Councilmen present: Christman, Cordingly, Fritz, Newberry, Thatchr Coueilmen absent:none Administrative officials present: Smith, Retells, Bird, Gautereaux, Ireland, Finnerty, Knapp and De$aven. Minutes of the regular meeting of July 6th and the epecialca meeting of July 7, 1943, read and approved. Bills audited by the City Council patented: General Fund Dist # 1 0.C.D. Park M & I $ 1,138.80 32.65 84.03 303.44 Total $ 1,558.92 Moved by Christman, seconded by Cordingly, that the bills be allowed and warrants drawn for scene. Carried, all Councilmen present voting aye on roll -call. Couhcilmen absent: none. /1Mr. Aubrey Davis, Housing Manager, Federal Housing Projects, present to discuss the in -lieu of tax payment on the housing projects in National City and also the mutual aid contract fod fire and police protection.which was referred to the City Attorney. "'Report of the Planning Commission recommending the adoption of the ordinance regulating non -conforming uses in residential zones and incorporating the suggestions of the City Attorney regarding fees and hearings, read. Moved by Christman, seconded by Cordingly, that the report of the Planning Commission be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. Moved by Christman, seconded by Cordingly, that the ordinance governing non -conforming uses in residential zones be referred to the City Attorney. Carried, all Councilmen present voting aye. Councilmen absent: none. X'Report of G.C.Zickweiler, Chief, Division of Sanitation, County Health Department on the water sample from the swimming pool and the Fire department filter, read and ordered filed. I`1 .F' B.J.Gautereaux, Park Superintendent; requested the appointment of one man to the park department full time at $ 160 per month. Moved by Fritz, seconded by Cordingly, that RESOLUTION NO. 2494 be adopted, authorizing the Park Superintendent to hire a man at $ 160 per month 499 1 1 to November-1— 1943. '< Communication from Byron McCandless, Captain, Commanding, U.S. Destroyer Base, San Diego, requesting that the stopping, standing, or parking of vehicles or the loitering of persons on the center strip and southwest side of Harbor Drive, adjacent to the Destroyer Base, from the northern city limits to end including the south side of 8th street, be prohibited with adequate penal provisions during any and all hours of the day and night, read. Moved by Newberry, seconded by Cordingly, that Ordinance No. prohibiting stopping, parking or loitering on certain portions of Harbor Drive betweenthe northern City limits of National City and the southerly side of 8th street produced westerly, in the City of National City, California, be introduced and laid over, under the rules and according to law. Councilmen absent: none. 4 Request of Nee Weir Recreation Committee for the installation of a telephone at the Federal Recreation Building as the Telephone company is objecting to the in -coming calls on the pay telephones. Moved by Cordingly, seconded by Newberry, that a telephone be installed in the Federal Recreation Building as an extension of the Park telephone. Carried, all Councilmen present voting aye. Councilmen absent: none. Communication from the War Recreation Committee acknowledging receipt of the letter and petitions concerning Mrs. Dorothy Cavanaugh and stating that the case of Mrs. Cavanaugh is definitely closed. Moved by Christman, seconded by Newberry, that the letter be accepted and that the Clerk be instructed to send Mrs. Cavanaugh a copy of the letter sent tothe War Recreation Committee at the July 6th meeting. Carried,all Councilmen present voting aye. Councilmen absent: none. . Notice of the application for County Tax Sales No. 2709, 2711 and 2719 filed by the City Clerk. Moved by Christman, seconded by Cordingly, that there be no objections filed. Carried, all Councilmen present voting aye. Councilmen absent: none. Communication regarding the 50th Annual and 2nd War Conference of the International Association of Chiefs of Police at Detroit,read and ordered filed. .z 7 Communication from G.B.P. Dellman, Commercial Sales Engineer, relative to the installation of the street lights on 19th Street at Cleveland, Harrision and Arthur Streets. Permission has been granted for the installation by the War Production Board but as this installation 16 of a temporary nature, the Gas Company would like to be assured that the installation And removal cost would be paid in the event of removal before five years or that the Concrete Ship Company would advance the cost of $ 332.61. Moved by Newberry, seconded by Fritz, that the City underwrite the cost of the installation so as to not delay the work. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 1IRDINANCE OF INTENTION to close and vacate public street and alley in the City of National City, California more particularly described as follows: Closing of the alley in block 1 of D.E.Loziere Sub of 10 Acre Lot 11, a Sec. 154, Nat'l Ro.. and portions of 4th, 5th • and 6th Streets in National City lying between the westerly line of Wilson Avenue and the westerly right-of-way line of the S.D. &.A. Eastern Railroad Company right of way. Moved by 8ordingly, seconded by Newberry, that the ordinance be introchcted and laid over, under the rules and according to law. Carried, all Councilmen present voting aye on roll - call. Councilmen absent: none. Moved by Christman, seconded by Cordingly, that the request of W.T.Conkin for an auctioneers license be filed and the license fee is not out of reason. Moved by Cordingly, seconded by Fritz, that C.B.Irelan d be authorized to attend the convention of the American Society of Civil Engineers in Los Angeles. Carried, all Councilmen present voting aye. Councilmen absent: none. 41yChief of Police Knapp requested the appointment of James Crowell as probationary policeman at $ 160 per month effective as of July 15, 1943, to fill the vacancy caused by the resignation of Robert Goodrich. Moved by Christman, seconded by Cordingly, that RESOLUTION NO. 2497 be adopted, appointing James Crowell as probationary policeman at $ 160 per month effeotive July 15, 1943. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 4/Chief of Pollee Knapp requested the automatic increase in salary from James Blocker as he has completed the probationary period. Moved by Newberry, seconded by Fritz, that the salary of James Blocker be increased from $ 150 to $ 160 per month, retroactive to July 15,1943. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Moved by Newberry, seoonded by Christman, that the TSaffic Commission be increased to seven members and recommending the appointment of Geo. Johnson, Walter Flack, Thomas Cosby and one councilman to be 502 1 appointed -by -the Mayor. Carried, all Councilmen present voting aye. Councilmen -absent: none. - -Mayor Thatcher -appointed -Councilman Gilbert Fritz to the Traffic Commission for 90 days. moved by Fritz, seconded by Newberry, that the Councilmen be appointed as chairman of the different departments. Carried, all Council- men present voting aye. Con ncilmen absents none. Being no further business, it was moved by Cordingly, seconded by Newberry, that the meeting adjourn.
