A regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman; Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative heads present: Campbell, Burch, Smith, Finnerty,
James Bird, Ireland, Knapp, Lamb.
Moved by Fritz, seconded by Cordingly, that the bills be allowed
and warrants drawn forsame. Carried, all Councilmen present voting aye
on roll -call. Councilmen absent: none.

✓ Deferrment request of Howard Louis Harvey from induction under the
Selective Service Act, presented. Chief of Police Knapp requested that
the City Council request the deferment of Office Harvey as he is a
grained man and essential to the department. Moved by Christman,
seconded by Cordingly, that Chief Knapp be authorized to request the
deferrment. Carried, all Councilmen present voting aye. Councilmen
absent: none.
✓Request of the National City Board of Library Trustees for the
appointment of Mrs. Charles Short and Mr. Fred Tonge to the Library
Board for another term of c5ffice. Moved by Newberry, seconded by Fritz,
that the appointments be made. Carried, all Councilmen present voting
aye. Councilmen absent: none.
Notification of liquor license application of Escalantes referred
to the Chief of Police.
Request of George D. Houchen, Imperial Beach, California, for a
free Veteran's license to sell fruits and begetables in the City, read.
Moved by Fritz, seconded by Newberry, that the request be referred to
the CityfAttorney. Carried, all Councilmen present voting aye. Council-
men absent: none.
iRequest of Mrs. Zelma M. Moeser , chairman of the Programm
Committee and ors. Thomas H. Cosby, hostess Committee, Community
Service Building for additional equipment for the kitchen at the

approximate cost of C 129.25 read. Moved by Newberry, seconded by
Fritz, that the communication be referred to the Coordinating Council.

rabbits under the conditions recommended by the Planning Commission.

✓ Request of the City Planning Commission for the appointment of
Mr. Howard Mikkelson and Mr. Manvel Clark as members of the Board to
fill the unexpired terms of Mr. B.C.Edgerton and Mr. Ed. Dimock, read.
Moved by Christman, secondedby Cordingly, that the resignations of
Mr. E.D.Dimock and Mr. P.E.Edgerton from the Planning Commission be
accepted. Carried, all Councilmen present voting aye. Councilmen absent:
none.
JMoved by Christman, seconded by Cordingly, that RESOLLTION NO.
2359 be adopted, appointing Mr. Howard Mikkelson and Mr. Manvel Clark

to the City Planning Commission to fill the unexpired term of Mr.
B.E.Edgerton and Mr. E.D.Dimock. Cerriedlf all Councilmen present.voting

RESOLUTION NO. 2360, calling a public hearing on Light District No.

1, presented. Moved by Newberry, seconded by Christman, that RESOLUTION
'. NO. 2360 be adopted, aalling the public hearing for National City
Lighting District No. 1 for 8:00 o'clock PM Tuesday, July 21, 1942.
Carried, all Councilmen present voting aye, on roll -call. Councilmen
absent: none.
'/Copy of a letter to L.J.Seckles from the Commandant-llth Naval
District regarding the location of the pumping plant for the new sewer
project, read and referred to the City Engineer.
✓Ir. Walton, representing the Trailer Court Association present
regarding the .adoption of an ordinance by the City of San Diego levying
a 10/ tax per day per trailer ands requesting. that the City of National
City adopt a similar ordinance. After discussion, it was moved by
Fritz, seconded by Christman, that a committee be appointed to consider
the ordinance. Carried, all Councilmen present voting aye. Councilmen
absent: none.
Mayor Thatcher appointed Newberry, chairman, Cordingly and Christnm

✓City Attorney Campbell read an ordinance providing for the creatior
of the office of Co-ordinator of Civilian Defense in the City of Nationu
City. Moved by Newberry, seconded by Christman, that the ordinance,be
introduced and laid over, under the rules and according to law. Carried,
all Counbilmen present voting aye on roll -call. Councilmen absent: none.
JMoved by Fritz, seconded by Newberry, that James A. Eird be
appointed property agent for the City of National City Defense Council,
and that the City provide the bond for g 5,000. Carried, all Councilmen

4/Chief of Police Fnanp that on the complaint ^.bout the Bayview
Cleaners, he contacted the owners and no further complaints have been
received.
"'Chief of Police Knapp stated that in jthe matter of the observation
post, that he has been unable to secure a volunteer chief of the post.
Moved by Fritz, seconded by Newberry, that Chief Knapp to have charge
of the observation post sand that he been authorized to move the vest
to bars to; of the NaticH=il Hotel sna to spend approximately n 100 in
fixing the approaah to the post. Carried, all Councilmen present voting
aye on roll -call. Councilmen absent: none.
✓Fire Chief James A: Bird stated that it will necessary to hire a
full time clerk in the Civilian Defense office and that he believes
that
100 per month would be the right salary. Mr. Bird authorized to
find a clerk.
✓Moved by Fritz, seconded by Cord'ingly, that RESOLUTION NO. 2361
be adopted, appointing Z.McCourey as probationary fireman at $ 140.00
per month as of June 17, 1942. Carried, all Councilmen present voting
aye, on roll -call. Councilmen absent; none.
Dim -out ordin»nce referred to the City Attorney and the Co-ordina
.J.Gautereaux, Park Sup't, authorized to have a survey by Mr.
Penedict of the San Diego Gas and Electric Company on the lights at the
Ballground.
✓ Councilmen Fritz, stated on the quiet title proceedings with James
Abbey, the right of way from Euclid to Sanitarium Avenue wkll be given.
Moved by Fritz, seconded by Newberry, that the City Attorney be
instructed to handle the proceedings providing $ 500 in payment of
delinquent taxes and the right of way is given. Carried, all Council-
men present voting aye. Councilmen absent: none.
Being no further business, it was moved by Newberry, seconded by
Fritz, that the meeting adjourn until 7:30 PM June 3'0, 1942. Carried,
all Councilmen present voting aye. Councilmen absent: none.
