Councilmen present: Christman, Cordingly, Fritz, Newberry, Thatbher.
Councilmen absent: none.
Administrative officials present: Ratelle, Smith, Campbell, Bird,
DeRaven, Lamb, Ireland, Knapp and Gautereaux.
Minutes of the regular meeting of September 21, 1943, read and
approved.

and warrants drawn for same. Carried, all Councilmen present voting

Dale Smith, City Clerk, submitted County of San Diego warrants
nos. 51469 to 51473 inc., in the amounts of $ 583.18j, $ 278.70,
379.18, $ 29.38 and $ 8.77, same being portion of county tax sales
no; 26l2, 2612, 2615, 2640 and 2653. Moved by Christman, seconded by
Cordingly, that the checks be accepted and the proper officers be
authorized to make the adjustments on the rolls. Carried, all Council-
men present voting aye on roll -call. Councilmen absent: none.
City Clerk Dale Smith submitted the delinquent tax of Walter E.
Miller on lots 9 and 10, block 2, Leighton Sub of 10 Acre Lot 4, f Sec.
153, Nat'l Ro.. for accepteance without the seven percent interest and
the cancellation fee. Moved by Cordingly, seconded by Christman, that
the tax be accepted. Carried, all Councilmen present voting aye.

K Request of Bette W. DeHaven, City Treasurer, for the cancellation
of assessment no. 1109, 3214, and 3215 from the 1942-1943 tax roll due
double assessment, read. Moved by Newberry, seconded by Cordingly, that
RESOLUTION NO. 2522 be adopted, authorizing the cancellations. Carried,
all Councilmen present voting aye on roll -call. Councilmen absent: none.
Upon the property recently purchased from the Masonic Temple Assln,
it was recommended by the City Clerk that the County be requested to
cancel the 1943-1944 tax from the County roll. Moved by Fritz,s econded

by Cordingly, that;RESOLTUION NO. 2523-be adopted; -requesting the
County Board of Supervisors to cancel the 1943-1944 County tax on the
property redently purchased from -the Masonic-Temple-Asspciation. Carried
all Councilmen present voting aye on roll -call. Councilmen absent: none.
XQuiet Title Suit brought by James B. Abbey on lots 221, 222, 224
and 225, Lincoln Acres Annex No. 2 and portion of a Sec. 106, Nat'l Ro..
submitted. Mr. Abbey present and submitted a verbal offer fbr settlement
of theiNational City liens. Moved by Fritz, seconded by reordingly, that
RESOLUTION NO. 2524 be adopted, accepting the offer of Mr. Abbey and
authorizing the City Attorney to stipulate. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
'Quiet Title Suit brought by Mr. Delbert Guy on portion of a Sec.
106, Nat'l Ro... submitted. As no amounts were quoted for -settlement;
it was moved by Christman, seconded by Newberry, that the suit be
referred to the City Attorney. Carried, all Councilmen present voting
aye. Councilmen absent: none.
Request for change in the lease covering the awe track by the
Atchison, Topeka and Santa Fe Railway Company submitted by Mr. Ireland.
Moved by Newberry, seconded by Cordingly, that a letter be written
to the railroad company informing them that if they desire any additions:
changes in the lease, the documents must be we -written by them. Carried,
all Councilmen present voting aye. Councilmen absent: none.
ORDINANCE NO. 701, entitled " AN ORDINANCE OF INTENTION TO VACATE
AND$CLOSE PUBLIC ALLEY, IN THE CITY OF NATIONAL CITY, CALIFORNIA" read
and presented for final passage. Moved by Fritz, seconded by Christman,
that the ordinance be adopted. Carried, all Councilmen present voting
aye on roll -call. Councilmen absent: none.

Moved by Newberry, seconded by Christman, the report be referred to the
Finance Committee. Carried,all Councilmen present voting aye. Council-

Councilmen absent: none.
Report of the Traffic Committee recommending that if Harbor Drive
is designated as Highway # 101, the present route of # 101 be designated
as • 101 Alternate., also that the State Highway Department be requested
to install traffic actuated signals at 8th and National Avenue, read.
Moved by Newberry, seconded by Cordingly, that the report be accepted.
Carried, all Councilmen present voting aye. Councilmen absent: none.

State of California. RESOLUTION NO/2526 presented for adoption. Carried

,X Report of the Traffic Commission recommending that in view of the
change to parallel parking and as a temporary measure that an additional
length of ten feet be allowed for the bus stop on each side of Sth st
at the present locations, read. Moved by Christman, seconded by Cordingl

Moved by Christman, seconded by Cordingly, that the present bus
stops be mfintained with the additional ten feet granted. Carried, all
Councilmen present voting aye. Councilmen absent: none.
'Communication. from Rev. A. Watson Brown enclosing a letter from
the 0livewood Club, communications from the 0livewood Club, the Friday
Club, the D.A.R. local chapter, the Men's Counci], 1st Baptist Church,
and W.C.T.U. commending the action taken by the City on the pinball
machines and beque sting the Council to continue, read. Moved by Newberry
seconded by Christman, that the City Clerk answer the letters andstate
that there is no law which authorizes gambling and earnestly solicit
their help in turning in any evidence to the Police department which is
the proper department with which to file complaints and evidence.
Carried, all Councilmen present voting aye. Councilmen absent: none.

/City Attorney Batelle submitted ant_ ordinance amending Ordinance
no. 607 and 508 relative to parallel parking, as instructed. Hr. Ratelle
recommended that an entirely new ordinance be drafted relative to traffi
control, rather than to continue amending the previous ordiances.
Moved by Christman, seconded by Newberry, that the ordinance be tabled
and a new ordinance be written and presented as an emergency measure.
Carried, all Councilmen present voting aye. Councilmen absent: none.
City Attorney Ratelle submitted an ordinance creating a capital
outlay fund. Moved by Newberry, seconded by Christman, that the
ordinance be referred to the Finance Committee for study. Carried, by
the following vote to -wit:
Ayes: Christman, Cordingly, Newberry, Thatcher.
Nayes: Fritz
Absent: none.
Moved by Cordingly, seconded by Christman, that the following
transfers be authorized:
$ 1,654.23 to the General Fund from the Sp. Del. Tax Fund.
2,000.00 to the Library Fund from the General Fund.
Carried, all Councilmen present voting aye. Councilmen absent: none.
City Attorney Ratelle reported that the clause relative to the
liability of parents of repeated offenders under the curfew law is
legal and that the ordinance will be reedy for the next meeting. _ e,
Ctt.y_._C1erk,Dale Smith read an ordinance entitled a GAMBLING BY'
USE OF CERTAIN MACHINES PROHIBITED" in its entirety. Rev. Palmer William
Mr. Hill, Mr. Alsdorf, spoke in behalf of the adoption. Mr. Greedberg
requested'olarification of certain portions. MEDWIESIR Attorney
Ed. Hervey? of San Diego explained the ordinance in effect in the Count
Moved by Fritz, seconded by Newberry, that the ordinance be introduced an
laid over, under the rules and according to law. Carried, by the follotn,
vote to -wit:
Ayes: Councilmen Christman, Fritz, Newberry, Thatcher.
Nayes: Councilman Cordingly.
Absent: none.
'Councilman Newberry, chairman of the Police Committee, submitted
the following recommendations of the committee: \
1. that the sergeant vacancy caused by the resignation of Sgt. Owen be \
left vacant and that no appointment be made.
2. That Police officers J. Kenneth Jones and Pern N. Nielsen be refitted
15. per month effective September 15, 1943, as they are nolw motor-
cycle officers.
Moved by Newberry, seconded by Christman, that no appointment,be made
to the sergeant vacancy. Carried, all Councilmen present voting aye.
