A regular meeting of the City Council c alled to order by the
Mayor. Councilmen present: Christman, Cordingly, Fritz, Newberry,
Thatcher. Councilmen absent: none.
Administrative officials present: Smith, Lamb, Campbell, Burch,
Harbison, Ireland, Bird, Finnerty, Knapp, Gautereaux.
Minutes of the regular meeting of May 5, 1942, read and pproved.
Moved by Cordingly, seconded by Newberry, that the fo lload ng
bills be authorized:

'Tabulation of the apportionment of the Gas Tax monies for Streets
of Major Importance rec&ived from the Department of Public Narks, r ead
and ordered filed.

seconded by Fritz, thatRESOLUPION NO. 2351 be a dopted, accepting the
deed. Carried, all Councilmen present voting aye on roll-call.Council-

✓Moved by Cordingly, seconded by Fritz, that the following
delinquent taxes he accepted without the seven percent interest and the
cancellation fee:

Report of the Traffic Commission regarding the installation of
parking meters read.:Move&by Frfti;=seconded by Cordin-ly, that the
report be filed., Carried, all Councilmen present voting aye. Council-

1, read. Moved by Newberry, seconded by Fritz, that the Resolution
10 be adopted. Carried, all Councilmen present voting aye on roll -call.

''r Communication from A.T. Jolliff, contractor for the traffic
signals, stating that the signal heads are to be shipped from the'eas
on May 29, 1942 and that the delay has been due to the difficulty in
obtaining the necessary materials without a priority.
Notice from the War Department of the application of the San
Diego Gas and Electric Company to construct a jetty at the foot of
Sampson Street in San Diego, read and ordered filed.
✓Division. of Highways communication regarding conservation order
L-41-600 referred to the Street Superintendent.
/Communication from the San Diego and Arizona Eastern Railway
Company offering the sale of 'Block 184, City Plat, except the right o
way to the City for the contemplated sewer plant, read end ordered
filed with the City Engineer.
veCorrunurication from Thomas Crawford, Coounty Coordinator, in
regards to 'he -storage of water for emergency use, referred to the
chairman of the publicity committiee of Civilian Defense, Frank
Rogers.
✓Communication from the National City Chamber of Commerce
enclosing a letter to them regarding the condition of the street
10 at 23rd and Cleveland, referred to the Sup't of Streets.

City Attorney regarding the claims for proceeds of tax sales, read

/ Request of Elbert E. Hensley, Attorney, asking that the City
deny the claims of Paul J. Hall and Arnold King egainst the City in
order to clarify the situation. Upon the adirice of the City Attorney,

trial and tnat the insurance Company be notified of the denial.

Communication from the Division of Highways requesting the City
to plan the installation of the new sewer lines so as not to interfere
with the construction of Harbor &rive and 8th Street. City Engineer
to contact Mr. Wallace regardingg the location of the sewers and the

(Report of the City Planning commission on the petition of Mrs.
Lorena Busher for a special permit and on the petition of Carl G.
Bliss for a special permit, read. Moved by Fritx, seconded by Christina
and Newberry, that the report be Accepted. Carried, all Councilmen
present votin' aye. Councilmen absent: none.
✓Moved by Fritz, seconded by Christman, that RESOLUTION NO. 2354
(1-q°� beadopted, granting a special permit to Mrs. Lorena Bushert as
ke recommended by the City Planning Iommission_. Carried, all Councilmen
present voting aye on roll -call. Councilmen absent: none.
✓Moved by Newberry, seconded by Christman, that RESOLUTION NO.
2355 be adopted, granting a special permit to Carl G. Bliss for the
constructionlnd operation of the gravel botching plant on Blocks
279 and 271, City Plat, not including any crushing of rock and not
to exceed five years from date. Carried, all Councilmen present
voting aye on roll -call. Councilmen absent: none.
✓Moved by Fritz., seconded by Newberry and Cordingly, that the
City Attorney draw the deeds, the City Engineer to draw the descrip-
tion of that portion of West 14th Street beVween Blocks 270 and 271,
City Platpftthich 11M Carl G. Bliss has -requested the use. Carried,
all Councilmen present voting aye. Councilmen absent; none.
'Application of Carl Foote for license to operate a card room at
913 National Avenue, presented. Chief of Police stated that he had
no objection to location or to the character of the applicant. Moved
by Cordingly, seconded by Newberry, that the request for the license
be granted. Carried, all Councilmen present voting aye. Councilmen
absent: none.
/The request of the Chief of Police for the appointment of specia]
police officers for the Tavares Construction Company, which was laid
over on May 5, again presented for action. &lief of Police requested
the appointment even though no bonds have been filed. He also stated
that the bonds will be in thepossession of the City before the men are
sworn in. Moved by Fritz, seconded by Cordingly, that the special
police officers be appointed by RESOLUTION NO. 2356, providing for the
appointment, the filing of the surety bonds of C 1,000 each and that
their authority i$ only in connection with their work at the Tavares
Construction Company. Carried, all Councilmen present voting aye on
roll -call. Councilmen absent: none.

Dine and Dance license requested by Mr.L.4,--1-1-01( owner of the
bowling alley at 9th and National Avenue. Chief Knapp sir ted that the
property owners and residents of the vicinity are opposed to the
license being granted and that he recommends that the request be
denied. Moved by Christman, seconded by Cordin_gly, that the Chief's
recommendation be accepted and the request for a dine and dance
license be denied. Carried, all Councilmen present voting aye. Council
men absent: none.
'Custodian of Public Buildings Mr. Finnerty reported that the
matter of the flag pole on the Library is still under consideration.
City Attorney Campbell recommended that the taxi -cab ordinance
remained unchanged. Moved by Newberry, seconded by Cordirgly, that the
recommendation be accepted. Carried, all Councilmen present voting
aye, Councilmen absent: none.
'Moved by Fritx, seconded by Newberry, that the City Treasurer
be di/toted to obtain all information on the bonds and liens on the
Levi property immediately adjacent to the City Park on the south.
Carried, all Councilmen present voting aye. Councilmen absent: none.
Communication from Margie L. Laing of the Civilain Volunteer
Office stating that her health will not permit her to work full time
in the office and a sked that someone be put in charge.
Moved by Newberry, seconded by Fritz, that a resolution be
adopted in appreciation of the fine work and splendid cooperation
of Mrs. Laing in the Civilain Volunteer Office. Carried, all Council-
men present voting aye. Councilmen absent: none.
/ Moved by Newberry seconded by Christman, that a resolution he
adopted in appreciation of the untiring loyalty and cooperation of
Mrs. Williams, who is ill in the hospital at the present time, for hei
work with Mrs. Laing in the Volunteer office. Carried, all Councilmen
present voting aye. Councilmen absent: none.
`/Mr. Gautereaux, Park Sup't, requested the Council to purchase a
new power mower for the Park as the present one is insufficient.
Moved by Fritz, s econded by Cordingly, that the Mayor appoint a
committee to work with Mr. Gautereux on the purchase of the mower.
Carried, all Councilmen present voting aye. Councilmen absent: none.
✓Mr. Gautereax also requested some extra laborers in the City Patti

Moved by Fritx, seconded by Newberry, thatthe same committee consider
the extra labor in the Park. Carried; all Councilmen present voting
sye. Councilmen absent: none.
Mayer Thatcher appointed Councilmen Christman, Cordingly and
Fritz to confer with Mr. Cautereaux on his requests.
Being no further business, it was mw ed by Fritz, seconded
by Cordingly, that the meeting adjourn. Carried, all Councilmen
present voting aye. Councilmen absent: none.
