Minutes of the regularmeeting of August 17th and the special
meeting of August 30, 1943, read ana approved.
Owner of the Le Siesta Motel on National Avenue, south of 24th St,
present regarding the connection with the sewer line to the housing
projects. Advised to contact the other owners in the area to tjelp with
the cost of the line.

'Chief Knapp submitted a written request for the appointment of Mr.
GEorge Apple as probationary patrolman at e salary of $ 160. per month
retroactive to September 1, 1943 to fill the vacancy caused by the
resignation of Officer James Blocker.
Movea by Newberry, seconaed by Cordingly, that RESOLUTION NO. 2508
be adopted, appointing Mr. George Apple as probationary patrolman at the
tog monthly salary of $ 160. retroactive to September 1, 1943. Carried, all

Communications from the Lynco 0i1 Company and the Southern Oil -
Company relative to the condttion of West 17th Street aue to the debris
being dropped in the street from the trucks hauling salvage to the DaVis
yard. Moved by Newberry, seconded by Fritz, that the Street Commissioner
and the Chief of Police investigate the comelaints. Carried, all Council)
men present voting aye. COUncilmen absent: none.
A/Report of the County Health department on the water sample taken
from the Municipal Pool reed and or deredfiled.
'Report of the City Engineer on the request of the Santa Fe for
wider lease to cover the wye tracks read. Moved by Fritz, seconced by
Christman, that the report be accepted and filed and that the City
Engineer advise Mr. P&erson,'District Engineer of the Santa Fe that the
Council is not in favor of tying up anymore land in this lease. Carried,
all Councilmen present voting aye. Councilmen absent: none.

Notice from the War Department Engineers of the application of the
Tavares Construction Company to dredge and construct a mole pier, read
and ordered filed.

In relation to harbor dredging, it was moved by Newberry, seconded
by Fritz, that City Engineer Ireland call the War Department Engineers
office in Los Angeles for an appointment. Carried, all Councilmen presen
voting aye. Councilmen absent: none.

protests, it was moved by Christman, seconded by Cordingly, tr,at

the Engineers report. Carried, all Councilmen present voting aye on

RESOLUTION NO. 2510 be aaoptea, ordering the improvement ana instructing
the City Clerk to deliver the diagrams and assessments to the Tax.

closing of the alley in Loziers Sub and 4th, 5th and 6th Streets lying
between westerly line of Wilson Avenue and the westerly right-of-way
line of the S.D.&.A.E. Ry Company, be laid over until October 5, 1943.

/ Councilman Cordingly reported that Mr. Evans of the Immigration
office at the Border had demolished a tree in front of his house by
running into it with his car ana that Mr. Finnerty had written to him
to replace the tree or pay the costs but that no reply hadbeen made.
Moved by Cordingly, seconded by Newberry, that theCity Attorney be
instructed to write to Mr. Evens on the matter. Carried, ell Councilmen
present voting aye. Councilmen absent: none.
1l Councilman CHRISTMAN reported on the comprehensive insurance
for the City, stating that the committee had recommended 4 to 1 to:

kiCity Attorney Ratelle presented the grant deed of the Masonic
Temple Ass'n on lots 6 to 10 inc and 11 to 15 inc, block 1 of D.E. Lozie:

as the title search had been made. Moved by Christman,
seconded by Fritz, that RESOLUTION NO. 2512 be adopted, accepting the
grant deed of the Masonic Temple Assn and approving the warrant of
$ 500 in payment of same. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
'City Attorney Ratelle advised that under the Health and Safety
Code of theState of California, the City Council has the right to
construct, maintain and repair the sewer lines by the formation of a
sewer district.
City Attorney Ratelle het in the matter of civilian defense, the
city should not permanently improve any property not of general benefit
to the city as a whole and therefore he recommends against the city
installing the sewer line to the property of Mr. Al Graf which is to be
used for an air raid wardens post. Moved by Christman, seconded by
Cordingly, that txkkxxzwg the decision of the City Attorney be upheld anc
the request of Mr. Graf be denied. Carried, all Couucilmen present v tin;
aye. Councilmen absent: none.
'Moved by Newberry, seconded by Christman, that a committee be
appointed to work with City Engineer Ireland on the formation of a sewer
district. Carried, all Councilmen present voting aye. Councilmen absent;
none. Mayor Thatcher appointed the following committee: Fritz, chairman,
Christman, Newberry, Ratelle and Ireland.
