Councilmen Xmesent: Christman, Cordingly, Fritz, Newberry, Thatcher. Councilmen absent: none. Administrative Harbison, Finnerty, Minutes of the officials present: Smith, DeHaven, Ireland, Retelle, Campbell, Knapp and Gautereaux. meeting of April 20, 1943, read and approved. Moved by Newberry, seconded by Cordingly, that the dirt be moved from the Street and Alley. Carried, all Councilmen present voting aye. Councilmen absent: none, /Mr. Bates present requesting permission to erect directional signs for the Church of Christ on Hi,tland Avenue and National Avenue. Moved by Fritz» . seconded by Cordingly, that the request be referred to the Sup't of Streets and the Building inspector. Cc,rried, present voting aye. Councilmen absent: none, /Mr. Ed Cusack protested the dumping of debris on all Councilmen the land adjoining his property. Sup't of Streets Finnerty stated he had contacted Mr. Hunter regarding this matter and the debris which is on Government land is to be covered with dirt. Moved by Christman, seconded by Cordingly, that the protest be Carried, all referred to the Chief of Police and the Street Sup't. absent: Tames Rusk, Sup't of the National City Elementary School District, present regarding a plan to help control juvenile delinquency in Nation City by establishing a Playgrounds at the City Park for the summer months- starting July 1, 1943 and requesting the City Council to contribute $ 400 to help defray the salary expense. Moved by Fritz, Councilmen present voting aye. Councilmen none. 472 seconded by Cordinglv, that RESOLUTION NO. 2472 be adopted, providing 0-1 for the employment of a man thru the Park Maintenance aryl Improvement Cam( V i Fund and increasing the Park sal ary budget for $ 400. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. /Mr. R.S.Seabrook, Managing Partner of the Concrete Ship Constructor present regarding the parking area for the employees of the shipyards. Matter laidover until the next meeting. /Thomas Weary present requesting a card room license at 718 or 720 National Avenue. Mr. Neary instructed to submit his request in writing at ,tthe next meeting. '(Communication from the Olivewood Club of' National City refering to their petition of November 1, 1941 in which they requested the reservation of a small area at the foot of Eighth Street for a City Park and modiftring this petition at this time to assure that after the war Eighth Street will be opened and remain a thoroughfare from National Avenue to the Bay front. Moved by Fritz, seconded by Newberry, that a letter be sent to the Olivewood Club stating that the City Council is doing its utmost to preserve this area and to protect the interests of National City. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. /City Attorney RAtelle presented an Ordinance granting a franchise to the Atchison, Topeka and Santa Fe Railway to construct and maintain tracks across Bay Avenue. Moved by Fritz, seconded by Newberry, t hat the ordinance be introducted and laid over, under the rules and accord- ing to 1iw. Carried' all Councilmen present voting aye on roll -call. Communication from Stickney and Sticknev, Attorneys for the Andrew adjacent to Williams Meat Company, requesting the closing of 23rd- street/and the alley in Block 169, City Plat. Moved by Newberry, seconded by Fritz, that the request be referred to the Planning Commission. Carried, all Councilmen present voting ave. Councilmen absent: none 4'Conmunication from Welter Cooper, City Manager, City of San Diego, acknowledging Mayor Thatcher's letter of April 6th in which attention was called to the City of San Diego trucks dropping refuse in the City streets. 1,7 Moved by Fritz, seconded by Cordingly, that the following delinauen taxes be accepted without the seven percent interest and the cancellei ation fee: orpha A. Councilmen absent: none. Copy of the Emergency War Powers Act which establishes the California War Co.ncil submitted by the O.C.D. office, ordered filed. Moved by Christman, seconded by Fritz, that the communication be referred to the City Attvrney and the City Engineer. Carried, all Councilmen present voting ave. Councilmen absent: none. Communication from William Allen and W. George Lutzi, Architects, 474 relative to Post War Building Development, read. Moved by Newberry, seconded by Fritz; the communication -be feferred-to the Chamber of Commerce:.Carried, all Councilmen present voting ave. Councilmen absent none. 1/Request of Walter Mark for a card and pool room license at 1804 McKinley Avenue, now held by John Neary, referred to the Chief of Polio 4/Communication from David W. gird, chairman of the Board of Super- visors relative to the acquisition of tax deeded property south of 18th Street. Moved by Newberry, seconded by Fritz, that the City Attorney 1 be given the power to acquire title to this property. Carried, all Councilmen present voting aye. Councilmen absent: none. Moved by Newberry, seconded by Fritz, that the following transfer of funds be .authorizied: From the Street Improvement Fund to the O.C.D. Councilmen absent: none. Councilmen Newberry reported that the Monayhan Wrecking Yard is not complying with the City Ordinances.
