A regular rce eting of the City Council called to order by the Mayor.
Councilmen present: Christman, Cordingly, Fritz, Ndwberry, Thatcher.
Councilmen absent: none.
Administrative officials present: Smith, Campbell, Burch, Finnerty,
Ireland, Lamb, Nebb, J. Bird, Gautereaux.
Minutes of the regular meeting oS April 21, 1942 and the special
meeting of April 28, 1942, read and approved.

T. Paul McCarthey, representing Major Briggs of the California State
Guard present recuesting a place for an information and recruiting
office. Councilman Fritz suggested that a committee be appointed to
confer with Ivlr. McCarthey and Major Briggs. Mayor Thatcher appointed
Councilmen Fritz, Christman and Cordingly.
✓ Request of the National City Cab Company for change in the Taxi -cab
ordinance to establish meter rates for cabs operating in National City,
referred to the City Attorney.
✓ Mrs. Thorson of Lincoln Acres present requesting adequate bus
service for the residents and de:ense workers living in Lincoln Acres
area. Mayor Thatcher appointed a committee consisting of Councilmen
Christman, Newberry and Cordingly, to confer with Sam Mason cf the
San Diego Railway and Bus Line.
✓Request of the owner of the National City Bowling Alley for a
dine and dance license, referred to the Chiefof Police.

taxes be accepted without the seven percent interest and the cancellation
fee:

/Notice from the War Department Engineer s of the application of
Rohr Aircraft for permission to dredge in the South Bay, read and
ordered filed.
^Communication from the Commandant of Eleventh Naval District in
answer to Mayor Thatchers request for Navy aid in construction of the
sewer system, stating that National City 2ward the contract fur such',
portion of the work as can be constructed within the sum allotted by
F.W.A. and that the 'ialgnce of the cost be financed through City funds,
and after the contract is awarded and exact amounts determined for
cost that the matter be again brought of the attention of the Federal
Works Agency and the Commandant of the District for such action as may
be advisable at that time.
City Engineer Ireland reported that he has sent this information
on to Koebig and Koebig. Moved by Fritz, seconded by Christman, that
Ireland contact the F.W.A. in Los Angeles and Koebig and Koebig
regarding the status of the application for the complete sewer system.

V< Copy of a communication from the Commmandant of the Eleventh Naval
District to Mr. E.E.Wallace, District Engineer, Division of Highways,
dated May 2, 1942, regarding the right of way for Harbor Drive over
the Government reservation, read and ordered filed.
✓Refund of $ 3.99 from Guy and Guy resulting from change of car
on Great American Indemnity Company policy X- 142481, presented. Moved
by Newberry,seconded by Fritz, that the refund be accepted and placed
in the General Fund. Carried, all Councilmen present voting aye. Council
men absent: none.
'Request of the National City Public Library Board of Trustees for
e flag pole on top of the Library, also requesting a refund of the
Library's overdues, read. Moved by Christman, seconded by Newberry,
that the matter of the Library fines be laid over until the next meeting
for the Attorney to rule on and that the matter of the flag pole be
11 referred to the Custodian of Public Bldgs for report at the re xt
meeting. Carried, all Councilmen present voting aye. Councilmen absent:
none.
JMoved by Christman, seconded by Newberry, that all bills presented
to the City Council for approval either carry the approval of the

department head or, the purchase orders. Carried, all Councilmen present
voting aye. Councilmen absent: none.
4etter from the San Diego -California Club of San Diego stating thatt
the reduction in the advertising budget for the Club results in National
City's subscription being reduced from $ 120.00 per year to $ 30.00.
Moved by Fritx, seconded by Christman, that the City Council accept the
reduction and subscribe $ 30.00 for next year. Carried, all Councilmen
present voting aye. Councilmen absent: none.

'Dale Smith, City Clerk, reported that/obta ned the use of the school
rooms used during the regular Municipal Election free of charge and
requested the cancellation of Warrants No. 1091 and 1092 in the amount
of $ 8;00 each, made payable to the National Elementary School District
and the Sweettrater Union High School District respectively. Moved by
Newberry, seconded by Christman, that RESOLTT!ON NO. 2350 be adopted,
cancelling the warrants. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: none.
fComnunicatinn from the Commandant of the Eleventh Naval District
requesting the City to refrain from granting building permits or leases
in the area taken under protective custody by the Navy department, read
and ordered filed.
/Notification from the War Department, United States Engineer Office,
of the application of by Rhhr Aircraft Corporation for permission to,
dredge in the south bay, read and ordered filed.
Communication from Chief of Police Snapp requesting the appointment
the special police officers for Tavares Construction Company, to&d.; r
Moved by'Christman; seconded by Newberry, that the request be laid over
until the bonds are supplied and when the appointments are made, the
police authority is at the plant only. Carried, all Councilmen present
voting aye. Councilmen absent: none.
/Application of Carl Foote for card room license at 913 National
Avenue, referred to the Chief of Police.
City Attorney Campbell presented the Ordinances amending the
plumbing and electrical ordiances for final reading. Moved by Fritz,
seconded by Newberry, that the heading only be read. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none.
City Attorney Campbell read the heading of Ordinance No. 688 entitled
"An Ordinance Amending Ordinance No. 534 by the addition of Sections
10i and 114". Moved by Newberry, seconded by Christman, that ORDINANCE
NO. 688 amending Ord. 534, relating to electrical installations, be

adopted. Carried, all Councilmen present voting aye on roll -call.

read of the ordinance amending the plumbing ordinance. Carried, all
Councilmen present voting aye on roll -call. Councilmen absent: none.
City Attorney Campbell read the heriding of Ordinance No. 689, entitled
"An Ordinance amending Ordinance No. 506 by the addition of sections
4Q and 51." Movedby Newberry, seconded by rhristman, that ORDINANCE NO.
689 be adopted. Carried, all Councilmen present voting aye on roll -call
Councilmen_ absent: none.
IA/Communication from Sam Poberts, Secretary, San Diego County
Division of the League of California Cities, enclosing a copy of the
resolution relative to the Gas Tax which is to be presented et the next
League meeting. Moved by Fritz, seconded by Christnan, that the City rS
National City instruct their delegate to note no on the resolution.
Carried, all Councilmen present voting aye 2 Councilmen absent: none.
James Bird, secretary of the Trsffic Commission, reporte-i verbally
on the matter o` the pEurkung meters. The Commission feels that there
are a number of conditions to be considered end that the Commission has
no definite recommendetion at present. Moved by Fritx, seconded by
Newberry, that the matter be laid over for further study. Carried, a 11
Councilmen present voting aye. Councilmen absent: none.

4B.J.Gautereaux, Park Suprt, announced the official opening of the
Community Service Building on Tray loth at 2;30 to 4:30 PM. He also
requested ,?$ 20.00 to be ueed for expenses. Moved by Newberry, seconded
by Christman, that the bum of $ 20. be appropriated to the expense of
the opening. Carried, all Councilmen present voting aye on roll -call.

Report ofjHarry E. Donnell, City Auditor, -covering audit of
period from July 1, to Dec. 31, 1941, read and ordered filed.

Moved by Newberry, seconded by Christman, that Mr. Gautereaux be
authorized to purchase the canvas. Carried, all Councilmen present
