A regular meeting of the City Council called to order by
the Mayor. Councilmen present: Cordingly, Fritz, Newberry, Warner,
Thatcher. Councilman absent: none.
Administrative officials present. Smith, Campbell, Ireland,
Finnerty, J. Bird, Lamb, Knapp, Gautereaux.

Moved by Cordingly, seconded by Fritz,that the hills be
allowed and warrants drawn for same. Carried, all Councilmen present
voting aye. Councilmen absent: none.
"Mr. Smith representing the E.D.Bullard Co of Los Angeles
present regarding Civilian Defense equipemtn. Lists to be consideree
by the Civilian Defense Committee.
✓Matter of the license fee for a bo*ling alley at 9th and
National venue referred to the City Attorney and the Police
Committee who reported that the bowling alley is under the.$ 5.00
fee. Matter of the license fee on a Penny Arcade lss4 om ;� K��'
?r. George Irey of the San Diego Gas and Electric Company
present regarding the contract for the National City Lighting Dist.
No. 1 as the orders for the wartime switching on of lights would
make the City receive a rebate of •• 1.84 per month for the 23 lights
Moted by Cordingly, seconded by Newberry, that the lights burn one
hour longer per night for the duration of the war. Carried, all
Councilmen present voting aye. Councilmen absent: none.
"Mr. Wayne Neal present regarding the contract for the
managerrnnt of the Federal Community Service Building and the
0Y� proposed budget for same. Discussion of the contract. Moved by
Warner, seconded by Cordingly, that RESOLUTION NO. 2328 be adopted,
authorizing the Mayor to sign the contract in behalf of the City of
National City. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.
✓Mr. Wells of the So. California Telephone Company present
with the cost of th einstallation of the four telephones for the
control room and the private line to the Casualty Station; cost of
same to be $ 14.00 installtion of the four phones and $ 15.00 per
month; private line $ 3.00 installationand $ 4.75 per month.
V Request of Newby and Newby for extension of the tidelands
option presented. City Clerk reported that the $ 100.00 option fee
(�}D2" had been received. Moved by Cordingly, seconded by Warner, that
RESOLUTION NO. 2329 be adopted, authorizing the Mayor to sign an
option for 30 days to Newby and Newby on c ertain portion of the
tidelands. Carried, all Councilmen present voting ayeon roll -call.

a RESOLUTION NO. 2330 be adopted, designating election officers and
polling places. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.
"Communication from the State Board of Equalization of
California regarding the meeting of the Assessors in Los Angeles
on February 20, 1942, read. City Assessor Dale Smith requested
permission from the City Council to have his office represented.
Moved by Cordingly, seconded by Warner, that Helen Lamb be authorize
authorized to attend with e xpenses paid. Carried, all Councilmen
present voting aye on roll -call. Councilmenabsent: none.
Insurance policy no. 70238 on the 1941 GMC approved as to
form by the City Attorney.
✓Request of the Tavares Construction Company for a spur
track to their shipyard referred to the City Attorney.

ordered filed.
«eportT of the San Diego Gas and Electric Company for the
franchise of $ 5,005.63 read and ordered filed.,City Clerk Dale
Smith reported that the check had been deposited with the City
Treasurer.
Recommendation of James A. Bird, Fire Chief, for the
installation of a fire hydrant at the north-west oorner of 12th
Street and Taft Avenue, read. Moved by Newberry, seconded by
Cordingly, that the fire hydrant be installed. Carried, all Connci-
men present voting aye. Councilmen absent: none.
'Request of the Solar Aircraft for the barricade of street
referred to the Floyd Finnerty, Sup't of Streets.
Railroad Commission orders regarding to maintenance of
lights for grade crossing, read and ordered filed.
Moved by Cordingly, seconded by Warner, that the following
delinquent taxes be accepted without the seven percent interest
and the cancellation fee:
14.97 Cora Emma Bellinger the 1940 taxes on the W 50' of E 100'
of SW4 of E4 of 10 Acre Lot 9, } Sec. 154, Nat'l Ro
$ 10.63 Jack Rice the 1940 taxes on Lot J Block 3, Lincoln Acres
Orchard of * Sec. 107 and 128, Rancho de la Nacion
$ 10.19 Union Title Insurance and Trust Company the 1940 tates on

Discussion of the Control Room for Civilian Defense.
Moved by Fritz, seconded by Warner, that the room be built in the
basement. Carried, all Councilmen present voting aye. Councilmen

✓Councilffisn Cordingly reported that the weed cutter is
satisfactory. Moved by Cordingly, seconded by Newberry, that the
City purchase the weed cutter. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
Councilman Bert Warner requestedpermission of the City
Council to be absent from the State from February 24th to March
28, 1942, on Government business. Moved by Fritz, seconded by
Cordingly, that his request be granted. Carried, all Councilmen
present votingla ye. Councilmen absent: none.
Being no further business tt was moved by Cordingly,
seconded by Newberry, that the meeting adjourn. Carried, all
Councilmen present voting aye. Councilmen absent; none.
