A regular meeting of •the City Council called to order by the
Mayor. Councilmen present: Cordingly, Frit°, Newberry, Warner,
Thatcher.
Administrative officials present: Campbell, J. Bird, Finnerty,
Knapp, Gautereaux, Ireland, Johnson, Lamb and Smith.
Minutes of the regular meeting of December 16 „ 1941 and the
special meeting of December 18, 1941 read and approved.

warrants drawn for same. Carried all Councilmen present voting aye

Mr. R.H.Brackenbury, representing the Tavares Construction Co.

and the Elliott -Stroud- Seabrook Company, holders of an unconditional
release from the Allied: Engineering and Ship Building Company, presen
requesting a lease on portion of the tidelands with an option on the
balance, covering the same prope rty under lease to the Allied Engineer,
ing and Ship Building Company. Matter taken under advisement and it
was moved by Fritz, seconded by Warner, that the City Attorney be
authorized to write to the Allied Engineering and Ship Building
cancelling the lease and enclosing a release to be signed by them.

Moved by Warner, seconded by Cordingly, that the rental on the
office space at 1408 Harding Avenue be reduced to $ 65.00 per month
for the duration of the contract with the Tovarea,cfliott-Stroud-
said rental
Seabrook Companies,/starting January 1, 1942, payable monthly in
advance. Carried. all Councilmen present voting aye. Councilmen absent
none.
`'Petition of Frank W. Rood of 1604 E 4th St, Nat'l City for a
permit to move a small house from San Diego to 1604 E 4th Street,
presented. Moved by Newberry, seconded by Warner, that a moving permit
be granted to Mr. Rood, providing the building complies with the
building code. Carried, all Councilmen present voting aye. Councilmen
absent: none.
Request from the City of Chula Vista to use the facilities
of the dog pound for the gassing and cremation of dogs and other
animals. Moved by Fritz, seconded by Newberry, that the City of Chula
Vista be allowed to use our dog pound, for dogs and cats only, at the
charge of $ 1.00 per animal. Carried, all Councilmen present voting

Notice of sustaining property damage by Paul J. Hall and
the Allstate Insurance Company and notice of sustaining personal
injury by Arnold Ring, against the City of National City and A.
Hokenson, Police Officer, read. City Clerk to make copies of the

J Communication from Alfred Einstein, Attorney at law, regard-

ing the claim of Sylvia Pollack. City Attorney Campbell requested
more time ✓on the Pollack claim. Granted.
Communication from Faisilmer, Oakes and Faulkner regarding the
annual audit, read and ordered filed.
4ewer ,agreement with the City of San Diego presented. Moved
by Cordingly, seconded by Newberry, that RESOLUTION NO. 2313 be
adopted, authorizing the Mayor to sign the agreement in behalf of the
City of National City. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: none.
'Agreement for the expenditure of the County Gas Tax Funds
within the City of National City, together with the resolution of the
County authorizing the same, read. Moved by Fritz, seconded by Warner
and Cordingly, that RESOLUTION NO. 2314 be adopted, authorizing the
Mayor to enter into sane in behalf of the City of National City;
Carried, all Councilmen present voting aye on roll -call. Councilmen
absent: none.
Report of Lloyd Bates, License Bureau, of the 194; dog
licenaes,regd and ordered filed.
HVReport of Lloyd Bates, License Bureau, of the 1941 Bicycle
licenses, read and ordered filed.
/Commuhication from the Division of Highways recommending the
postponement of the proposed widening of National Avenue between 13th
and 18th Streets during the present emergency, read and ordered filed.
v(P/ublic Liability and Property damage policies on City
equipment pre sente d by Guy and Guy, insurance agents. Upon approval
by the City Attorney as to form, it was moved by Fritz, seconded by
warner, that the policies be renewed. Carried, all Councilmen present
voting aye. Councilmen absent: none.

`� Communication from Senator Ed Fletcher regarding he action
of the Governor on legislation providing money for defense equipement
and asking for suggestions from the City Council as to restrictions
On the appropriating of the money. Moved by Warner, seconded by
Newberry, that the Mayor answer the letter, stating that the City
will adhere to the policy adopted by the League of California Cities.
Carried, all councilmen present voting aye. Councilmen absent: none.
4( Communication from Mrs. Lee Waskiewicz for a refund of a dog

license, read. Moved by Warner, seconded by Cordingly, that the rogues
be filed as the ordinance states that no refunds shall be made.
Carried, all Councilman present voting aye. Councilmen absent: none.
4/Communic ation from the County Health Department as$ing the
cooperation of the City in holding dogs in the pound for the duration
of the quarantine under suspicion of rabies. Chief Knapp stated that
City has been doing this for the County for sometime and will continue
to cooperate.

Warner, seconded by Newberry, that the heading manly be read. Carried,
all Councilmen present voting aye. Councilmen absent: none. City
Attorney Campbell read the heading. Moved by Warner, seconded by
Newberry, that BRDINANCE NO. 686 entitled" AN ORDINANCE REPEALING
ORDINACE NO. 628 OF THE CITY OF NATIONAL CITY, 'ENTITLED AN ORDIANCE
OF THE CITY OF NATIONAL CITY, CALIFORNIA, REGULATING THE INSTALLATION

OF SEWER IA TEW AND REPEALING ALL ORDINANCES AMENDING ORDINANCE-NOL
628 AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH AND PROVIDING FOR THE REGULATION OF THE INSTALLATION OF
SEWER LATERALS IN THE CITY OF NATIONAL CITY, CALIFORNIA.", be adopted.

Quotations on gasoline prices for 1942 referred to the '
Finance Committee.
B.J.Gautereaux authorized to purchase material necessary for
the construction of the stretchers needed by the Civilhn Defense
f Moved by Fritz, seconded by Warner, that the sum of $ 100
be added to the budget for Civilian Defense. Carried, all Councilmen

2315 be adopted, raising the salary of the Janitors to $ 90.00 per'
month, effective February 1st, 1942. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
4rpon the request of the Chief of Police Knapp, it was moved
by Fritz, seconded by Warner, that RESOLUTION NO. 2316 be adopted,
appointing R.A.Russell as poundmaster at $ 100.00 per month, effective
January 1, 1942. Carried, all Councilmen present voting aye on roll -cal
Councilmen absent:'none.
Being no further business, it was moved by Warner, seconded by
Cordingly, that the meeting adjourn. Carried, all Councilmen present
voting aye. Councilman absent: none.
