Councilmen absent: none. Administrative officials present: Campbell, Burch, Smith, Knapp, Gautereaux, Bird, Ireland and Lamb. Minutes of the regular meeting of July 21, 1942, read and approved Bills audited by the City Council: General Fund Street Imp Dist # 1 Civ. Defense Park M & I $ 1,715.98 61.80 32.65 57.90 39.27 Total sP 1,907.60 Moved by Newberry, seconded by Cordingly, that the bills be allowed and warrants drawn for same. Carried, all Councilmen present voting aye on roll -call. Councilmen absent : none. ✓Herbert A. Barnes, Agent for the War Risk Insurance, present and stated that the policies are now ready and that it will be necessary to submit the premium of $ 181.50 with the applications. Moved by Newberry seconded by Fritz, that the premium be paid. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓James Abbey present regarding the County Tax Sale on the Wegeforth property on which idle City holds a tax deed. Dale Smith, City Clerk, stated that the City had not received a notice of the sale. tioved by Fritz,seconded by Cordingly, that Mr. Smith investigate to see if the sale price was sufficient to pro -rate the City claim and to beport back to the City Council, also to notify Mr. Abbey. Carried, all Councilmen present voting aye. Councilmen absent: none. XRepoot of the Planning Commission that the Stahl petition does not contain sufficient signatures to comply with the Trailer Ordinance. City Clerk Dale Smith read the protests against the zone exception. Moved by Fritz, seconded by Newberry, that,following the recommendation of the Planning Commission, the City Council deny the petitbn . Carried, all Councilmen present voting aye. Councilmen absent: none. Herbert Johnson presentc4 request for a 90 day option on a portion of the tidelands lying between the westerly line of Harbor Drive and a lifll parallel to and distant 1500 feet easterly from the U.S. Bulkhead 384 line and southerly of the southerly line of' the 7th-street Channel, excepting therefrom a road 60 feet in width connecting Harbor Drive with the northerly mole pier, terms and conditions to be determined at time of execution of the lease. Moved by Christman, seconded by Newberry, that the option be granted. Carried, all Councilmen present voting aye. Councilman absent: none. `Proposed lease on portion of' the tidelands submitted by the U.S.Army. Moved by Fritz, seconded by Newberry, that the lease of the army be referred to City Attorney Burch. Carried, all Councilman preseni voting aye. Councilmen absent: none. 'eport of the Civilian _efense registration read and ordered filed, "(Communication from the San Diego Electric Railway -Co., in answer to the City, acknowledging the recommendation of the Planning Commission that the Chula Vista Bus be operated as an express from 5th and E in San Diego to Second and National avenue, National City and stating that it would not be advisable at this time to give this additional service. [Report of the City Planning Commission that there were no:protests on the proposed change of zone on the easterly z of blocks 241 and 242, all of Blocks 243, 244, 269, 270 and 307, City Plat add recommending to the City Council that the zone be changed from an R-2 zone to an M-2 zone.Moved by Christman, seconded by Cordingly, that the report of the Planning Commission be accepted. Carried, all Councilmen present voting eye. Counci lmen absent : none. Ordered filed. ✓City Attorney Campbell presented Ordinance governing trailer camps and auto courts for final reading an passage. Moved by Fritz, seconded by Newberry, that the heading only be read. Carried, all Councilmen on roll -call. present voting aye/ Councilmen absent: none. City Attorney Campbell read the heading of ORDINANCE NO. 692 entitled " An Ordinance of the City of National City, California, amending Ordinance No. 652 of said City, entitled an Ordinance regula4rg the cost and maintenance of the sand, establishing procedure for the 061 regulation of public camps, regulating location of camp cars, and trailers, and providing againstirespass on private property, by amending Sections 1 and 3 of said Ordinance and adding a certain section thereto establishing a licensing fee for maintenance of automobile trailers and providing a method for the collection of such license fee. Moved by Newberry, seconded by Christman, that the ordinance be adopted. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Chief Bird reported that the County Health department is working on the survey as requested by the City following the complaints on the odor from the tidelands near the industrial plants and requested more time. 'Civilian Defense Co-ordinator James A. Bird requested $ 116.13 to purchase the drugs for the Casualty station. Moved by Newberry, seconded by Fritz, that the 4rugs be purchased. Carried, all Councilmen present voting aye. Councilmen absent: none. City Attorney Burch reported that the City had been named in a quiet title suit on Blocks 260 and 317, City Plat and that if the Clerk would send delinquent tax bills on these blocks to W.E.Stark they would be paid. ✓W.E.Brackenbury of the Tavares Construction Company present regard- ing a lease on additional area in the tidelands. No formal action taken. B.J.Gautereaux, Park Sup't, stated by mistake he deposited the tax collected at the swimming pool for the Federal Government into the 386 City funds and asked that a warrant for $ 109.11 be drawn to the Collector of Internal Revenue. Moved by Christman, seconded by Newberry, that the warrant ':e drawn. Carried, all Councilmen present voting aye. Councilmen absent: none., ✓Moved by Cordingly, seconded by Fritz, that the Council meeting adjourn until seven o'clock PM Thursday, August 6, for the hearing on the closing of West 14th Street at the gravel plant. Administrative officials present: Burch, Smith, Lambe hhe time being for the hearing offprotests on the closing of West 14th Street between blocks 270 and 271, City Plat. No protests. Moved by Fritz, seconded by Cordingly, that RESOLUTION NO. 2371 be adopted, closing all that portion of 14th Street included between blocks 270 and 271 and extending from the westerly line of ClevllandAvenue, and the easterly line of Harrison Avenue, all as shown on Map of National City No. 348. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: Newberry. iCouncilman Fritz excused. City Attorney Burch excused. Being no further businass, it was moved by Cordingly, seconded by Christman, that the meeting adjourn. Carried, all Councilmen present voting aye. Councilmen absent: Fritz and New berry.
