«'On the petition of Sirs. Dorothy Williams for special permit to
conduct a rooming and boarding house on lots 11 and B, Block 3 of
Combos Place Sub, matter up for discussion. idrs. Williams presented a
letter from Mr. Fred a. Stevenson who lives in property adjacent to
the rooming house, stating there is nothing objectionable. Arguments
#°' from petitioners and protestants. Councilman Christman, stated that
inasmuch as the hoardin;r house has been operating without a permit,
he would moved that RESOLUTION NO. 2405 be adopted, denying the petitior
for a special permit. Seconded by Councilman Newberry. Carried, all
Councilmen present voting aye on rolleall. Councilmen absent: Cordingly
and Fritz.
'/On the petition of Mr. Fred V.Stahl for a special permit for a
trailer court, it was moved by Christman, seconded by Newberry, that
RESOLUTION NO. 2406 be adc,pted, granting the special permit to Mir.
Stahl. Carriei, all Councilmen present voting aye on roll -call. Council-
men absent: Cordingly, and Fritz.
/Communication from the Department of Justice relative to the
condemnation of the 5.8 acres more or less by the United States
Government asking that a disclaimer in action be filed by the City,
read. Moved by Christman, seconded by Newberry, that the matter be left
to the discretion of the City Attorney. Carried, all Councilmen ;resent
voting aye. Councilmen absent: Cordingly and Fritz.
"Upon the request of i1rs. '1. dickens for permission to move a Sodel

Sec. 154, Nat'1 Ro..the Chief Building Inspection Bird, recommended
that it be granted. Moved by Newberry, seconded by Christman, that
the moving permit be granted. Carried, all Councilmen present voting
eye. Councilmen absent: Cordingly and Fritz.
XOn the request of Lloyd P. Hudson for permission to move a house
and gara,e to lots 6 and 7, block 3 01' S.D.O'Connels Sub of 10 Acre
lot 6, Sec. 155, Nat'l Rol... the Chief Buildin, InspectoriBird
recommended the permit be granted under ti'e Ijurisdiction of the
building department. Moved by Newberry, seconded by Christman, that
the uermit be granted following the recommendations of Chief Bird.
Carried, all Councilmen present voting aye. Councilmen absent: Cordingly
end Fritz.

block 76, City Plat., it was reconumendedby Chief Bird, that the permit
be granted. Moved by Christman, seconded by Newberry, that the permit
be granted. Carried, all Councilmen presentevoting aye. Councilmen
absent: Cordinr;ly and Fritz.
^On the request of Manuela S.T.Hernandez to move a house to lot
5 and 6, Block 208, City Plat, Chief Bird recommended the request be
denied. Moved by Newberry, seconded by Christman, that the request of
Mr. Hernandez be denied. Carried, all Councilmen p; esent voting aye.

the request be referred to the Building department. Carried, all Council

Communication from the llth naval District enclosing a copy of the
order for immediate possession of certain lands in National City, read.
Moved by Newberry, seconded by Christman, the commmnicatton he referred
to the City Attorney. Carried, all Councilmen present voting aye.

✓Communication from Lincoln Acres P.T.A. repardin!r a dangerous
crossing at 24th end Prospect Avenue, read. Moved by Newberry, seconded
by Christman, that the letter be held over unitl the next meeting for
the report of the Chief of Police. Carried, all Councilmen present
voting aye. Councilmen absent: Cordi.n;ly and Fritz.

to the Certificate of 'car Necessity referred to the Department heads.
✓City Attorney Burch recoruhended the passage of an ordinance
in relation to Proclamation No. 10 cud No. 12 on the dim -out. Moved
by Newberry, seconded by Christman, tint the heading only be read.
Carried, all Councilmen present voting aye. Councilmen absent: Cordingl9
and Fritz. City 'ttorney Burch read the heading of ORDINANCE NO.
entitled " An Ordinance of the City of National City Relating to
Restricted Lighting". Moved by Newberry, seconded by Christman, that
the ordinance be introduced and Lid over, under the rules and
according- to law. Carried, all Councilmen present voting aye on roll -
call. Councilmen absent: Cordingly and Fritz.
✓ORDINANCE NO. 693 amending Ord: No: 530' regarding the specification
for sidewalks 'nd curbs presented for final passage. Moved by Newberry,
seconded by Christman, t hat the heading only he read. Carried, all
Councilmen ;present voting aye. Councilmen absent: Cordin`rly and Fritz.
City Clerk Dale Smith read the heading of Ordinance No. 693 entitled
"An Ordinance of the City of National City, California, amending
Section 19D of Ordinance No. 530, entitled 'An Ordinance to provide
specificatii ns for the construction of Portland Cement concrete
sidewalks and curbs in the City of National City, California, and
repealing Ordinances No. 341 end 516." Moved by Christman, seconded by
Newberry, that ORDINANCE NO. 693 be adopted. Carried, all Councilmen
present voting aye on roil -call. Councilmen absent: Cordingly, Fritz.

City Judge Harbison requested the City Council to adopt ar_
resolution authorizing him to deposit bail money with the City Treasurer
folic in& the procedure outlined by City Auditior Harry Bonnell. Moved
by Newberry, seconded by Christman, that RESOLUTIOTT NO. 2408 be adopted,
authorizing the City Judge to deposit bail money with the City Treasurer
to be kept on special deposit and drawn out by special request. Carried,
all Councilmen present voting, eye on roll -call. Councilmen absent:
Gordingly and FPitz.
0/City Attorney Burth reported that a settlement has been requested
on the Abbey property . ";wed by Christman, seconded by Newberry, that
if Councilman Fritz has no objections, the City Attorney be authorized

to settle with dames Abbey at the ori;linal g 500.00 and deed to the
Streets. Carried, all Councilmen present voting aye. Councilmen absent:
Cordingly and Fritz.
Communication from Mrs. A.L.Snell, seer, tars+ of the Ci•ilian
Defense Co-ordinator, stating the problems confronting the defense
office and the need of trained personnel help, read. Coordinator James
A. Bird requested permission to hire part time help for the defense
office. Moved by Christman, seconded by Newberry, that this permission
be granted. Carrie , all Councilmen present voting aye on roll -call.

/City Engineer Ireland recuested that the City Council take steps
authorizing the approval of the cost of o 2,497.08 for sewer line in
conjunction with the new system. Carried, all Councilmen present voting
aye on roll -call. Councilmen absent: Cordingly and Fritz.
✓In regards to the National City Elementary School Board request
for a deed to lots 13 and 14, FSlock 208, City Plat, the City Attprney
recommended that a quit claim deed be given. Moved by Christman,
seconded by Newberry, that RESOLUTION FO. 2410 be adopted, authorizing
the quit claim deed in fa or of the National City Elementary School
District on lotsl3 and 14, Block 208, City Plat.... Carri ed,a11 Council-

Fritz.Ark Sup't Goutereaux requested permission to leave the City on
his vacation. !loved by Christman, seconded by Newberry, that his request

transfer of funds be authorizer:
4,000 from the Harbor improvement Fund to the fleneral Fund to be
refunded when the tax monies are in.
/p 1,000 from the Harbor improvement Fund to the Library Fund to be
refunded when the tax monies are in.
