The adjourned meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Campbell, Burch, Smith, Lamb,
Finnerty, Knapp, Bird, Gautereaux, Aebb and Harbison.
Moved by Cordingly, seconded by Fritz, that the bills be allowed
and warrants drawn for same. Carried, all Councilmen present voting aye
Councilmen absent: none.

✓ Mr. H.P.Schenerman in the interest of the real estate men of
National City and this area, requested the City Council to adopt ar
resolution protesting the freezing of rents in this area as of January 7
1941 in comparison to the Los Angeles area freezing as of March, 1942.
/Moved by Fritz, seconded by Newberry, that a resolution be adopted

protesting the freezing date of rents in this area, said resolution to

Z. Greenber,for on -sale beer and distilled spirits, read. Petition of
120 residents protesting- the issuance of these licenses read. Moved by
Newberry, seconded by Christman, that a written protest be filed with
the State Board of Equalization on the application of C1^ rk and Green-
berg and that the Chief of Police be authorized to appear before the
Board with such evidence as may be deemed necessary to substantiate the
protest. Carried, all Councilmen present voting aye. Councilmen absent;
None.
Notice of liquor license applications of Escalante and Clinkscale
read. Moved by Fritz, seconded by Christman, that the applications be
referred to the Chief of Police.Carried, all Councilmen present voting
aye. Councilmen absent: none.
Request of Chief of Police Knapp for the appointment of Walter
Cagle as special police officer, to serve without compensation unless
called for extra duty. Moved by Cordingly, seconded by Christman, that
RES)LLIT'ION NO. 2362 be adopted, appointing Walter Cagle as special
police office of the City of National City, to servt without compensatic
unlesd called for duty. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: nore.

has completed his one year training period es a fireman and requesting
that he be appointed as a 1st class fireman at the salary of C 145.00

Moved by Cordingly, seconded by Christman, that RESOLUTION NO. 2363 be
43' adopted, appointing Russell E. Babcock as lst,class fireman and at the
salary oft 145.00 per month as of June 15, 1942. Carried, all Council-

Request of the Commandant of the llth Naval District for informatic
as to the rental payments on the Blackman lease by the Union Trust Co.,
read. City Clerk instructed to answer the letter.

✓Communication from the Case Construction Company requesting approve
of the City to deposit dredge material on the tidelands, read. Moved by
Frits, seconded by Cordingly, that the matter be referred to the City
Engineer and laid over until the next meeting. Carried, all Councilmen
present voting aye. Councilmen absent: none.
✓Report of the Civilian Defense Registration office of the total
volunteers rer1 s ted- 2,726.
"Surety Bond of Robert S. Jump submitted by Percy H. Goddwin Co.
as special police officer of the City of rational City. Moved by
Newberry, seconded by Fritz, that the surety bond be accepted. Carried,
all Councilmen present voting aye. Councilmen absent: none.
/Communication from Guy snd Guy enclosing a statement of Percy
H. Goodwin Company by R.L.Paine in regards to the settlement of the
claims of I4rs. Dunn and the other car involved in an accident with a
City car on October 18, 1941.
Prelimi ary papers for contract with the llth Naval District for
sewer charges for the fiscal year 1948 for the Destroyer Base Housing
Unit, presented. Moved by Newberry, seconded by Fritz, that RESOLUTION
NO. 2364 be adopted, authorizing the Mayor to enter into the contract.

City Attorney Campbell request more infor_nation regarding the
claim of q nez Abbey that no claim had been filed against the County
Tax Sale on the Wegeforth property. Matter referred to the City Class];
for I�checking.
'`City Attorney Burch stated that the City had no alternative but to
grant the veterans license requested by George D. Houchen. Moved by
Newberry, seconded by Fritz, that the license be granted. Carried, all
Councilmen present voting aye. Councilmen absent: none.
James A. Bird, requested a meeting with the City Council on matters
pertaining to Civilian Defense equipment on July 6th at 10:00 am.
/Chief Knapp reported that on the observation post that he is
reorganizing the volunteers to man the post and that a new location has
not been selected as yet.
Councilman Newberry reported that he is receiving numerous
complaints on the odor from the industrial plants on the bayfront.
Moved by Newberry, seconded by rritz, that Mr. Zuchweiler of the San
Diego County Health Department be requested to make a survey and report
to the City Council. Carried, all Councilmen present voting aye. Council
men absent: none.
/B.J.Gautereaux, Park Sup't stated that the pool will soon be ready
to open and the fees for entry into the pool should be set by the
Council. It was decided that up to 11 yrs inc. 5,g; 12 to 15 yrs inc.,
10¢ plus lj tax; 15 yrs up, 20 plus 2tax/
/Moved by Fritz, seconded by Christman and Cordingly, that Mr.
Gauteresux_ be authorized to purchase 5 or 6 ton of cutback to fix the
road on top of the hill above the pool. Carried, all Councilmen present

�r. Gattereaux stated that it will be necessary for the Mayor to
sign an application for permission to collect the Federal Admission
tax. Moved by Newberry, seconded by Christman, that the Mayor be
authorized to sign the application and that the prices as submitted by
Mr. Gautereaux be approved. Carried, all Councilmen present voting aye.
Councilmen absent: none.
Councilmen Newberry stated that the sweeping of National Avenue
cannot be adequately handled when cars are parked there at all hours.
Matter referred to' Chief of Police.
Herbert Barnes present regarding the nuisance of a dog howling.
City Attorney Campbell advised Mr. Barnes that it was a civil matter
and that the State Law covered it.
01Mr. Barnes also called the attention of theCity Council to War
Risk insurance en the public buildings and contents. Moved by Fritz,
seconded by Chri4trian, that the City Clerk check on the rate and
report at the next meeting. Carried, all Councilmen present voting aye.
