Councilmen present: Christman, Cordingly, Fritz, Newberry, Thatcher. Councilmen absent: none. Administrative offihials present: Campbell, Smith, Gautereaux, Bird, Finnerty and Lamb. Minutes of the regular meeting of July 7, 1942, read and approved Bills approved by the City Council: General Fund Street Imp Park M & I District No. 1 $ 1,550.78 650.82 111.19 32.65 Total $ 2,345.44 Moved by Cordingly, seconded by Newberry, that the bills be allowed and warrants drawn for same. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. // � ames A. Bird, Fire Chief, presented the resignation of Russell Babcock to be effective July 22, 1942 and recommended the appointment of Robert 0. Bates as probationary fireman effective August 1, 1942 at $ 140.00 per month. /Moved by Newberry, seconded by Cordingly, that the resignation of Russell Babcock be accepted. Carried, all Councilman present voting aye. Councilmen absent: none. ✓Moved by Newberry, seconded by Fritz, that RESOLUTION NO. 2365 be adopted, appointing Robert 0. States as probationary fireman as of August 1, 1942 at the salary of $ 140.00 per month. Carried, all Councilmen present voting aye on roll -call. Councilmee absent: none. Tames A. Bird, Civilian Defense Colordinato r, requested permis sioi to purchase a typewriter and stand for the Civilian Defense office. Moved by Newberry, seconded by Christman, that the co-ordinator be authorized to purchase the typewriter and stand. Carried, all Council- men `present voting aye. Councilmen absent: none. /omnunication from the State Board of Equalization acknowledging - the protest of the City Council on the application of Wilbur Clark and Greenberg for liquor license, read and ordered filed. Moved by Cordingly, seconded by Fritz, that the following delin- quent taxes be accepted without the seven percent interest and the cancellation fee. Carried, all Councilmne present voting aye. ''Communication from the Atchison, Topeka and 6anta Fe Railway Company expressing their appreciation of the assistance by the City On their Application for permission to extend their lines to Chula Vista and stating that the Railroad Commission had denied the applica- tion. v Recommendation of C.P.Ireland, City Engineer, that the City request the California Division of Highways to classify Harbor Drive from 8th Street to the northerly line of National City and 13th Street from National Avenue to the mean high tide line as streets of major importance, and also that a request be made for an allottment of $ 5,000 for maintenance of all streets of major importance for the 1942-1943 fiscal year, read. Moved by Fritz, seconded by Christman, that RESOLUTION NO. 2366 be adopted, designating Harbor Drive from 8th Street to the northerly line of National City and 13th Street from iational Pve to the mean high tide line as streets of major importance. City Clerk Dale Smith stated that the district was posted, the notice printed in the newspaper and that no protests have been received. Moved by Fritz, seconded by Newberry, that R"I,OLUTION NO. 2367 Accepting the report of the City Engineer and confirming the assessment, be adopted. Carried, all Councilmen present voting aye on roll -call. '( Report of the City Planning Commission: recommending- 1. that a special permit be gS ited to C.W.Heaton to remodel and ,n enlarge a dwelling on Lot G, Block 8, Lincoln.Acres Orchard Sub to be used as a grocery store. 2. that the petition of F.'J.Stahl for a permit for atrailer court be denied as 60% of the property owners had not signed the peitition. 3. that the easterly half of the blocks 241 and 242, all of blocks 243, 244, 269, 270, and 307, City Plat, incl portions of closed 381 streets, City Plat, be changed from an R 2 to an M 2 zone and that the Planning Commission has caller a public hearing on the rezoning. Moved by Newberry, seconded by Christman, that the City Clerk be instructed to w rite to the Sun Diego Electric Railway Company regarding an express bus. Carried, all Councilmen present voting aye. Councilmen absent: none. Petition of property owners against the trailer camp petition of F.V.Stahl, read. It was moved by Christman, seconded by Newberry, that the petition of F.V.Stahl for a special permit for a trailer camp be referred back to the Planning Commission for reconsideration at their next meeting. Carried, all Councilmen present voting aye. Councilmen absent: none. XCity Clerk Dale Smith, presented the claims for delinquent taxes held against County Tax Sales and which were returned by the County Audittr as more than five years of taxes have been claimed. Moved by Christman, seconded by Fritz, that the claims be referred to the City Attorney. Carried, all Councilmen present voting aye. Councilmen absent none. 'x Communication from the Co-ordinating Recreation Defense Council of National City requesting the Council to allow the expenditure of 125.00 for dishes and silverware for the community recreation building- also that directional signs be placed at 12th and rational Avenue for the building, read. Moved by Christman, seconded by Cordingly, that Mr. Gautereaux be authorized to purchase $ 125.00 of dishes and silverware for the community recreation building and that he also take care of the directional signs. Carried, all Councilmen arejen present voting aye on roll -call. Councilmen absent: none. City Attorney Campbell read and ordinance amending Ordinance No; relating to trailer camps. Moved by -Newberry, seconded by Frit introduced and 12_` that the ordinance be/laid over, under the rules and according to law. Carried, all Councilmen present voting aye on roll -call. Councilmen 382 absent: none. "iJpon the recommendation of City Attorney Campbell, it moved by Newberry, seconded by Fritz, that the complaint of Paul J. Hall and Arnold King together with summons for suit, be referred to the i insurance company. Carried, all Councilmen present voting aye. Council- men absent: none. Moved by Fritz, seconded by Newberry, that RESOLUTION NO. 2369 be adopted, creating a Civilian Defense Fund and transferring $ 2,000 from the Street Improvement Fund to the Civilian Defense Pund. Carried, all Councilmen present voting aye on roll-calll Councilmen absent:none. `oved by Fritz, seconded by Cordingly, that the tentative budget as prepared be adopted for the fiacal year 1942-1943. Carried, all Councilmen present voting aye. Councilmen absent: none. Councilman Fritz stated that he would like to straighten out the -matter of the sewer fee charge on the Paradise Valley Sanitarium Etd the motion was made by Fritz, seconded by Christman, that the City accept a 100.00 per year for the next 6 years, payable July 1, 1942 and each aid every year thereafter f a' six consecttive years and authorize the Mayor to enter into a contract for same. Carried, all Councilmen present voting aye on roll -call. Councilmen absent: none. Being no further business it was moved by Cordingly, seconded by Fritz, that the ne eting adjourn.
