A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Smith, Batelle, DeHaven,
Ireland, Finnerty, Bird, Knapp, Gautereaux and Lamb.
Minutes of the regular meeting of November 2, 1943, read and
approved.

Moved by Cordingly, seconded by Christman, that the bills be allowed and
warrants drawn for same. Carried,all Councilmen present voting aye on
roll -call. Councilmen absent: none.
'/C.B.Ireland, City Engineer, reported that the priority for the
purchase of the secondary mechanism for thesewage meter on the discharge
line to the San Diego Treatment Plant has been received and requested
that the Mayor be authorized to sign for the electrical energy. Moved by
Fritz, seconded by Cordingly, that the Mayor be authorized to sign the
application. Carried, all Councilmen present voting aye on roll -call.
Councilmen ahsent: none.
"Communication from the Commandant of the Eleventh Naval Dist-
rict relative to the construction of 165 Homoja houses inside the U.S.
Naval Repair Base Area immediately south of the low-cost units and
requesting permission to connect to the City sewer line. Moved by Fritz,
seconded by Cordingly, that RESOLUTION NO. 2539 be adopted, authorizing
an agreement with the llth Naval District for the disposal of the sewage
at $ 4.50 per unit per year from the new housing project. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none.

delinquent taxes be accepted without the seven percent interest and the
cancellation fee:

The hearing on the closing of the 10' alley in Irving Place
Subdivision called. City Clerk's office reported that no trace of an
agreement dividing the 10' between the North and South properties Could
be-•fonnd. Dr. and Mrs. Welch and the petitioners for the closing are
willing to open the street to a full 20 feet. Moved by Newberry, seconded
by Cordingly, that the matter be referred to the Planning Commission for
a hearing. Carried, all Councilmen present voting aye. Councilmen absent:
none.
4/City Clerk Dale Smith requested the cancellation of the

r� Company property as the State Board of Equalization has assessed it on
the Utility roll. Moved by Fritz, seconded by Cordingly, that RESOLUTION
NO. 2540 be adopted, authorizing the cancellation. Carried, all Council-
men present voting aye on roll -call. Councilmen absent: none.
X' Communication from Andrew and Mary 0. Bernsen for a refund of'
300 $ 1.87 on personal property assessed twice.and paid- once on the unsecure

-V Request of Joe Vasquez for a refund of a 10.45 paid on personal
property that was assessed erronously. Moved by Christman, seconded by
hPi� Cordingly, that RESOLUTION NO. 2542 be adopted, authorizing the refund of
T $ 10.25 to Joe Vasquez. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: none.
✓Application for County Tax Sale # 2929 on lot 8, Brock 3 of
San Diego Land and Town Company Sub of 10 Acre Lot 4, * Sec. 154, Nat'l
Rancho for $ 50. presented. Moved by Christman, seconded by Newberry, no
protest be made. Carried,all Councilmen present voting aye. Councilmen
absent: none.
,KReport of the Planning Commission recommending the granting of
the petition of Mr. Lionel L. Hodson for a special permit to construct
a two-story four apartment building on the S 65' of Lot 3, of Thelens
Resub with the condition that no building of any kind be located nearer
than to First Street than 20 feets also that the petition of Dr. Munro to
operate a Veterinary Hospital on the NE corner of llth st and Roosevelt

Avenue had been denied. Moved by Newberry, seconded by Cordingly, that
the report be accepted. Carried, all Councilmen present voting aye.

2543 be adopted, granting the special permit to Mr. Lionel L. Hodson for

Request of the War Recreation Council of the City of National

Building. City Clerk instructed to direct the inquiry to the Chamber of
Commerce.

Office, of an application of Rohr Aircraft Corporation, Chula Vista,
to permit to construct a ramp and pier and for dredging, read and
ordered filed.

protest by the City of National,City on the application of Carl Moler,
dba New Plantation Cafe, 2042 McKinley Ave, read and ordered filed.

Commission designating certain named streets as the routes of the
State Highways within the City of National City and relinquishing to
the City of National City those streets which are not longer required fo,
State Highway purposes by reason of the revision of the State highway
routes, read. Moved by Newberry, seconded by Cordingly, that the Mayor
acknowledge receipt of the resolution. Carried, 011 Councilmen present

to poly the current tax in full and then the refund can be made. Carried,
all Councilmen present voting aye. Councilmen absent: none.
Signed protest of 15 persons relative to quacking ducks at
527 E Avenue read and referred to the Chief of Police.
"The ordinance establishing a curfew presented for second
reading. Moved by Christman, seconded by Fritz, that the heading only be
read. Carried, all Councilmen present voting aye. Councilmen absent:
none.

ENTITLED TO THE CARE, CUSTODY, AND CONTROL OF SUCH CHILDREN FROM
SUFFERING SAID CHILDREN TO BE UPON THE STREETS WITHIN SAID HOURS, AND

The ordinance prohibiting pinball machines within the City
presented for final reeding. Moved by Fritz, seconded by Newberry, that
the heading only be read. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.

CITY OF NATIONAL CITY, CALIFORNIA, PRESCRIBING THE PENALTY FOR VIOLATION
THEREOF AND PROVIDING FOR THE CONFISCATION OF SUCH DEVICES." Moved by
Newberry, seconded by Christman, that the ordinance be adopted.
Discussion by Ed Hervey, Attorney, Rev. A. Watson Brown, Mr. Guy McMainsj
Mr. Charles Hill, and Councilman Christman. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
/City Attorney 'BatelIe presented the Comprehensive Insurance
Policy of the Great American Indemnity Company. Policy referred to
Councilman Christman.
City Attorney presented the proposed Traffic Ordinance. Moved
by Fritz, seconded by Cordingly, that the new ordinance be referred to
the Traffic Commission for study and recommendation. Carried, all
Councilmen present voting aye. Councilmen absent: none.

4ity Attorney Estelle reported that Bennie Gray is collecting
rent from a house that is on tax -deeded property. Attorney instructed
to inform Mr. Gray to pay up the back taxes on the property or suit
would be instituted.f - t
Councilman Cordingly excused.

-City Attorney Ratelle informed the Council that the City did
not enter into the foreclosure suit by W.E.Starke as our interests
were not affected, but that it would be to the interest of the City
to clear title to this property for Park expansion. Moved by Newberry,
seconded by Christman, that RESOLUTION NO. 2544 be adopted, authorizing
the Attorney to start a quiet title suit on the land to be acquired for
Park purposes. Carried, all Councilmen present voting aye on roll -call.
Councilmen absent: flordingly.
ivIn the matter of the closing of portion of 4th, 5th and 6th
Streets in the Destroyer Base, the City Attorney advised the Council to
formally close the streets. It was moved by Fritz, seconded by Newberry,
that RESOLUTION NO. 2545 be adopted, ordering the closing and vacating
j`D of those portions of 4th, 5th and 6th streets in National City lying
IT/ between the westerly line of Wilson Avenue and the westerly right-of-way
line of the San Diego and Arizona Eastern Railroad Company's right-of-
way, subject to National City Ordinance No. 232 which gives the San
Diego and Arizona Eastern Railroad Company the right to construct,
maintain, and operate a standard guage railroad track across the
above mentioned streets. Carried, all Councilmen present voting aye on
roll -call. Councilman Cordingly absent.
B.J.Gantereaux, Park and Recreation Superintendent, requested
the City Council to underwrite the salaries at the U.S.O. Building
until the next allottment is received and until the City bears as to
whether the continuation project has been approved.by the Government.
Moved by Fritz, seconded by Newberry, that the Citizens U.S.O. Committee
contact San Diego U.S.O. for help at the building. Carried, all Council-
men present voting aye. Councilmen absent: Cordingly.

N seconded by Christman, that RESOLUTION NO. 2546 be adopted, authorizing
the cancellation of City Warrant No. 743 in the name of Cherry Motor
Service in the amount of $ 2.51 as payment of this bill had been
included in another warrant. Carried, all Councilmen present voting aye
