Councilmen absent: none. 4hree copies of a new draft for Revocable Permit from the Navy to the State of California and to the City of National City covering occupancy end use of Naval Land for construction, operation and maintenance of Harbor Drive south through the Destroyer Base, presented. Moved by Fritz, secondel by Newberry, that RESOLUTION NO. 2424 be adopted, authorizing the Mayor to sign the Revocable Permit in behalf of the City of National City. 'c Request of the Shell Oil Company as to what requirements must be met by the Company before installing benches for service men waiting for a ride; said benches to be placed on premises owned or leased by the Shell Oil Company and on the property side of the side- walk as distinguished from the street side. Moved by Newberry, 431 seconded by Cordingly, that the Shell Oil Company be granted permission to install the benches under the supervision of the Sup't of Streets and the Chief of Police. Carried, all Councilmen present voting aye. Councilmen absent: none. Request of Tom Moynahan for permission to put a wrecking yard between 15th end 16th Sts on the west side of National Avenue, presented. Moved by Newberry, seconded by Christman, that the request be referred to the Planning Commission. Carried, all Councilmen present voting aye. Councilmen absent: none. 4/Communication from the Automobile Club of Southern California suggesting a re -study of traffic control devices in order to eliminat unnecessary ones in order to expedite traffic, read and ordered filed Communication from the National Motor Sales regarding the purchase of a 1942 Plymouth, slightly used, for the Police department and the overhaul of the 1941 Plymouth now in use, read. Moved by Christman, seconded by 6ordingly, that the Chief of Police be authorized to repair the 1941 Plymouth for $ 93.50 as quoted. Carried, all Councilmen present voting aye on roll -call. On the matter of the purchase of a new prowl car, it was 10( moved by Christman, seconded by Cordingly, that RESOLDTION NO. 2425 be adopted, authorizing the Chief of Police to advertise for bids foe a new prowl car. Councilmen absent: none. /The time being eight o'clock P.M., the bid :'of the San Diego Gas and Electric Company for the furnishing of the electrical energy 0 and furnishing of materials in accordance with the specifications r for the National City Lighting District No. 1, presented. Being no other proposals, it was moved by Newberry, seconded by Christman, that RESOLUTION NO. 2426 be adopted, accepting the bid of the San Diego Gas and Electric Company for the furnishing of electric current and the maintenance of applicaned for the National City Lighting District No. 1, be adopted. Carried, all Councilmen present voting aye on roll -call. Councilman absent: none. 'Claim for refund of taxes paid un the 1941-42 roll by the Merchants Natiohal Realty Corporation on the Bank of America, Nat'l City, in the sum of $ 32.68, presented. Upon the advice of the legal 432 counsel, it was moved by Fritz, seconded by Christman, that the claim be denied. Carried, all "ouncilmen present voting aye. Council- men absent: none. 4otico from the War Department, United States Engineers Office, of the application of the Harbor Department of the City of San Diego for an extension of time in thatch to complete the construct ion of a pier near the Benson Lumber Company, read and ordered filed. ✓Communication from the A.T, & S.F.Ry Company regarding the lease for the relocation of Wye track, suggesting the rental of $ 15.00 per month for the new lease, read. Moved by Fritz, seconded-b Cordingly, that the City Engineer notify the A.T.&.S.F.Ry Company, th that the City is adhereing to its policy of one cent per square foot as rental on the tidelands and therefore stipulates the rental of # 30.00 per month for five years. ''/On the matter of the quiet title action filed by the City Properties which was referred to the City Clerk for checking by Council action on December 1. 1942, presented by the City Attorney with the recommendation that the City accept the compromise action for share of the proceeds of the action. Moved by Fritz, seconded by Newberry, that the City Attorney be authorized to accept the compro mise in the action to quiet title by the City Properties Company. Carried, all Councilmen present voting aye on roll -call. Councilmen absent": none. On the matter of the acquisition of thelands adjacent to the Park on the south, it was moved by Christman, seconded by Newberry, that the City be authorized to purchase the outstanding bonds at face value. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. / In the matter of the acquisition of the tax -deeded property between 24th and 30th Street by the United States of America, Defense Housing, Project No. Cal 4462 C & F, the City Treasurer Asa R. Webb requested the Council to ask the County of San Diego for an option to acquire the County interests in order to clear the property by the City of National City tax sale. Moved by Fritz, seconded by Christman that RESOLUTION NO. 2427 be adopted, authorizing the City Attorney to prepare the proper papers requesting the option from the County of San Diego on Lot 11 to 16 inc., Block 2, Smit$ and Plantes Sub of 10 Acre Lot 1, o Sec. 152, Nat'l Ro... Moved by Newberry, seconded by Cordingly, —that RESOLUTION NO. 2429 be adopted, pancelleing assessment no. 988 on the 1942-1943 toll in the name of Gus and A.A.Figueroa in the amount of $ 13.12. 'City Clerk presented County of San Diego checks no. 93945 to 93951 inclusive for the following amounts: $ 23.92, $ 226.49, $ 37.22 $ 83.95, $ 134.88, $ 118.28, and $ 29.85, same being City portion of far the proceeds of County Tax Sales No. 1930, 1978, 1995, 2015, 2026 and 2065. Moved by Christman, seconded by Fritz, that RESOLUTION NO. 2430 be adopted, accepting the County checks in settlement of the above numbered tax sales. Rogers, Chairman of the War Price and Rationing Board 82.9.7 stated that the head office of the 0.?.A. has requested a ]e tter from the City Council stating that the City is furnishing rent free quarters, utilities and office supplies to the local board. Moved by Christman, seconded by Newberry, that the City Clc:rk furnish Mr. Rogers with such a letter. Carried, all Councilmen present voting aye. Moved by Christman, seconded by Cordingly, that James A. Bird, Civilian Defense Coordinator, be authorized to purchase two additional files for the ration board. Goodrich as a probationary patrolman at the salary of $ 150 per month as of December 1, 1942. Moved by Newberry, seconded by Cordingly, that RESOLUTION NO. 2432 be adopted, appointing Robt. W. Goodrich as a probationary patrolman as of Dec. 1, 1942 at the monthly salary of $ 150. Carried, all "ouncilmen present voting aye on roll -call. Councilmen absent: none. Chief of Police Knapp requested the appointment of Geo. V. Simpkins as Poundman at the salary of $ 125 per month as of Dec. 1, 1942. Moved by Newberry, seconded by Cordingly, that RESOLUTION NO. 2433 be adopted, appointing Geo. V. Simpkins as Poundmaster at $ 125 per month as of Dec. 1, 1942. Carried, all Councilmen present voting aye on roll -call. 'Mr. Israel present asking that his trailer be allowed within the City without the trailer tax as he uses it as a missionary center 436 fr Matter refereed to the City Attorney for a ruling. City Clerk Dale Smith reported that the personal property of the MacMillan Petroleum Corporation was assessed twice, once on the unsecured roll as Motor Fuels, Ltd., and on the current secured roll to MacMillan Petroleum Corporation. As the Motor Fuels Company paid their unsecured personal property tax on April, 1942, he requested' the cancellation of the $ 1,000 personal property assessment from the current roll. Moved by Christman, seconded by Fritz, that RESOLUTION NO. 2434 be adopted, cancelling the assessment from the current roll. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Upon the recommendation of the City Attorney, it was moved by Newberry, seconded by Fritz, that the City Attorney be authorized to enter into negotiations with the County for the acquisition of the of the tax deeded property south of 18th Street and West of National Avenue in the channel area. Carried, all Councilmen present voting aye. Councilmen absent: none. Being no further business, it was moved by Newberry, seconded by Fritz, that the meeting adjourn.
