Councilmen present: Cordingly, Fritz, Newberry, Warner and Thatcher. Councilmen absent: none. Administrative officials present: Canpbell, Burch, Smith, Knapp, Gautereaux, J. Bird, Finnerty, Ireland, Lamb, Harbison. First order of business- the canvass of the returns of' the City lilection held April 14, 1942. After due examination and canvass, City Clerk did publicly declare the results of the election, in the form and a3 manner pm scribed by law, all of which are contained inRESOLUTION NO. 2346. Moved by Fritz, seconded by Cordingly,: that Resolution no. 2346 be adopted, declaring the results of the City Election held April 14, 1942. Carried, all Councilman present voting aye on roll -call. Council- men absent: none. Moved by Newberry, seconded by Warner, that the meeting adjourn. Carried, all Councilmne present voting aye. Councilmen absent: none. Thatcher. April 21, 1942 Nati -nal City, California. JThe first meeting of the new Council called to order by City Clerk , Dale Smith. The first order of business was the election of the Mayor of National City. Moved by Cordingly, seconded by Christman, that Frederick J. Thatcher be elected as Mayor. Carried, all Councilmen present voting 346 aye. Councilmen absent$ none. Roll -call of Council: Christman, Cordingly, Fritz, Newberry, Thatcher. Administrative officials present: Campbell, Burch, Smith, Knapp Gautereaux, J. Bird, Finnerty, Ireland, Lamb and Harbison. Minutes of the regular meeting of April 7, 1942 and the special meeting of April 9, 1942, read an d approved. Moved by Fritz, seconded by Newberry, that the appointment of committees directly concerned with the function of any one department be dispensed with and that the Department heads be made responsible directly to the City Council as a whole. Carried, by the following vote to -wit: Ayes: Councilmen Christman, Fritz, Newberry, Thatcher. Hayes: Councilman Cordingly. Absent: none. 'Communication from the Division of Highways requesting an agreement from the City of National City to maintain that portion of Harbor Drive 1.941 with the copaaate City limits, soon to be constructed by the State.' /Mrs. E. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2347 be adopted, agreeing to maintain Harbor Drive with theecorporate limits of the City of National City. Carried, all Councilmen present voting aye 4; O adopted, granting special on roll -call. Councilmen 4( Report of the City Piuly-Wiggly Stores and by Newberry, seconded by placed on file. Carried, absent: none. Moved by Newberry, absent: none. Planning Commission on the John Soderberg for special Christman, that the report petitions of permits, read. Ivioved be accepted and all Councilmen present voting aye. Councilmen seconded by Fritz, that RESOLUTION NO. 2348 be permits to the Piggly-Wiggly Stores and John Soderberg, as recommended by the Planning Commission. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. )(Communication from the Commonwealth Club of California regarding the salvaging of uital materials, read. Judge Harbison reported that information regarding the "Salvage for Victory" drive in National City had been sent out by the schools for the Salvage Committee. Councilman Cordingly reported that the receptacles for the sallag,ged materials are ready,,//at the Salvage depot at the City Garde. '�FCom-nunication from the Automobile Club of Southern California regarding the curtailment of the use of certain vital metals in street and directional signs, read and ordered filed. Advertisement from the Food Machinery,Corporation for Fire Fighting units, read and ordered filed with the Civilian Defense Committee. Moved by Cordingly, seconded by Fritz,that the following transfer of funds be authorized: 348 375.00 $ 703.00 Carried, all to the Street Improvement Fund fron the Sp. Gas Tax. to the General Fund from the Sp. Gas Tax St Imp fund. Councilmen present voting aye. Councilmen absent: none. 4/Ordinance 1To. No. 506 by the Addition regulating Plumbing and may be carried on the entitled ' An Ordinance Amending Ordinance of Sections 41 and 5z' relating to and Prescribing Conditions under which plumbing the City of National City, read in its entirety by the Ciry Attorney. Moved by Newberry, seconded by Fritz, that the Ordinance be introduced and laid over, under the rules and according to law. Carried, all Councilmen present voting aye on roll -call. Council- men absent: none. ✓Ordinance No. entitled' An Ordinance Amending Ordinance No. 534 by the Addition of Sections 10i and 11-,��-,' relating to the installatio: of electrical conductors, materials or apparatus and providing for the inspection thereof, read in its=entirety by the City Attorney. Moved by Newberry, seconded by Christman, that the ordinam e be introduced and laid over, tinder the rules and according to law. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. 'City Clerk Dale Smith, requested permission to employ an extra Clerk in the City Clerk's office. Moved by Cordingly, seconded by Newberry, that $ 100.00 per month be allotted until June 30, 1942, for the employment an extra clerk in the City Clerk's office. Carried, all Councilmen present voting nye, on roll -call. Councilmen absent: none. 4JamesBird, Fire Marshall, stated that the survey of the vacant lot: has been made and that the burning of City owned property would be `,n^t started as soon as the grass is dry enough to burn. The other lots will be posted. James Bird, Fire Chief, reported that a BombDisposal School will be held in San Diego and requested that six men be authorized to attend from the City. Moved by Fritz and Cordingly, seconded by Christman, that six City Employees be authorized to attend. Carried, all Councilmen present voting aye. Councilmen absent: none. Chief of Police Knapp, to whom was referred the application of Carl Foote for a business license to operate a card room at the Bowling Alle3 stated that in view of the fact of the location of card room, the protest he had received from various merchants, the presence of minors at the Bowling Alley, he recommended a denial of the request. Moved b^ Fritz, 349 seconded by Newberry, that the City Council accept the report and recommendation of the Chief of Police and deny the license. Carried, all Councilmen present voting aye. Councilmen absent: none. '/B.T.Gautereaux, Park Sup't, reported that he had obtained estimates of theetost of repairing the filter tanks by City labor of approximately 900. Moved by Cordingly, seconded by Newberry, that the tanks be repair- ed by Mr. Gauterenux and the pool opened to the public at the usual season. Carried, all Councilmen present voting ave. Councilmen absent: none. James Bird reported that the City can obtain enough material by donation from a City merchant to make several hundred armbands and asked authorization to have them printed. Moved by Fritz, seconded by Newberry, that the armbands be mrde. Carried, all Councilmen present voting aye. Councilmen absent: none. 4.H.Rhodes, Inc., of Hartford,, Connecticut, represented by Mr. rave a demonstration and talk on their parking meter. Moved by Newberry, seconded by Fritz, that the matter be referred to the Traffic Commission for investigation rnd report. Carried, all Councilmen present voting aye. Councilmen absent: none.
