Administrative officials present• Smith, Bird, Ireland, Lamb, Gautereaux, Snapp. City Employees present: Boulette, Mosley, Diffenbaugh and Noble. Minutes of the regular meeting of January 5, 1943, read and approved. Minutes of the regular adjourned meeting of January 12, 1943, read and approved. Bills audited by the City Council presented: Moved by Cordingly, General Pang $ Street Imp Fund Park M & I Fund 0.C.D. Fund Dist # 1 Fund 1,691.92 141.41 34.57 1,188.52 32.65 Total $ 3,089.07 seconded by Fritz, that the bills be allowed and warrants drawn for same. Carried, all L'onncilmen present voting aye on poll -call. Councilmen absent: none. Moved by Cordingly, seconded by Newberry, that the following delinquent taxes be accepted without the seven pdreent interest and the cancellation fee: �Geo. M. Cannone the 1939 and 1940 taxes on Block 102, City Plat, inc vac st and alley $ 47.01 'Southern Title and Trust Company, the 1940 taxes on the W 42' of E 165' of N 231' of NEI of SWt of SE* of * Sec 105, Rancho de la Naci on $ 6.31 Carried, all Councilmen present voting aye. Councilmen absent: none. Notification of Alcoholic,iBeverage License application of Earl S. Hayden dba Duck Pond, read and City Clerk instructed to mail this to the County Board of Supervisors as it is in the County. Communication to James A. Bird, Building Inspector, from the National School Distridt by James H. Rusk, District Superintendent, requesting permission to move several wood frame structures from the school locations on Sixth Avenue and Sixteenth Streets to Lincoln Acres and Highland Avenue schools. Building Inspector Bird requested the appointment of a special committee of the City Council members to consider 447 } this request. Beloved .by Newberry, seconded -by Cordingly; that- the Mayor appoint this committee to -work -with the-School-Board•on-this request. Carried, all Councilmen present voting aye. Councilmen absent: none. City Attorney Burch arrived. -4eport of the National City Planning Commission on the petition of Mrs. Dorothy:;Williams for a special permit to conduct a rooming and boarding house at 637 East 2nd street, recommending that a special permit be granted for a period of one month, saidpermit being renewable for one month periods by application for same to the Police department; perms' by Police department bo be denied if business causes complaints and said reneable permit to end at expiration of Mrs. Williams present lease. Moved by Cordingly, seconded by Newberry, that the report be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. Moved by Newberry, seconded by Christman, that RESOLUTION N0. 1y_ 2444 be adopted, granting the special permit to Mrs. Dorothy Williams 9Y --as recommended by the Planning Commission. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. It Off Sale Beer qnd Wine license application by Gonzalo Estudillo dba Estudillo Grocery Store, read. No objections from the Chief of Police Notification ordered filed. Juin Ordinance amending Ordinance No. 633 entitled "An Ordinance Amending Ordinance No. 633 of the Ordinances of the City of National City, passed and adopted by the City Council of said City, on Novenber 15, 1938 by adding Sections 8i• and 83/4., given second reading by the City Clerk. Moved by Newberry, seconded by Fritz, that ORDINANCE N0. 695, licensing circus and bowling alleys, be adopted. Carried,a 11 Councilmen present voting aye on roll -call. Councilmen absent: none. ✓Suggested resolution on the administration of the Victory Tax as submitted by the League of California Cities, presented. Moved by Newberry, seconded by Fritz, that the resolution be Referred to the City Attorney. Carried, all Councilmen present voting aye. Moved by .seconded by Fritz, that RESOLUTION NO. 2445 be adopted, for the administration of the Victory Tax, authorizing the 448 deductions from the payroll, deposit in -a -special -account -in -the -bank -and payment by the City Treaenrer to the Collector of Internal PEvenue. Carried, all Councilmen present voting aye on roll -call. Councilmen absenlL none. City Engineer Ireland reported on the progress of the sewer Proposition, reading ]e tters from the F.W.A. and the City of San Diego' relative to the payment of the construction costs of the joint line. ✓ Discussion of the sewer arrangements for the new Housing Projects City Engineer Ireland reporter' that he has no maps or diagrams of what they intendeto construct and no definite statement as to tat they intend to pay. Moved by Fritz, seconded by Newberry, that the City Engineer write a letter to the Federal Housing Agency at San Francisco, stating that there will be no connection with the City sewer lines unless they submitted plans and specifications, together with a definite understanding as to the rate and etc. Carried, all Councilmen present voting aye. Councilmen absent: none /City Councilmen Newberry on rate paid by puadhasers on iron shipments and requesting that the City Attorney be instructed to write a letter protesting the additional tariff,to National City. Moved by Newberry, seconded by Christman, that the City Attorney write this letter. Carried, all Councilmen,present voting aye. Councilmen absent: none. /Mayor Thatcher reported that the Board of Diredtors of the Casa de Salud is requesting the use of the second floor of the CasaBBuilding for a recreational program. Matter laid over until the next meeting. ✓Chief of Police Knapp reported that the Goodwill Industries have requested a free license for 1943. Moved by Newberry, seconded by Fritz, that the Chief of Police issue a free license to the Goodwill Industries for their store in National City. Carried, all Councilmen present voting aye. Councilmen absent: none. Councilman Frit z presented a resolution granting a $ 10.00 a mo. raise in pay for all regular City Employees and $ 5.00 a month raise to all half-time City Employees, effective as of January 1, 1943 and providing that no further adjustments will be considered until the next fiscal period, except for the automatic increases at the end of the probation period. Fireman Diffenbaugh appealed for a $ 15 a month raise for all employees under $ 200 a month. Sgt. Noble of the Police department and Mr. Mosely of the Street department both appealed for the $ 15 a month raise. iMoved ✓ by Fritz,seconded by Christman, that RESOLUTION NO. 2446 449 be adopted, granting the $ 10 a month raise -to all -regular tail time City Employees and-$ 5.00-a month raise to all regular -half -time -City further Employees, effective January t, 1943-and-providing-no/adjustments until the next fiscal period. Carried, by the following -vote to -wit: foes: Councilmen Christman, Fritz, Newberry, Thatcher. "ayes: Councilman Cordingly. Absent: none. Moved by Fritz, seconded by Newberry, that the following budget adjustments be authorized: $ 60 to the Salary account of the Judge, City Engineer, City Treasurer, • City Hall Janitor, Ponndmaster. $'120 to the Salary account of the City Clerk and Park department. $'840 to the Salary account of the Police department. $ 540 to the Salary account of the Fire department. $ 480 to the Salary account of the Street department. $ 90 to the salary account of the Civilian Defense department. $ 210 to the budget of the Library, providing the raises are made by the Library Board following the suggestion by the City Council. Carried, all Councilmen present voting aye.Conncilmen absent: none. y4ity Clerk instructed to write to the Library Board of the aetia of the City Council and to the City Employees Assn of the pay raises granted and the pending legislation on sick leaves and tacltions. Being no futher business, it was moved by Newberry, seconded by Fritz, that the meeting adjourn. Carried, all Councilmen:prasent voting aye. Councilmen absent: none.
