Councilmen present: Christman, Cordingly, Fritz, Newberry, Thatcher. Councilmen absent: none. Administrative officials present: Smith, Burch, Lamb, Webb, Ireland, Knapp, Finnerty and J. Bird. Minutes of the previous meeting of May 19, 1942, read and approved. Bills audited and approved by the City Council: General Fund Street Imp Park M-& I Light Rist # 1 $ 2,505.03 491.72 162.22 32.65 3,191.62 Moved by Cordingly, seconded by Fritz, that the bills be allowed and warrants drawn for same. Carried, all Councilman present voting aye. Councilmen absent: none ✓Report of the City Treasurer regarding the liens on the Levi property adjacent to the City Park, referred to the City Attorney to inquire into the status of the bonds. F.V.Stahl requested permission to move small structure into National Uity from San Diego. Moved by Newberry, seconded by Fritz, that the structure be inspected by the Building Inspector and if constructed according to the building code, permission be granted to Mr. Stahl to move the building into National City. Carrthed, all Council- men voting aye. Councilmen absent: none. Request of the Christian Science Church for permission to erect directional signs at 10th and National Ave and 8th and D Avenge, read. Moved by Cordingly, seconded by Fritz, that the request be allowed and the signs installed under the supervision of the Sup't of Streets. Carried, all Councilmen present voting aye. Councilmne absent: none. ✓Contract for the sewer rental for the U.S.Destroyer Base Housing Unit referred to theCity Attorney. ✓Communication from James 3. Abbey regarding the suit to quiet title on the NW* of Sec. 105 and the East 30 Acres of 80 Acre Lot 1, * Sec. 130, Nat'l Ro.. read. Moved by Christman, seconded by Cordingly, that Fritz be appointed as chairman of a committee to work with Abbey to obtain a street through this property and also a fair settlement of the taxes. Cattied, all Councilmen present voting aye. Councilmne absent none. Mayor Thatcher appointed Fritz, chairman, Christman and Burch. "Communication from the Division of Highways regarding the warning signs to be used on highway projects, read and referred to the Chief of Police. /Communication from Senator Ed Fletcher enclosing a report of the survey made of SRA equipment, read. Moved by Christman, seconded by Newberry, that a le tter be written for further information. Carried, all Councilmen present votini aye. Councilman absent: nona 0/Communication from C.H.Scharnikow, Special Attorney, Dept of Justice, Lands Division, regarding the condemnation proceedings of 6=and 3/4 acres of land, more or less, covering the'franchise for the operation of the spur track upon and along Division Street, read and referredto the City Attorney. VReouest of the Division of Highways for dedication of portion of the tidelands in connection with the improvement and construction of Harbor Drive, read. C.B.Ireland, City Engineer, stated that although the City had reserved portion of the tidelands for street purposes, it hed never been dedicated. Moved by Fritz, seconded by Christman, that RESOLUTICN NO. 2357 be adopted, dedicating portion of the tidelands as Harbor Boulevard. Carried, ill Councilmen present voting aye on roll- 364 1 call. Councilmen absent: none. vIlequest of M.W.Hersey, to move a building f rom Harbison Canyon to National Gity, read. Moved by Christman, seconded by Cordinply, that if the building complies with the building code, and after inspection by the building Inspector, a permit be granted to move the building into National City to Lots 8 and 9, Beermakers Sub in * Sec. 133, Nat'. Ro. Carried, all Councilmen present voting aye on roll -call. Councilmen abse�: none. Resignation of C.A.Harvie, Chief 0bservor, readand referred to the Chief of Police. 'Price proposals for the purchase of a new patrolcar for the Police department from City Chevrolet Company, National Motor Sales and the Campbell Chevrolet Company, read and referred to the Councilman for for discussion. i'f4oved by Christman, seconded by Newberry, that the proposal of the National Motor Sales for a 1942 Plymouth be accepted, that an allocation of $ 550.00 be m.,de to the Police department outlay budget and that the Chief of Police be authorized to make application to the Ration Board for a new car. Carrie4 all Councilmen present voting aye on roll -call. Councilmen absent: none. 'Co mcilman Chr_i stman reported that the plans for the formation of a Transportation Corporation for Lincoln Acres have fallen through but that the present Committee will continue to investigating ways and means of providing transportation for this area. ✓upon the request of Councilman Christman., who moved, with a second by Cordingly, that the City Clerk obtain 6 copies of "The Handbook for City officials". Carried, all Councilmen present voting aye. Councilmen absent: none. 'City Attorney Burch reported that the owners of the abutting property will execute deeds and cooperate with the City in closing West 14th Street between blocks 270 and 271, City Plat. ✓ir. Gquterequx, Park Sup't, reported that the ramp in front of the Communityy Service Building will be fixed. 101C.B.Ireland, City Engineer, reported that he is to have a conference with Mr. Seckles, of the FWA in regards to the sewer. Mayor Thatcher reported that he has received two complaints on the Bay View Cleaners plant and asked that the Chief of Police investigate the cause of the heavy smoke. 365 Tyor Thatcher reported that the shoeshines want to place their stands back on the sidewalk. City Council to take the matter under consideration. In the matter of the telephone at the observation post, it was moved b,- Newberry, seconded by Cordingly, that Chief Knapp be authorized to sign for the utilities and to investigate the co st. Carried, all Councilmen present voting aye. Councilmen absent: none. /Mayor Thatcher asked that the Council consider the matter of the appointment of a co-ordinator for the Civilian Defense, stating that he had asked James A. Bird, Fire Chief to consider accepting the post. Chief Bird stated that he did not feel that he was qualified to fill the position. Moved by Fritz, seconded by Cordingly, that the matter be ' tabled and the City Council adjourn. Carried, all Councilmen present voting aye. Councilmen absent: none.
