A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Cordingly, Fritz, MEmbaxzw, Warner and
Thatcher. Councilmen absent: Newberry.
Administrative officials present: Smith, Canpbell, Bird.
Knapp, Harbison, Finnerty, Lamb, Gautereaua.
Minutes of hte regular meeting of January 6th and the special
meeting of January 10, 1942 read and approved.

P {Petition of W.J.Bush Citrus Products Company for permission
to lay a private sewer on the West side of Cleveland Avenue south
from 23rd Street to Paradise Creek presented. Mr. Wilbur Bradley,
Nick SJith and George Smith present in behalf of the petition.
✓Moved by Cordingly, seconded by Fritz, that RESOLUTION NO.
2319-be adopted, granting the request of the W.J.Bush Citrus
Products Company under the direction of the City Engineer and the
Sup't of Sewers. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: none.
'Moved by Cordingly, seconded by Newberry, that the following
delinquent taxes be accepted without the seven percent interest and
the cancellation fee:
Noble Learn the second half of the 1938 and all of the 1939 taxes
on Lots 15 and 16, Winnetka Terrace No. 2, also the

/Request of Mrs. Sylvia E. Thomas for a refund of the 1940
taxes paid under protest as the womens veterans exemption was not
allowed. Upon the advice of the City Clerk that the Court ruling'
on women veterans has been ravened and that the exemption for 1940
if proper affidavits have been filed therefore must be allowed, it
was moved by Cordingly, seconded by Warner, that RES)LUTION N0. 2320
be adopted, granting a refund of $ 7.01 to Sylvia E. Thomas. Carried,
all Councilmen present voting aye on roll -call. Councilmen absent:
none.
)(Claim of James J. Dunn by K.J.Thayer, Attorney, for damages
to car involved in accident with A. Hokenson, Police officer, read
and referred to Guy and Guy, Insurance carriers for the City of
National City.
Communications received from Gov. Olson, Senator Fletcher
and Assemblyman Ritchie in answer to telegrams sent regarding
legislation on financial aid to Cities for Civilan Defense, read

and ordered filed.
Petition of L.E.C.Smith for variance in set back r equirements
at 8th St and D Avenue, read. Inasmuch as this petition has the
signatures of five of the members of the Planning Gommission, it was
Moved by Fritz, seconded by Warner, that RESOLUTION NO. 2321 be
adopted, granting the zone variance in setback requirements to L.E.0
Smith for 8th Street and D Avenue. Carried, all Councilmen present
voting✓aye on roll -call. Councilmen absent: none.
Communication from the California State Council of Defense
requesting a survey of vehicular needs for 1942 read and referred $o
the Finance Committee.
✓ D.W.Stahl present regarding the condition of the reed to his
trailer camp. Mr. Stahl stated that he now has 65 families living
there with the average traffic of 25 cars p'erhhoursoverrthiasreadd
and that he wants the City to put this road into good condition.
Matter referred to the Street Commissioner and the Sup't of Streets.
'Letter from E.K.Hong requesting permission to move a small
structure from San Diego to Lots 16 and 17, Block 4 of Reeds Subd
and that he expects to put the house in Al condition to pass City
inspection. Building Inspector stated that he has inspected the
house as it now stands and does not recommend the -granting of the
moving permit. Moved by Cordingly, seconded by Warner, that the
request of Mr. E.K.Hong be denied. Carried, all Councilmen present
voting aye. Councilmen absent: none.
Deed of Gustav R. Pallas and Frieda M. Otto Pallas, husband
and wife to property to be used as J Avenue, presented. Meted by
Cordingly, seconded by Fritz, that RESOLUTION NO. 2322 be adopted
accepting the deed in behalf of the City of National City and
instructing the City_ Clerk to record same. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
1 City Attorney Campbell stated that in the matter of the
lease on the tidelands 'to the Tovares Company,the Mayor should
inform the Tovares Company by letter t hat the Cit y is willing to
lease portion and give an option on balance. Moved by Fritz, seconde
by Cordingly, that the Mayor be authorized to write the letter.
Carried, all Councilmen present voting aye. Councilmei absent: none.

Moved by Fritz, seconded by Cordingly, that RESOLUTION NO.
2323 be adopted, authorizing the Mayor to enter into the ]ease
agreement for portion of the tidelands with the Tovares Company and
an option to lease on balance of the tidelands involved. Carried,
all Councilmen present voting aye on roll -call. Councilmen absent:
none.
"Chief Bird, as Building inspector, requested the City Attorney
to state as to the status of the buildings on the tidelands. City
Attorney Canpbell stated that the buildings are under the
jurisdiction of the Building Inspector as the lease is with a private
company.
/Councilman Fritz stated that the Parddise Valley Sanitarium
has requested three boulevard stops, one at Burden Drive, one at
Sanitarium Avenue and one at the drive entrance on Sth street.
Request referred to the Traffic Commission.
/In the case of Syltia Pollack against the City for damages
alleged to have been received from a fall on the sidewalk, it was
moved by Newberry, seconded by Fritz, that the City Attorney be
granted more time. Carried, all Councilmen present voting aye.
Councilmen absent: none.
4hief Bird, secretary of the Traffic Commission, stated that
there has been a number of inquiries as to the Traffic Signals under
contract to Jolliff. City Clerk stated that according to Jolliff the"
signals are being held up by the manufactueers in the East but that
Mr. Jolliff would again be contacted in regards to same.
Chief Knapp stated that the Goodwill Industries have'again
requested a free business license. Moved by Cordingly, seconded by
Warner, that their request be granted. Carried, all Councilmen
present voting aye. Councilmen absent: none.
ve Chief Knapp requested the appointment of Arthur Hokenson,
Kenneth Jones and Howard Harvey as regular policemen at the salary
of $ 135.00 per month as of January 1, 1942 as they have fulfilled
their probation. Moved by Warner, seconded by Cordingly, that
RESOLUTION NO. 2324 be adopted, appointing Arthur Hokenson, Kenneth
Jones and Howard Harvey as regular policemen at $ 135.00 per month
as of January 1, 1942. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.
Street Sup't Finnerty stated that the Navy housing project at

the Destroyer Base wants a contract for the City to sweep the
streets. Moved by Warner, seconded by Newberry that a contract be
drawn with the Navy for sweeping the streets once a week for $ 50.00
ayable in advance.

'Upon the request of the City Elerk for the appointment of
Irene Alston as extra help in the Assessors office, it was moved by
Cordingly, seconded by Newberry, that RESOLUTION NO. 2325 be adopted
appointing Irene Alston as extra help during the month of February
at $ 5.00 per day. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: none.
Being no further business, it was mused by Cordingly, -
seconded by Newberry, that the meeting adjourn. Carried, all Council
men present voting aye. Councilmen absent: none.
