Councilmen preset: Christman, Fritz, Newberry, Thatcher. Council- men absent: Cordingly. Administrative officials present: Birch, Campbell, Bird, Ireland, Smith, Knapp, Gautereaux and Lamb. Minutes of the regular meeting of March 2, 1943 readrand approved. Bills audited by the Finance Committee presented: General Fund St Imp Fund Light Dist # 1 Park M & I Fund 0.C.D. Pond $ 2,574.63 98.51 32.65 14.61 734.28 Total $ 3,454.68 Moved by Christman, seconded by Newberry, that the bills be allowed and warrants drawn dor same. Carried, all Councilmen present voting aye on roll -call. Councilman Cordingly, absent:. /Moved by Christman, seconded by Fritz, that the following delinquent taxes be accepted without the seven percent interest and the cancellation fee: /Beetha Becarra the 1940 and 1941 taxes on lots 7 and 8, Block 216, City Plat $ 16.96 /Maurice L. Request referred to Mr. Finnerty, Sup't of Streets. 460 p.2-rs� be adopted, appointing James Blocker as a probationary patrolman at the /Communication from Leslie A. Knapp, Chief of Police, recommending the advancement of Alton Oyer and Harry McCue to Sergeant of Police with no increase in pay, also the appointment of James Blocker as a probationar policeman at a salary of $ 150 per month effective March 15, 1943. Moved by Christman, seconded by Newberry, that the change in rank of the two officers be approved. Carried, all Councilmen present voting aye. Councilmen absent: Cordingly. Moved by Fritz, seconded by Christman, that EESOLu'r!ON NO. 2457 salary of •$150 per month, effective March 15, 1943. Carried, all Council- men present voting aye on roll -call. Councilmen absent: Cordingly. 'Recommendation of the Chief of Police, Leslie E. Knapp, for the appointment of Otto Hansen as a special police officer toserve without compensation and submitting a bond in the amount of $ 1000. Moved by newberry, seconded by Fritz, that the appointment of Otto Hansen as a special police officer be approved. Carried, all Councilmen present voting aye on roll -call. Counnilmen absent: Cordingly. *Resolution of the Board of Directors of the National City Dehydrating Plant requesting the closing of 24th Street and offering to cover the area of the street by a grant deed to be held in escrow for five years. Moved by Christman, seconded by Newberry, thatthe commeinication be referred to the City Attorney for study and recommend- ation. Carried, all L'ouncilmen present voting aye. Councilmen absent: Cordingly. /C.H.Scharnikow, Special Attorney, Lands Division, Department of Justice, present regarding the petitions for cancellation of taxes - Action 211, 172, 279 Civil S.D. also Action 130 Civil -United States District Court giving judgment to the united States Government for a 10 year leasehold interest on portion of the Park Land. Moved by Christman, seconded by Newberry, that the petitions be referred to the City Attorney for study and recommendation at the next meeting. Carried, all Councilmen present voting aye. Councilmen absent: Cordingly. /Verbal application of Mr. Greenberg and Mr. Lowenbein for a permit to run a public dance hall at 4th and National Avenue. Moved by Newberry, seconded by Christman, that the matter be referred to the Chief of Police. Carried, all Councilmen present voting aye. Councilmen absent: Cordingly. 0; /Fire Chief Bird recommended the appointment of Robert Wood as a probationary fireman toreplace Robert Bates who is in the U.S.Army. 461 Moved I9 Newberry, seconded by Christman, that RESOLUTION NO. 2458 be -- adopted, appointing Robert 'food as probationary fireman at the salary of $ 160 per month effective March 15, 1943. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Cordingly. 4hkef Bird reported that the City Attorney had conferred with the department heads on the interpretation of the wrecking yard ordinance and had cleared the situation. City Attorney Burch submitted a check in the amount of $ 100 from the Atchison, Topeka and Santa Fe Railway in settlement of the condemnation suit on the Kelco spur track and a check in the amount of $ 95 from Frank Faust for settlement of a quiet title suit # 111882 covering the following described property: Lot 6, Block 2; lot 17, block 17; lot 22, block 19; lot 3, block 119; lot 15, block 147; lots 17, 18 and 20, block 171; lot 15, block 207; lots 21 and 22, block 213; lot 14 block 278, City Plat.. and lot 10, block 1, D.E.Loziers Sub of 10 acre lot 9, 4 Sec. 154, Nat'l Ro.. and lots 1, 3, 4, 5, 6, and 10, block 1, Sub of 10 Acre Lot 8, * Sec. 154, Nat'l Rol Moved by Newberry, seconded by Christman, that the checks be accepted Carried, all Councilmen present voting aye. Councilmen absent: Cordingly. /Moved by Newberry, seconded by Christman and Fritz, that a letter be sent to Dr. Rolph in New York City giving him the history of the litigation on the tidelands with the Maritime Commission so that he can contact Congressman Izac. Ca rried, all Councilmen present voting aye. Councilmen absent: Cordingly. Moved by Newberry, seconded by Christman And Fritz, that a letter be sant to Congressman Izac enclosing a copy of the letter sent to the Maritime Commission offering the reduced rental figure. Carried, all Councilmen present voting aye. Councilmen absent: Cofdingly. Being no further business,itiwas moved by Newberry, seconded by Fritz, that the meeting adjourn.
