Street, national City, read. Chief Bird stated that be could not
recommend the granting of a permit to move this house as it does not
comply with the building code. Moved by Christman, seconded by
Cordingly, that Chief Birds decision be upheld. Carried, all Council-
men present voting ave. Councilmen absent: none.
B.B.Margolis, realtor of 6525 El Cajon Blvd., San Diego,
submitted a check in the amount of $ 37.87 in full settlement of all
delinquent taxes due on lot 25, block 3 of Paradena Park. City Clerk
reported that a flax deed to the City of National City was taken on
July 2, 1940. City Attorney Campbell advised that under the Tax
Ordinance of the City of National City, this property can only be
cleared by tax sale. Moved by Fritz, seconded by Newberry and : .
Christman, that the check be refused and that the Ctty Clerk notify
Mr. Margolis that he must proceed under the provisions of the tax
ordinance and apply for a tax sale of this property in order to clear
it. Carried, all Councilmen present voting aye. Councilmen abs8nt:

requested the Council to accept same to clear the property. Moved by
Fritz, seconded by Newberry, that the check be rejected and Mrs.
Skinner advised that she must cleqr the property by tax sale: Carried

Request of C.M.Frazier to move a house from 3695 Main Street,
San Diego to Lot 5, Block 2of National Ave Terrace., read. Moved by
Newberry, seconded by Fritz, that the request be referred to com_mitte
Carried, all Councilmen present voting aye. Councilmen absent: none.
`(Communication from James A. Bird, Fire Chief, recommending that
the California Water and Telephone uo., be notified to&discontinue
as of January 4, 1943, the fir) hydrant located at the northwest
corner of Second Street and Hoover Avenue, as it is now on iiavy
property and no longer accessible to the City. Moved by Fritz, second
ed by Newberry, that the City Clerk be instructed to Notify the Water
Company to discontinue the hydrant. Carried, all Councilmen present

Resolution and report of the County Grand Jury relative to the'
pinball machines as submitted by the District Attorney's office, read

Chief of Police. Carried, all Councilmen presend voting aye. Council-

Petition of the City Employees for consideration by the Council
of a readjustment of the salary schedule, rgad. Moved by Christman;'
seconded by Newberry and Fritz, that the department head and one
employee from each department be requested to be at a meeting with"thi
City Council on January 12, 1943. Carried, all Councilmen present
voting aye. Councilmen absent: none.
From the Compensation Insurance Fund executive office in San
Diego, a copy of the permanent disability rating for Runles Mosley
from the injury reset ved on February,.l6, 1942;'read and -ordered file(
,, Copy of an order of the Industrial Accident Commission approving
compromise and release in the case of Chauncey A. Noble, employees,
read and ordered filed.
J Triplicate copies of the Memorandum of Agreement with the
Division of Highways for the maintenance of the Streets of Major
Importance, submitted. Moved by Newberry, seconded by Fritz, that
RESOLDTION NO. 2435 be a dopted, authorizing the Mayor to sign the

the agreements. Carried, all Councilmen present voting aye on roll -
call. Councilmen -absent: none.
.Communication from the Federal Works Agency to Mr. C.B.Ireland
City Engineer, notifying him that the Federal Government has increases
the allottment for the sewer work to $ 125,000, read and referred
back to Mr. Ireland.
Copy of a letter to District Attorney Whelan telative to the
preparation of proper papers for the allocation of County Gas Tax -
Funds for the maintenance of certain City Streets in National City,
read and ordered f filed.
/Report of the committee appointed to °onside* the location of
air raid warden posts submitted, and is as follows: It is the opinion
of the committee that such posts are necessary, but that the same
should not be built by the City and recommending that the Air Raid
Warden Posts be established by the Air:Raid Wardens and the Office
of Civilian Defense bear the cost- telephones and nominal rent for
same- for the duration. Moved by Newberry, seconded by Thatcher,
that the report be accepted. Carried, all Councilmen present voting
aye. Councilmen absent: none.

of Civilain Defense be authorized to establish the posts, authorize
nominal rent and telephones. Carried, all Councilmen present voting

delinquent taxes be accepted without the sdven percent interest and
the cancellation fee:

Matter of the check of the Concrete Ship Constructors for part
payment of their current taxes, submitted by the City Clerk. Moved
by Newberry, seconded by Christman, that the matter be referred to tb

Request of John F. Neary for a permit to run a pool and card
room at 1804 McKinley Avenue, read. Moved by Christman, seconded by
Cordingly, that the permit be granted If the building is approved by
the Health Department. Carried, all Councilmen present voting aye.
Councilmen absent: none.
X Notice from the National City Library Board of Trustees of the
resignation of Reverend Mr, Paul Jones and requesting the appointment
of the Rev. Mr. A. Watson Brown. Moved by Cordingly, seconded by
Newberry, that Rev. Mr. Paul Jones resignation be accepted with
regret and that Rev. Mr. A. Watson Brown be appointed to t he Board.

J( Communication from the Paradise Valley Sanitarium submitting the
first payment on the sewer contract and expressing their appreciation
for,the consideration on the part of the City Council, read and
ordered filed.
Communication from the United States Engineer Office relative
to the proposed dredging and fill, Destroyer Base, National City,
California, and asking to be advised if the City has no objections
to the work. Moved by Christman, seconded by Cordingly, that the
letter be referred to the City Engineer Ireland for answer. Carried,
all Councilmen present voting aye. Councilmen absent: none.
Communication from the Co-ordinating Defense Council regarding
assistance for the recmt#ional program by Federal Funds or the U.S:O:
Moved by Newberry, seconded by Cordingly, that the matter be referred
to the City Attorneys Office for checking. Carried, a 11 Councilmen
present voting aye. Councilmen absent: none.
.(Communication from the Commandant, llth Naval District, stating
that in the procedure to acquire title to certain lands in National

City, portions of 4th, 5th and 6th-Streets between -Wilson -Avenue -and
the San Diego end Arizona Eastern Railway Company's right of way were
not included and requesting the City to institute proceedings to close
these streets. Moved by Newberry, seconded by Fritz, that the City
notify the commandant that due to the fact that the procedure will
take 90 days, plus cost of posting and publications, the City Council
feels that the acquiring of title to this property could be expedited
by Government action and with no cost to the City. Carried, all
Councilmen present voting aye. Councilmen absent: none.
JSeale d bid of the National Motor Sales Company submitted
pursuant to the advertising for bids for one prowl car for the police
1- department. Being no other bids submitted, it was moved by Fritz,
seconded by Newberry, that RESOLUTION NO. 2437 be adopted, accepting'
the bid of the National Motor Sales Company. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.

Moved by Fritz, seconded by Cordingly, that RESOLUTION NO. 2438 be
aopted, accepting the county checks. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
J(Mr. A.M.Bowers present requesting a letter of recommendation
from the City Council to file with his application to the Railroad
Commission for a franchise for bus service to the Lincoln Acres area.
Chief of Police Snapp stated that here has been no trouble with Mr.-
Bowers and that he has had no accidents. Moved by Newberry, seconded
by Cordingly, that RESOLUTION NO. 2439 be adopted, authorizing the
Mayor to sign a letter of recommendation from the City Council for.
M. Bowers and approving the expansion of his bus service. Carried,
all Councilmen present voting aye. Councilmen absent: none.
)(Great American Indemnity Company, New York, policy for Public
Liability and Property Damage on various City cars, approved as to
form by the City Attorney, ordered filed.

Request of Fibiger-Hudson and Company for a release on an
account payable of the National City Motors Company, presented. Moved
by Cordingly, seconded by Fritz, following a recommendation of the
City Attorney, that it be returned not signed. Carried, all_Council-
men present voting aye. Councilmen absent: none.
/City Attorney Burch submitted a check for $ 400. as settlement
of the quiet title suit with the City Properties. Moved by Newberry,
seconded by Cordingly, that the check be accepted. Carried, all
Councilmen present voting aye. Councilmen absent: none.
City Attorney Burch reported that the purchase of the bonds
from Frank Faust on the lands adjacent to the Park is ready to be '-
completed. Moved by Fritz, seconded by Newberry, that a warrant in
the sum of $ 348.80 be drawn in favor of Frank J. Faust for the
purchase of certain bonds. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
Moved by Fritz, seconded by Christman, that the City Attorney
be authorized to contact Mr. Levi for a quit claim deed on three lots
in the area adjacent to the City Park on the south. Carried, a 11
Councilmen present voting aye. Councilmen absent: none.
Committee on the revision of the local license ordinance
reported that they recommend no general change in the ordinance at th
present time with the exception of the license tax on circus and
bowling alleys, in each case an increase in license, the circus to
$ 25.00 per day and the bowling alley to $ 1.00 per eyonth or $ 3.00
per quarter per alley.

read of an ordinance amending Ordinance No. 633 providing for the
system of license in National City. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
