Councilmen present: Christman, Cordingly, Fritz, Newberry and Thatcher. Councilmen absent: none. Administrative officials present. Smith, Knapp, Ireland, Finnerty, Ratelle, Bird, Gautereaux and Lamb. Minutes of the September 7, 1943, read and approved. Bills audited by the Finance Committee presented: General Fund Street Improvement Fund Park M & I Fund 0.C.D. Fund Una pp Tax Fund District # 1 1 906.95 151.21 46.32 218.25 13.43 4.45 Total $ 1,340.61 Moved by Cordingly, seconded by Christman, that the bills be allowed and warrants drawn for same. Carried, all Councilmen present voting aye. Councilmen absent: none. 'Mr. Mitchell representing the San Diego Railway Comps ny present regarding the proposed change in bus zone at 8th and Naticmal Avenue. A survey of passengers has been made as to which way they went after unloading from the bus and in one day 604 tairwent westerly, 116 Easterly and 951 boarded the bus at the present stop. Company would 1 ike to keep the s top at present location with an additional 12 feet allotted to them and with parallel parking. Council decided to have the Traffic Commission to continue study of the matter and that two weeks be given to the Bus company to complete their survey. Rev. A. Watson Brown, heading the delegation of the Ministerial Assn of National City and Civic organizations, spo ge on the conditions in National City, calling attention to the free and easy situation in the City in regards to pin=ball machines and horse race betting. Rev. Brown stated that their interest ]a y in the welfate of the youth of the community and demanded that something be done. He requested an ordinance outlawing pinball machines and requested that the City Council $ack up the officials in lawr,enforcement. Councilman Fritz requested the City Attorney to draw up an air -tight Oinball machine ordinance. Mayor Thatcher asked the delegation as to their opinion on the tithe o'clock curfew- especially the gelation making the parents of repeated offenders liable to arrest. Rev. Brown stated that they had not fully discussed 4 el,/ -N9 521 the curfew but all are in favor of such action. A Report of the Traffic Commission submitting the following recommendations: "1. That the request of the Stint -Diego Electric Railway Company for additional length of -parking -apace on the SE corner -of 8th Street and National Avenue be denied and that the -Council suggest to the Company that the Ordinance be changed to %ive the Company parking space on the SW corner of 8th Street and A Avenue instead of the' present location. �2. Owing to the increase -in population more taxi cabs are justified and therefore according to -Section 5 of -Ordinance No. 682, the Committee recommends that the City Council grant the Traffic Commission authority -to issue two -additional licensee. /3. That "Stop Ahead" signs be painted and maintained on the pavement on Roosevelt Avenue on each side of 13th Street. /4. Recommends that immediate action be talon on parallel parking. /5. Jay walking ordinance has been referred to Chief Knapp for study and a report back to the Committee for action. /Moved by Newberry, seconded by Christman and Fritz, that the report be accepted. Carried, all Councilmen present voting aye. Councilmen absent: none. Moved by Fritz, seconded by Newberry, that two additional tax -cab licenses be granted. Carried, all Councilmen present voting aye. Crunc Councilmen absent: none. Moved by Fritz, seconded by Christman, that "Stop Ahead" signs be painted on Roosevelt Avenue on each side of 13th Street. Carried,all Councilmen present voting aye. Councilmen absent: none. / Mayor Thatcher requested a meeting of the City Council and the 2 Traffic Commission with the Division of Highways engineers on the re-routing of Highway 101. Moved by Newberry, seconded by Fritz, that whoever attends this meeting, be instructed to protest the changing of Highway 101 from National Avenue, and have Harbor Drive known as 101 Alternate. Carried, all Councilmen present voting aye. Councilmen -en absent: none. / Moved by Cordingly, seconded by Fritz, that parallel parking be established all over National City. Carried, by=the following vote: Ayew: Councilmen Christman, Cordingly, Fritz, Thatcher. ffiayes: Councilman Newberry. \Report of the Planning Commission recommending the following petitions for special permits be granted: /j. The petition of Mr. Vincent A. DeLucia for permission to construct three 201 x 581 poultry houses on lot 264, Lincoln Acres Annex No. 2, for a period of five years. /2. The petition of Mr. John W. Gardner bo remodel his residence at 1903 J Avenue into a duplex. 522 Moved by Fritz, seconded by Christman, that the report be accepted. Mated by Cordingly, seconded by Fritz, that the City Council accept the following delinquent taxes withoutythe seven percent interest and the cancellation fee: Alfred Anderson the 1941-1942 taxes on the N 561 of Lot 2, Block 1. Paradena Park of a Sec. 131, Nat'l Ro $ 7.89 G. Bavencoff the 1942 taxes on lots 1 and 2, block 9, Wilburs Sub of * Sec. 133, Nat'l Ro $ 17.37 Mrs. F.E. Notice from the State Compensation Insurance Fund of the increase of 10% in our rate following a survey of the California Insurance Rating Board. and requested the City to signify their acdeptance by sighing the duplicate Aetter and returning dame. Moved by Newberry, seoonded by Cordingly, that the Mayor sign the letter. After discussion Councilman Cordingly withdrew his second and Councilman Newberry withdrew his motion. It was then moved by Newberry, seconded by Cordingly, that the 1t=tter be referred to the City Attorney. Carried, all Councilmen present voting aye. Communication from Fire Chief Bird requested the appointment of Robert Woods as a regular fireman at $ 180 per as of September 15, 1943, as be had completed satisfactorily his probation. Moved by Cordingly, seconded by Christman, that RESOLUTION NO. 2517 be adopted, appointing Robert Woods as a regular fireman at $ 180 per as of Sept 15, 1943. City Clerk Cale Smith stated that an assessment on the E 257.7' of N 420' of NW* of NW* of * Sec. 107, Nat'l Ro... in the name of James Campbell has been placed on the 1941, 1942 and 1943 rolls in error as it was tax -deeded to the City on ally 2, 1940 and requested that the assessments be cancelled. On the same property, the City toob 3,1;018 a deed to more property than should have been covered by the tax -deed. Moved by Christman, seconded by Cordingly, that RESOLUTION NO. 2518, t adopted, authorizing the City Attorney to draw a quit claim deed to the property erronously included in the tax deed. Moved by Fritz, seconded by Cordingly, that the heading only be read. Carried, all Councilmen present voting aye. Councilmen absent: none. City Clerk Dale Smith read the heading of q o/- 3 - 524 Ordi nance of Intention No. 701 entitled " AN ORDINAN CE OF INTENTION TO VACATE AND"CLOSE PUBLIC ALLEY IN THE CITY OF NATIONAL CITY; CALIFORNIA", Moved by Fritz, seconded by Christman, that the ordinance be introduced and laid over, under the rules and according to law. Carried, all Councilmen present voting aye. Councilmen absent: none. Upon the request of the City Clerk, it was moved by Cordingly, seconded by Christman, that the following transfer of funds be authorized: From the Harbor Improvement Fund to the General Fund $ 9,000. From the Harbor Improvement Fund to the Library Fund 1,000. From the gpecial Delinquent Tax Fund to the General Fend 1,491.36 From the Street Imp Fund to the Civilain Defense Fund 1,000. Carried,a 11 Councilmen present voting aye. Councilmen absent: none. Street Suptt Finnerty stated that an offer of $ 250 bad been made' for the Model B. Ford Truck and since the City seldom used the truck, 93,1:;(7 he would recommend that the sale be made. Moved by Fritz, seoonded by Cordingly, that RESOLUTION NO. 2520 be adopted, authorizing the sale ' of the Model B Truck for $ 250. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Moved by Christman, seconded by Cordingly, that Mr. Finnerty be authorized to buy a second hand light truck for the sewerhjobs. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Police Chief Knapp requested the appointment of Clyde W. Yandel and Wilson N. Acton as special police officers at. 70% per hour. 41 ? Moved by Newberry, seconded by Cordingly, that RESOLUTION NO. 2521 be adopted, appointingnthe men as special police officers at 70/ per hour Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none, / Chief Knapp also requested the appointment of Franklin Reed as Sergeant at $ 200. per month to fill the vacancy caused by the resignation of Sgt. Owen and the advancement of OfficerJones and Nielsen as they are now riding the motorcycles. Requests referred to the Police Committee. Councilman Cordingly reported that they had visited the Davis yard following the reqeipt of the complaints on the condition of the street. Mr. Davis will cooperate by asking the trucks to sweep out before leaving the yarti.He also stated that if the property owners can buy the oil, the City will pave the street. 9 r rf3 525 James Bird; Fire Marshall; stated -that -a 20 x 20 platform -will have to be built for -the Marine -Band -Which -is to -play -for the bond rall and that the City will have to buy the lumber for the trestles. Moved by Newberry, seconded by Fritz; that the City buy the -lumber for the trestles. Carried; all Councilmen voting aye on roll -call. Councilmen absent: none. In the matter of Sector Post # 8, it was moved by Fritz,;secodded by Christman, that minimum lights and telephone be furnished same as tc Post 4 and Post 10. Carried, all Councilmen present voting aye. Councilmen absent: none. / Councilman Newberry reported on the conference with Col. Putnam of theU.S. Army Engineers on the dredging program for thesouth Bay area. He stated that although there is nothing planned for this area at present, he had the assurance of the War Department Engineers, that in the future, National City disposal areas will be filled. Mayor Thatcher appointed Councilman Newberry as the Chairman of the Harbor Committee to select the other members.
