A regular meeting of the City Council called to order by the
Manor. Councilmen present: Christman, Cordingly, Fritz, Newberry and
Thatcher. Councilmen absent: none.
4dministrative officials present: Campbell, Ratelle, Smith,
Ireland, Gaotereaux, Knapp, Finnerty, Bird, Lamb.
Minutes of the previous meeting of may 4, 1943, reed and
approved.

Moved by Cordingly, seconded by Newberry, that the bills be allowed and
warrants drawn for same. Carried, all Councilmen present voting aye.

4Written communication from the National City Dehydrating Plant
for permission to construct a private sewer line from the dehydrating
plant into 24th St; thence into Cleveland Avenue; down Cleveland Avenue
across 25th St and Privately owned property beyond 25th St, emptying
into the slough, read. Moved by Newberry, seconded by Fritz and
Christman, that permission for theconstruction of this sewer line be ,
given under the supervision of the City Engineer. Carried, all Council-
men present voting aye. Councilmen absent: none.
/Chairman of the Board of Supervisors David W. Bird spoke briefly
on the allocation of County Gas Tax Aid to the Cities.
Chief Bird reported on the request of the Concrete Ship Construe
tors for 3 lights on West l9th Street and introduced Mr. Geo. Trey of
the San Diego nos and Electric Co4pany who stated that the Gas Company
is not very anxious to install lights not of a permanent nature except
on an "up and down" basis covering the cost of installation and removal -
agreement to cover a ten year period. Mr. Irey stated the cost of the
three lights will be from g 75 to S l0n. Mr. Irey also stated that the
San Diego Gas and Electric Company would apnly for a priority rating
upon receipt of an application for the lights from tit City. Moved by
Newberry, seconded by Cordingly, that the City furnish the guarantee

on the cost of installation and removal and -make the application to the
San Diego Gas and Electric omnany. Carried, all Councilmen present
voting aye. Councilmen absent: none.
Sup't of Streets Finnerty reported that the 30 day extension
notice served on rfir. J4.4,v for the removal of an obstruction in
a City Street has expired on May 15th. Councilman Christman stated there
should be a barridade at the end of the Street. Mr. Oliver, property
owner of adjoining premises, stated that they are :?oing to open the
street on which the obstruction 1s located. Moved by Christman, seconded
by Newberry, that the matter be referred to the City Engineer and the St
Sup't. Carried, all Councilmen present voting aye. Councilmen absent:
none.
Verner Hawkins present and spoke inbehalf of a Mr. Matthews
petitiori for a zone variance on First Street.
Report of the Planning Commission on the hearing on the Petition
of Mr. Stanley Matthews for a special Permit to remodel a dwelling into
an apeatment house and on the petition of Mr.Aftdrew Williams to close
portion of West 23rd St and the alley in Block 169, City Plat., read.
Moved by Fritz, seconded by Newberry, that the report be accented

✓Upon the petition of Mr. Stanley Matthews for a zone variance,

portion of West 23rd St and the alley in Block 169, City Plat, it was moi
moved by Fritz, seconded by Newberry, that the matter be tabled until the

be adopted, reouesting the payment of the City's share of the County Gas
Tax moneys. Carried, all Councilmen present voting aye on roll -call.

Mr. Moynahan of the Moynahan Wrecking Yard present and introduced
a W.P.B. Inspector who spoke in behalf of the yard stating the value of
the scrap salvaged and the auto parts to the War effort. Chief Knapp
reported that he had checked the yard and that there is no vitiation at
present. Mo further action taken.

/OPDINANCE OF 1NTRWmION to close rest 24th Street lying between
Blocks 280 and 281 City Plat, read by the City Clerk. Moved by Newberry,
seconded by Cordingly, that the Ordinance be laid over under the rules
and according to law. Carried, all Councilmen present v oting aye.
Councilmen absent: none.
'City Attorney Rstelle presented a resolution providing for use
by the Concrete Shtp Constructors as and for a parking area, certain
portions of the tide lands of the Bay of San Diego, in the City of
National City, California. Moved by Newberry, seconded by Christman,
that RESOLUTION NO. 2476 be adopted, granting the use of the portionsrof
the tidelands for a parking area to t}D Concrete Ship Constructors.
Carried, all Councilmen present voting aye on roll -call. Councilmen

4pplication of Thomas Neary for a card room at 720-722 National
Avenue read. Chief Knapp stated that he is opposed to the issuance of
any new card room licenses at this time. Moved by Christman, seconded by
Cordingly, that the chief's decision be upheld and the license be denier

City Clerk Dale Smith presented S 61.83 in delinquent taxes for
acceptance without the seven percent interest and the cancellation fee.

Councilman Christman requested that the City Clerk recommend
when in his opinion that plan for the payment of the 'delinquent taxes
should be abandoned.
Offer of the United States of America to the City of National
City of .•t 3,850 for assistance in the operation of the Federal Recreat-
ion building from the Lanham Act Funds, presented. Moved by Fritz,
seconded by Christman, that RESOLTTTION NO. 2477 be adopted, accepting
the offer of the United States of America. Carried, al 1 Councilmen
present voting aye on roll -call. Councilmen absent: none.
*Chief of Police Knapp reported in favor of the transfer of the
card room license from John Neary to Walter Mark. Moved by Fritz,
seconded by Newberry and Cordingly, that the license be granted. Carrie
all Councilmen present voting aye. Councilmen absent: none.

adjustment of claim arising out of his injury of March 25, 1943, read
and filed with the City Attorney.

Mary Louise Williams as Police and Court Clerk at the salary of $ 12.5.00
per month retroactive as of May 15, 1943, read. Moved by Christman,
seconded by Cordingly, that RESOLUTION NO. 2478 be adopted, appointing
Miss Mary Louise Williams as Police and Court Clerk at ; 125.00 per
month as of May 15, 1943. Carried, all Councilmen present v oting aye

Chief Knapp reported on the Cusack complaint of the debris being
dumped near his property that the contractor will clear the debris.
/ Co-ordinator .James Bird reported an all-out incident drill under
Army supervision at 7:00 o'clock May 19, 1943 and a meeting at 2:00 in t1
afternoon at which the Council is requested to attend. Moved by Cordingly
seconded by Newberry, that the chamber of Commerce be weauested to
entertain Major Camv and his staff at dinner. Carried, all Lounciimen
present voting aye. Councilmen absent: nohe.

Chief Bird recommended the installation of 6 fire hydrants in
the Olivewood Housing Project south of 24th St. Moved by Cordingly,
seconded by Fritz, that the installations be requested of the California
Water and Telephone Company. Carried, all Councilmen present voting aye.
Councilmen absent: none.
Park Superintendent Gautereaux requested a clarification of the
70cents per hours wage scale set un in the 1942Q1943 budget as to the typt
of work covered. City Council of the opinion that it was common labor onl?
Park Sup't Gautereaux stated that it will be necessary to hire pool guard:
for the stammer at somewhat more salary but not';stating the amount.
City Council instructed the department heeds to submit the budget
proposals bn June 1, 1943, for the 1943-1944 fiscal
;Paradise Valley Sanitarium and Hospital has requested a letter
from the City Council stating the need of the hpspital for larger quarters
year.

be authorized to sign a letter in behalf of the hospital. Carried, all
