Councilmen present: Christman, Cordingly, Fritz, Newberry, Thathcer. Councilmen absent: none. Administrative of=icials present: Smith, Campbell, Burch, Finnerty, Nebb, Bird, Knapp, Ireland and Iamb. Minutes of the regular meeting of August 4th, adjourned meeting of August 6th and the special meeting of August 17, 1942, read and approved. Bills audited by the City Council presented: General Fund $ 1,436.38 Civilian Defense 532.43 St Imp 1,246.13 List #r 1 3.71 Park M & I 179.27 LTnapp Tax 232.45 Total. $ 3,630.37 Moved by Cordingly, seconded by Fritz, that the bills be allowed and warrants drawn for same. Communication from C.C.Ludwig regarding the refunding of the portion of the cancelled license for the fortune teller, read and referred to the City Attorney. City Clerk Dale Smith repo ted that the City's share of the proceeds of the County sale on the property formerly owned by Guy, Wegeforth and etc. will be g 217.55. Moved by Cordingly, seconded by Christman, that the City Clerk be instructed to write to the County taxing authorities protesting the sales as no notice was received and that the City Council does not feel t hat g 217.55 is a fair share of the proceeds of the sale. '"-Communicatinn from the United States Treasury Department regarding the adoption of the procedure for the voluntary payroll deductions for the City Employees to purchase War Savings Bonds and Stamps, read. Moved by Newberry, seconded by Fritz, that the City Attorney prepare the proper Resolution. Carried, all Councilmen present voting aye. Councilmen absent: none. Report of the County Health Department on the water sample taken from the swimming pool, read and ordered filed. «'Notifications from the State Board of Equalization of the and liquor license applications of Kings Place,/Greenberg. No objections by the Chief of Police, ordered filed. ,/ City Attorney Burch reported that the City has been named in a quiet title proceeding on Block 260 and 317, City Plat, by the Michigan Mortgage Company. Moved by Christman, seconded by Newberry, that the City Attorney be authorized to file a disclaimer and accept the offer of W.E.Starke, attorney, for s ettlement of thetaxes. Carried, 392 all Councilmen present voting aye. Councilmen absent: none. City Attorney Campbell reported that the change of zone proceedings has been followed and it is in order to adopt a resolution hanging tics the R-2 zone to mad M-2 zone, following the recommendatiQ= ¢3gt. of the Planning Commission. Moved by Fritz, seconded by Newberry, Cam' that RESOLUTION NO. 2376 be adopted, changing the 2bne ffrom an R-2 to a M-2 . Carried, all Councilmen present voting aye on roll -call. Councilmen absent : none. ✓ Mr. Willis Briggs, chaii'man of the Nattonal City Civilian Defense Salvage Committee stated that the Salvage rally will be held in the City Park on August 30, 1942 with one $ 100 bond and two $ 25. bonds as prizes for the salvage collection. He also stated that there will be booths for hamburgers and cold drinks to help stimulate the donation of salvage as tickets will be given for certain amotjnts turner in and the tickets will he for the purchase of hamburgers and cold drinks and that the committee is asking for 0 212.50 tprdefray the expense of the rally. After considerable discussion, it was moved by Christman, seconded by Cardin ly, that the City donate enough money to purdhase eight- $ 25.00 bonds to be turned over to the Salvage Committee. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ✓C.3.Ire1and, City Engineer, stated that A.T.Jolliff hsd telephoned him and that the City can purchase the Materials he has on hand for the installation of the traffic signals at 8th and Nation: Avenue for $ 945.00 as he is going into the Armed Services and would 1 ike to clear his books. If the necessary approval is forthcoming in time from the State, he will see that the signals are installed as per contract. Moved by Christman, seconded by Newberry, that Mr. Ireland notify Mr. Jolliff that we are contacting the State to secure permission to have the signals installed as p-r contract and to please advise us as to length of time we have to buy the material.Also Mr. Ireland to contact the State Division of highways and Capt. McCandless, Carried, all Councilmen present voting aye. Councilmen absent: none. ✓Moved by Fritz, seconded by Christman, that RESOLUTION NO. 2377 be adopted, authorizing the signals at 8th and rational Avenue. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ,tivilisn Defense Co-ordinator Bird reported that the Medical 393 4 23 6 Unit is asking for $ 286 worth of medical instruments and euqipment. Moved by Christman, seconded by Cordingly, that the request be taken under admisement. Carried, all Councilmen present voting aye. Council- men absent: none. 'Chief of Police Knapp recommedned the appointment of Perm Nielsen to fill the vacancy caused by the resignation of Llarence Hoffman; said appointment be as of August 15, 1942 at $ 150.00 per month. Moved by Newberry, seconded by Fritz and Christman, that RESOLGUTION NO. 2388 be adopted, appointing Pern Nielsen, probationary policeman as of August 15, 1942 at the monthly salary of tm150.00. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. ' #hief Knapp also requested the appointment of Lyle J. Sadler Frank C. Alexander and J.P.Billington as special police officers, all three men are guards ab the Concrete Ship Constructors. Moved by Christman, seconded by Newberry, that the Chief's request be granted end these three men be appointed special police officers, each to furnish a P 1,000 bond in favor of the City and the Chief of Police. Carried, all Councilmen present voting aye. Councilmen absent: none. Being no further business, it wes moved by Fritz, :seconded by Cordingly, that the meeting adjourn until August 24th, 1942 at 7:00 o'clock P.M. Carried,all Councilmen present voting aye.
